PROCEEDINGS OF THE OXFORD VILLAGE BOARD The Village Board of the Village of Oxford, Marquette County, Wisconsin met in regular session at 6:30 PM on Wednesday, June 14, 2023 in the Council Room of the Oxford Village Hall. The meeting was called to order by President Meyer with the Pledge of Allegiance. The following Board Members were present: Trustees Drinkwater, Rozek, Sorensen, Bohringer, Zacharias, and O’Brien. Also in attendance were Jason Zacharias, Terry Berndt, and Matt Riesselmann. Motion made by Rozek/Drinkwater to approve the agenda as printed. Motion made by O’Brien/Zacharias to accept the minutes of the May 3, 2023 regular board meeting as printed. Motion made by Drinkwater/O’Brien to accept the open and closed session minutes of the May 8, 2023 Finance Committee meeting as printed. The minutes of the May 10, 2023 Planning and Zoning Commission meeting and Board of Review meeting were reviewed. Motion made by Rozek/Drinkwater to approve the Treasurer’s Report as printed. All motions carried. Citizen Inquiries: Trustee Zacharias inquired about the status of the renovation project on Wood St. and was provided an update from the Village President and Clerk. New Business: The 4th of July celebration fireworks and road closures were discussed. Motion made by Drinkwater/Rozek to keep the road closures for the 4th of July fireworks as they have been in the past and approve the event. Motion carried. President Meyer expressed appreciation to the Oxford Fire Department for pumping water on the ball field and park in preparation for the fireworks as a fire prevention measure. The 4th of July celebration will be held June 29th through July 1st. The fireworks will be on Saturday, July 1st with a rain date of Sunday, July 2nd. The Compliance Maintenance Annual Report (CMAR) for 2022 was reviewed and Compliance Maintenance Resolution 2023-8 was presented. Motion made by O’Brien/Rozek to accept the CMAR Resolution 2023-8. A roll call vote was unanimously in favor. Terry Berndt departed at 6:45 PM. Correspondence from the building inspector regarding non-compliant accessory structures was reviewed and discussed. Motion made by Rozek/O’Brien to turn the matter over to the Village Attorney on how to enforce the Village’s ordinance. Motion carried. President Meyer reappointed Loretta Drinkwater, Gary Sorensen, Jim White, and himself (Erwin Meyer) to a three-year term to the Planning and Zoning Commission. Motion made by Rozek/O’Brien to reappoint Erwin (Meyer), Jim (White), Gary (Sorensen), and Loretta (Drinkwater) to another three-year term to the Planning and Zoning Commission. Motion carried. Per the agenda, the Board considered scheduling a Finance Committee meeting for the purpose of interviewing applicants for the Clerk-Treasurer position but decided to schedule a special board meeting instead, so all board members could be in attendance. A special board meeting was scheduled for Thursday, June 22, 2023 at 5:00 PM. There was no building permit report to be reviewed. The following Renewal Liquor Licenses were presented: • Class “B” Fermented Malt Beverage and a “Class B” Intoxicating Liquor Combination License to Oxford Anglers, LLC, Colleen Sengbusch, Agent, d/b/a Generations Bar & Grill. • Class “B” Fermented Malt Beverage and a “Class B” Intoxicating Liquor Combination License to The Ox Bar and Grill LLC, Anthony Fasano, Agent, d/b/a The Ox Bar & Grill. • Class “B” Fermented Malt Beverage License and a “Class C” Wine License to KD’s Pub & Grub, LLC, Kathleen Susanne Richter, Agent, d/b/a KD’s Pub & Grub. • Class “B” Fermented Malt Beverage License and a “Class C” Wine License to Janet Dean, Agent, d/b/a Oxford Pub & Grub. • Class “A” Fermented Malt Beverage and a “Class A” Intoxicating Liquor Combination License to Oxford Spirits, LLC, Mathew Riesselmann, Agent, d/b/a Village Spirits. • Class “A” Fermented Malt Beverage License to Liberty Square Gas Station, Inc, Lakhbir Singh, Agent, d/b/a Refuel Pantry-Oxford. All Intoxicating Liquor, Fermented Malt Beverage, and Wine License applications have been reviewed by the Oxford Police Department and received recommendation for approval by Chief Kowalski. Motion made Page 1 of 2 June 14, 2023 by Drinkwater/Rozek to approve all Class A, B, and C Fermented Malt Beverage, Intoxicating Liquor, and Wine Licenses presented contingent upon all special assessments, Village and liquor bills are paid, compliance with state statutes and village ordinances, and a current Tax Registration Certificate on file with the Village Clerk. Motion carried. New Operator License applications for Sandra Hefner and Hunter Schehr and Renewal Operator License applications for Jennifer Bruchs, Linda Drew, Maggie Fenske, Brian Nelson, Adam Sengbusch, Pamela Blagec, Dawn Cumberland, Ciara Doremus, Jessica Kratz, Kay Walters, Theresa Meyer, Tamara Cebery, Nancy Johnson-Shier, Kristine Walters, Diane Free, Sarah Hart Meyer, Cody Reeves, Deanna Sparrow, and Wayne Stadtler were presented. All have received police recommendation and all have either completed the Responsible Beverage Server Course or have been a licensed operator within the last two years before initially applying for a license with the Village of Oxford. Motion made by Drinkwater/Rozek to approve all the operator licenses presented. Motion carried. Committee Reports: Healthy Communities Healthy Youth (HCHY) Report-Trustee Rozek reported a Zoom meeting was held May 10th. The election of officers was postponed due to new members joining. The ID scanners for festivals were used at Dailylicious Days. Public Safety-Chairman Sorensen advised noise issues from amplifying devices will be addressed at the July board meeting. Municipal Court-Trustee Drinkwater stated the Court’s finances are in the black. Hancock is interested in joining and, if they do, a fee will be charged similar to the start-up fee other municipalities paid. This may make it possible for the stipend paid to the court fund last year to be refunded. Police Report-The monthly police report prepared by Chief Kowalski was distributed. Park & Recreation-Chairperson Drinkwater advised the lines have been painted on the ball diamond, and the field has been sprayed and prepped for games. Someone broke the pipes on the water fountain in the park, and it will be repaired this week. The chemicals used to spray for weeds were discussed. The CDBG application results are expected by the end of July. Library Report-Trustee Drinkwater invited the Board to take a moment to view the Library Director’s table display for Memorial Day and complimented the Director’s work on it. The library’s Facebook page had been very active. Twenty-five CD books were donated to the library. Programs are being developed, as well as fundraisers. The Director has been attending training. Trustee Drinkwater thanked Sandy Eberlein for covering hours in the library. Public Works-Chairman O’Brien stated all brush in the Village has been picked up. The street sweeping is completed on main street and around the park. The sweeper has a hydraulic leak and will need to be serviced. The cold mix was delivered, and pot holes are being worked on. The fence lines and weeds and have been sprayed at the wastewater plant, the park, the powerhouse, and the sidewalks. The drinking water samples have been sent in for analysis. Ron Jensen worked two and a half days to repair broken concrete at the powerhouse free of charge. There were some electrical problems at the wastewater treatment plant that have been resolved. Adams Columbia was at fault for the issues. Current drought conditions and the impact on the mill pond were discussed. Trustee Zacharias expressed concern for storm sewer development by the grade school and the necessary funding it would require. Matt Riesselmann departed at 8:20 PM. Motion made by Rozek/Drinkwater to approve payment of vouchers presented. Motion carried. The minutes of this meeting were read by the Village Clerk. Motion made by Drinkwater/Rozek to adjourn at 8:39 PM.
