PROCEEDINGS OF THE SPECIAL MEETING OF THE OXFORD VILLAGE BOARD MARQUETTE COUNTY, WISCONSIN February 08, 2023 The Village Board of the Village of Oxford, Marquette County, Wisconsin met on Wednesday, February 8, 2023 in the Council Room of the Oxford Village Hall, 129 S. Franklin Ave. President Meyer called the meeting to order at 6:30 PM with the Pledge of Allegiance. The following Board Members were present: Trustees Drinkwater, Rozek, Sorensen, Bohringer, O’Brien, and Holden. Motion made by Drinkwater/Holden to approve the agenda as printed. Motion carried. The Board discussed the Shellkopf Memorial CD that was addressed at the February 1, 2023 board meeting. New interest rate information was provided relating to the CD that was not available at the time of the village board meeting last week. Motion made by Drinkwater/Rozek to rescind her motion made at the February 1, 2023 board meeting regarding the Shellkopf Memorial CD (to move the Shellkopf CD to One Community Bank for a 15-month, 4.00& APY CD). Motion carried. Motion made by Drinkwater/Holden to renew the Shellkopf CD to a 15-month CD at a 4.25% APY at Royal Bank. Motion carried. President Meyer announced that, per the agenda, a closed session is proposed to discuss employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility per Wis. Stat. § 19.85 (1)(c). Motion made by Holden/Sorensen to move to closed session pursuant to Wis. Stat. § 19.85 (1)(c) for the purpose of considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Motion carried on a roll call vote with all present voting aye. The closed session per Wis. Stat. § 19.85 (1)(c) began at 6:38 PM. Per the agenda, the Board reconvened into open session at 7:30 PM with all previous attendees and was joined by Dennis Zacharias and Kathy Terwelp. Motion made by O’Brien/Rozek to adjust the Village Clerk’s office hours to 11:30 AM to 4:30 PM M-T-Th-F. Motion carried. The Board discussed the possible future position of a Deputy Clerk-Treasurer. Trustee Sorensen asked the Board to consider the pros and cons of future organizational alternatives such as changing the current Clerk- Treasurer position to two part-time positions with an option of separating the Clerk and Treasurer roles. The matter will be addressed at the March board meeting. The Village Employee Policy was reviewed for possible revisions. Motion made by Sorensen/Drinkwater to go to a ½ holiday on New Year’s Eve and a full day holiday on Good Friday. Motion carried. Trustee Sorensen presented information on the Wisconsin Public Employers Group Term Life Insurance Program. Municipalities already enrolled in the Wisconsin Retirement System can offer this benefit to WRS eligible employees at a very low cost to the Village. The Village would need to pass a resolution in order to participate. Motion made by Sorensen/Drinkwater to get into the insurance program and present a resolution at the March board meeting to enroll. Motion carried. The Village’s Safety and Bloodborne Pathogen Policies were presented for possible revisions in response to an inspection from the Department of Safety and Professional Services in December. This matter will be referred to the Finance Committee for further consideration. Motion made by Drinkwater/Rozek to adjourn at 8:13 PM. Franklin Ave. The closed session of the Village of Oxford Board pursuant to Wis. Stat. § 19.85 (1)(c) began at 6:38 PM. In attendance were President Meyer, Clerk McMullin, and Trustees Drinkwater, Rozek, Sorensen, Bohringer, O’Brien, and Holden. The board discussed the current hours of the Clerk’s office and, taking into consideration the Clerk’s availability, the possibility of adjusting the hours of operation. Motion made by Drinkwater/O’Brien to reconvene to open session. Motion carried on a roll call vote with all present voting aye.
