PROCEEDINGS OF THE SPECIAL MEETING OF THE OXFORD VILLAGE BOARD MARQUETTE COUNTY, WISCONSIN June 22, 2023 The Village Board of the Village of Oxford, Marquette County, Wisconsin met on Thursday, June 22, 2023 in the Council Room of the Oxford Village Hall, 129 S. Franklin Ave. President Meyer called the meeting to order at 5:00 PM. The following Board Members were present: Trustees Drinkwater, Rozek, Sorensen, Bohringer, Zacharias, and O’Brien. Motion made by Drinkwater/Rozek to approve the agenda as printed. Motion carried. President Meyer announced that, per the agenda, a closed session is proposed to discuss employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility per Wis. Stat. § 19.85 (1)(c). Motion made by Rozek/Zacharias to move to closed session pursuant to Wis. Stat. § 19.85 (1)(c) for the purpose of considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Motion carried on a roll call vote with all present voting aye. The closed session per Wis. Stat. § 19.85 (1)(c) began at 5:02 PM. Per the agenda, the Board reconvened into open session at 6:16 PM. Motion made by Sorensen/Drinkwater to hire both Kimmie Slavens-Kongslie and Amy Maier at the $13.99 per hour rate (as per the 2023 Village of Oxford wage scale) for the first six months for an average of eight hours per week for the balance of this year, with the hours for next year to be determined at budget time, and that they both have the title Deputy Clerk-Treasurer and that they train during those hours, with the hours to be worked out between the Clerk and Village President, with the caveat that if one applicant should decline, the other is offered the position at fifteen hours per week. Motion carried. The Board considered a request from the Oxford Lions and the Oxford Fire Department to use amplifying devices during the 4th of July Celebration events past 10:00 PM. Motion made by Sorensen/Drinkwater to approve item number 6 (act on request from Oxford Lions and Oxford Fire Department to utilize amplifying device in the village park per Ordinance Sec. 22-30(c) for the 4th of July celebration events) on the agenda for the Oxford Lions and the Oxford Fire Department for the duration of the 4th of July weekend events. Motion carried. Motion made by Rozek/Drinkwater to adjourn at 6:50 PM. Franklin Ave. The closed session of the Village of Oxford Board pursuant to Wis. Stat. § 19.85 (1)(c) began at 5:02 PM. In attendance were President Meyer, Clerk McMullin, and Trustees Drinkwater, Rozek, Sorensen, Bohringer, Zacharias, and O’Brien. Kimmie Slavens-Kongslie was immediately invited to join the closed session. The board first conducted an interview with Kimmie Slavens-Kongslie, and then at 5:30 PM, conducted a second interview with Amy Maier for the Deputy Clerk-Treasurer position. Upon completion of both interviews and the departure of Amy Maier, the Board held a discussion to consider the applicants for the position. Motion made by Drinkwater/Rozek to reconvene to open session. Motion carried on a roll call vote with all present voting aye.
