PROCEEDINGS OF THE OXFORD VILLAGE BOARD
The Village Board of the Village of Oxford, Marquette County, Wisconsin met in regular session at 6:30
PM on Wednesday, January 11, 2023 in the Council Room of the Oxford Village Hall.
The meeting was called to order by President Meyer with the Pledge of Allegiance. The following Board
Members were present: Trustees Drinkwater, Rozek, Sorensen, Bohringer, O’Brien, and Holden. Also in
attendance were Chief Kowalski, Dennis Zacharias, Jesse Ramsey, Duane Dornacker, Tom Wastart, Kathy
Terwelp, and Terry Berndt.
Motion made by Rozek/Holden to approve the agenda as printed. Motion made by Drinkwater/Rozek
to accept the minutes of the December 7, 2022 regular board meeting as printed. Motion made by
O’Brien/Sorensen to approve the Treasurer’s Report as printed. All motions carried.
Citizen Inquiries: Trustee Rozek inquired about the operational hours of Clerk’s office. A closed session
meeting will be set in the future to address the needs of the Village. Motion made by O’Brien/Sorensen to
recess for five minutes. Motion carried. President Meyer called the meeting back to order at 6:45 PM.
New Business: Terry Berndt addressed the Board regarding the raze of his building located at 115 W.
Ormsby St. He requested a copy of the asbestos and hazardous material report and was provided a copy by the
Clerk. Mr. Berndt then inquired about the tax assessment for the improvement that has been razed and was
advised the Assessor has already been made aware to remove the improvement from the 2023 tax assessment on
that parcel. The process of removing the contents of the building was discussed. Mr. Berndt requested an
itemization of any special assessment placed on his taxes. The Clerk advised he will first receive an itemized
bill from the Village and have the opportunity to pay that bill before the debt is added as a special assessment to
the tax roll. Therefore, he will have already received the details of the debt owed to the Village.
Candidate names were drawn to determine ballot placement on the Spring Election Ballot. The order on the
Spring Election Ballot for Village Trustee will be Loretta Drinkwater, Gary Sorensen, and Dennis Zacharias.
Village President Butch Meyer is running unopposed. The Spring Election will be held April 4, 2023. A
primary will not be required for any Village Board office.
The Clerk advised the company providing the sewer utility billing program and technical support, Softline
Data, has recently been purchased by GIS Workshop, LLC (GWorks). A Master Services Agreement between
the Village and GIS Workshop, LLC (GWorks) to continue the services provided by Softline Data was
presented. The agreement is set up to be approved electronically. Motion made by Sorensen/Drinkwater that
the Clerk be authorized to electronically sign the Master Services Agreement with GWorks for the sewer utility
billing program. Motion carried.
A preliminary discussion was held on the proposed park concession stand project for 2024. A Park and
Recreation Committee meeting was scheduled for January 24th at 5:30 PM.
Terry Berndt departed at 7:10 PM.
The building permit reports for October and November were reviewed.
An operator license application for Marlee Mullens was presented. She has completed the Responsible
Beverage Server Course and has received Police Department recommendation. Motion made by
Drinkwater/Holden to grant the license. Motion carried.
Committee Reports: Healthy Communities Healthy Youth (HCHY) Report-Trustee Rozek reported
the HCHY coalition met this afternoon and will be reviewing the youth risk survey compiled two years ago that
was just released by the state. The final draft for the bi-laws was reviewed and will be put before the full
coalition. Public Safety-Chairman Sorensen stated no report. Municipal Court-Trustee Sorensen advised he
will be meeting with the Municipal Court Clerk to go over the finances, and a meeting will be called, if
necessary. Police Report-The monthly and 2022 annual police reports prepared by Chief Kowalski were
distributed. An update was provided on the teen referral program. The barricades have been received. A
discount was given on the solar speed sign reprogramming due to delays. A meeting may be scheduled in
February or March for a possible hire. The signs and brochures for the Neighborhood Watch have been
received. Park & Recreation-Chairperson Drinkwater stated no report. Library Report-Trustee Drinkwater
advised checkouts are steady. Programming is on hold. The candidate for the director position has taken a
position with another library, so the position here in Oxford will be advertised. Public Works-Chairman
O’Brien reported the DNR dam inspection report has yet to be received. The Wisconsin Department of Safety

and Professional Services (WI DSPS) recently inspected the Village for OSHA standards, and the Village
performed well overall. Some minor changes will need to be made to the employee safety policy. The 115 W.
Ormsby St. raze project is complete. The Vrooman St. storm sewer project ended up costing approximately
$5,000.00. The Christmas tree decorations will be coming down soon.
Dennis Zacharias, Jesse Ramsey, Duane Dornacker, Tom Wastart, and Kathy Terwelp departed at 7:50 PM.
Motion made by Rozek/Holden to approve payment of vouchers presented. Motion carried.
The minutes of this meeting were read by the Village Clerk.
Motion made by Drinkwater/Rozek to adjourn at 8:10 PM. Motion carried PM.
