PROCEEDINGS OF THE OXFORD VILLAGE BOARD
The Village Board of the Village of Oxford, Marquette County, Wisconsin met in regular session at 6:30
PM on Wednesday, February 1, 2023 in the Council Room of the Oxford Village Hall.
The meeting was called to order by President Meyer with the Pledge of Allegiance. The following Board
Members were present: Trustees Drinkwater, Rozek, Sorensen, Bohringer, O’Brien, and Holden. Also in
attendance were Chief Kowalski, Dennis Zacharias, Deb Walters, Kathy Terwelp, and Terry Berndt.
Motion made by Sorensen/Rozek to approve the agenda with the amendment to strike item 6. f) from the
agenda. Motion made by Drinkwater/Holden to accept the minutes of the January 11, 2023 regular board
meeting as printed. Motion made by Drinkwater/Rozek to accept the minutes of the January 24, 2023 Park
and Recreation Committee meeting as printed. After discussion on interest rates, motion made by
Sorensen/O’Brien to approve the Treasurer’s Report as printed. All motions carried.
Citizen Inquiries: None.
New Business: Trustee O’Brien presented a 2023 invoice from Bruch’s Farms, Inc. for snow removal and
snow dumping location services and announced this will be the last year under the existing agreement. A new
agreement will be presented for the 2024 budget.
A renewal agreement for legal services from Miller & Miller, LLC was presented. The new terms included
an adjustment in hourly rates for legal services. Motion made by Drinkwater/Holden to accept the proposal
from the Village Attorney (Miller & Miller, LLC). Motion carried. The rates increased from $150.00 to
$175.00 per hour for general matters and from $120.00 to $140.00 per hour for municipal court and ordinance
prosecution matters.
The 02/07/2023 renewal of the Shellkopf Memorial CD was discussed. Available rate options from local
banks were compared. Motion made by Drinkwater/Rozek to move the Shellkopf CD to One Community
Bank for a 15 month, 4.00% APY CD. Motion carried.
The usage of the remaining ARPA (American Rescue Plan Act) funds was discussed, and the possible
purchase of a new drinking fountain for the Village Hall community room was considered. Motion made by
O’Brien/Drinkwater to approve the new fountain and additional filter cartridge and any electrical costs with
$713.22 coming from the remaining ARPA funds and the rest from Village Hall expenses. Motion carried.
The proposed 2023-2024 park concession stand project was discussed. The Park and Recreation
Committee has recommended having General Engineering Company write the Community Development Block
Grant on behalf of the Village, at a cost of $6,000.00, and suggests using funds from the Park Improvement
Account to pay for the fee. Motion made by Drinkwater/Rozek to approve the $6,000.00 grant writing fee to
GEC to be paid for with Park Improvement Funds. Motion carried.
Terry Berndt departed at 7:10 PM.
There was no building permit report to be reviewed.
There were no licenses to be approved.
Committee Reports: Healthy Communities Healthy Youth (HCHY) Report-Trustee Rozek stated no
report. Public Safety-Chairman Sorensen advised a committee meeting may be set in March. Municipal
Court-Trustee Sorensen advised the finances are in the black, and payroll is up to date. A meeting will be
called for next when needed. Police Report-Chief Kowalski reported that the Village Attorney sent the final
ordinance violation letter to the property owners of 128 S. Depot St. Options for the proposed new squad car in
2024 were presented for consideration. The camera project in the park is ready to go, and the server in the
Village Hall will be updated. Park & Recreation-Chairperson Drinkwater advised a pine tree will have to
come down to accommodate the surveillance system project. Library Report-Trustee Drinkwater stated
Library Director Chris Meyer’s last day was January 31st, and Library Assistant Pam Burnell’s last day was
January 27th. Kimmie Kongslie and Sandy Eberlein are covering the library until a new director is hired.
Public Works-Chairman O’Brien reported a number of items from the DSPS (Department of Safety and
Professional Services) inspection have been addressed. Seven Confined Space/Do Not Enter signs needed to be
ordered for the wastewater plant and powerhouse. An eye flushing kit has also been ordered to comply with the
inspection. We did not haul any snow or have any salting done in January. The solar panel for the speed sign
has arrived and will be assembled and installed next week.

Motion made by Rozek/Holden to approve payment of vouchers presented. Motion carried.
Upon completion of the agenda, President Meyer declared the meeting adjourned at 8:01 PM.
