PROCEEDINGS OF THE OXFORD VILLAGE BOARD
The Village Board of the Village of Oxford, Marquette County, Wisconsin met in regular
session at 6:30 PM on Wednesday, June 5, 2024 in the Council Room of the Oxford Village Hall.
The meeting was called to order by President Meyer with the Pledge of Allegiance. The following
Board Members were present: Trustees L. Drinkwater, Holtz, Sorensen, Zacharias, and J. Drinkwater.
Also in attendance were Clerk Treasurer McMullin and Deputy Clerk Treasurer’s Maier and Kongslie;
guest speaker Marquette County Health Department Nurse Sarah Jensen, and Village resident Terry
Berndt and Village Spirits owner Mathew Riesselmann. Not in attendance: Trustee Wastart.
Motion made by Zacharias/Holtz to approve the agenda as printed. Motion made by L.
Drinkwater/Zacharias to accept the minutes of the May 1, 2024 regular board meeting as printed.
All motions carried.
Citizen Inquiries: No citizen inquiries.
New Business: Nurse Sarah Jensen spoke to the board and opened up discussion about
Marquette County asking all municipalities to consider placing a Narcan Box in a public space for
24-hour availability in case of an overdose in the Village. Narcan reverses Opioid overdose. This
would be easy, free and is legal to have in the Village available to the public. Brief discussion
amongst those present. Motion made by L. Drinkwater/J. Drinkwater to approve the Narcan box
placement in the Village, with the most viable placement decided after more research by the Board
members.
The Compliance Maintenance Annual Report (CMAR) for 2023 was reviewed and Compliance
Maintenance Resolution 2024-2 was presented. Motion made by L. Drinkwater/Zacharias to
accept the CMAR Resolution 2024-2. A roll call vote was unanimously in favor.
Audit Services for the Village Clerk’s Office were discussed. Clerk Treasurer McMullin
reported that the current CPA firm is no longer serving municipalities effective immediately. Board
members and clerks will search for replacements and report back at the July meeting.
The 4th of July celebration fireworks, road closures and noise ordinance were discussed.
Motion made by J. Drinkwater/Holtz to keep the road closures for the 4th of July fireworks as
they have been in the past and approve the event, with the noise amplifying ordinance allowed from
10:00 p.m. until midnight due to the Lions/OFD having bands for the event. Motion carried. The 4th
of July celebration will be held July 4th through July 6th. The fireworks will be on Saturday, July 6th
with a rain date of Sunday, July 7th.
Terry Berndt departed at 7:45 PM.
Motion made by L. Drinkwater/Sorensen to appoint Sherwin Lloyd to another 3-year term on
the Planning & Zoning Commission. Motion carried.
Motion made by L. Drinkwater/Holtz to appoint Katie Mays to the Library Board to finish
Cindy Driscoll’s term. Motion carried.
Building Permits from GEC were reviewed for January, February, March and April 2024.

The following Renewal Liquor Licenses were presented:
• Class “B” Fermented Malt Beverage and a “Class B” Intoxicating Liquor Combination
License to Oxford Anglers, LLC, Colleen Sengbusch, Agent, d/b/a Generations Bar &
Grill.
• Class “B” Fermented Malt Beverage and a “Class B” Intoxicating Liquor Combination
License to The Ox Bar and Grill LLC, Anthony Fasano, Agent, d/b/a The Ox Bar &
Grill.
• Class “B” Fermented Malt Beverage License and a “Class C” Wine License to KD’s Pub
& Grub, LLC, Kathleen Susanne Richter, Agent, d/b/a KD’s Pub & Grub.
• Class “B” Fermented Malt Beverage License and a “Class C” Wine License to Janet
Dean, Agent, d/b/a Oxford Pub & Grub.
• Class “A” Fermented Malt Beverage and a “Class A” Intoxicating Liquor Combination
License to Oxford Spirits, LLC, Mathew Riesselmann, Agent, d/b/a Village Spirits.
• Class “A” Fermented Malt Beverage License to Liberty Square Gas Station, Inc, Lakhbir
Singh, Agent, d/b/a Refuel Pantry-Oxford.
All Intoxicating Liquor, Fermented Malt Beverage, and Wine License applications have been
reviewed by the Oxford Police Department and received recommendation for approval by Chief
Kowalski. Motion made by L. Drinkwater/J. Drinkwater to approve all Class A, B, and C
Fermented Malt Beverage, Intoxicating Liquor, and Wine Licenses presented contingent upon all
special assessments, Village and liquor bills are paid, compliance with state statutes and village
ordinances, and a current Tax Registration Certificate on file with the Village Clerk. Motion carried.
New Operator License applications: Tanya Frederick, Amber Erickson, Danielle Phillips,
Jacqeline Santana, and Jacob Spear and Renewal Operator License applications for Jennifer Bruchs,
Maggie Fenske, Brian Nelson, Adam Sengbusch, Colleen Sengbusch, Pamela Blagec, Dawn
Cumberland, Jessica Kratz, Kay Walters, Tamara Cebery, Nancy Johnson-Shier, Kristine Walters,
Brittany Emanuelson, Diane Free, Sarah Meyer, Deanna Sparrow, Wayne Stadtler and Paulette
Stoffels were presented. All have received police recommendation and all have either completed the
Responsible Beverage Server Course or have been a licensed operator within the last two years
before initially applying for a license with the Village of Oxford. Motion made by L.
Drinkwater/Holtz to approve all the operator licenses presented, with exception of the following:
the approval of Tanya Frederick, contingent on her re-taking the Responsible Beverage Server
Course and supplying a copy of the Certification to the Clerk’s Office, and a strong recommendation
for KD’s Pub to have a licensed bartender on premise or the Owner herself taking the Responsible
Beverage Server Course and supplying a copy of the Certification to the Clerk’s Office. Motion
carried.
Motion made by J. Drinkwater/Zacharias to approve all Cigarette, Tobacco & Vape License
applications. Motion carried.
Committee Reports: Public Safety-Chairman Sorensen reported there was no meeting held.
Municipal Court-Trustee Sorensen stated there is a tentative meeting to be held in June. Police
Report-The monthly police report prepared by Chief Kowalski was distributed. The old squad has
been sold and the Rio Police Dept. is very happy with the vehicle, the squad has been reimbursed to
the LGIP account and will appear in the June finance report. Officer Mayer is done with training and
is doing great. Officer Spanske and Chief Kowalski are able to be out more since this training is

completed. Officer Cutrell has taken another position as Chief of Police of the Village of Neshkoro.
He will still be on the Village of Oxford roster for any events needed that do not conflict with events
required by Neshkoro. He presented Chief Kowalski with a beautiful canvas picture that he took of
the old squad car. President Meyer and the Board thanked him for his commitment and service to our
community and wished him the best. Park & Recreation-Chairperson L. Drinkwater advised Public
Works Director Mullens will pick up the wood chips with the Village dump truck next week to save
money on delivery. He left a message for the 4th camera to be installed in the park as soon as
possible, and he will update as soon as he hears back. The baseball infield needs some work. Public
Works Director Mullens will order a load of the proper fill and have it graded and ready for the 4th of
July Celebration. Library Report-Trustee L. Drinkwater reported that the library is booming! With
checkouts doubled and 9 new cards issued. Looking into purchasing 2 virtual reality headsets so we
will have them as our own. Servicing the two daycare centers, the Summer Reading Program is
kicking off with lots of fun and also very important learning programs. Looking forward to a Fall
program with Chad Lewis who will do a Paranormal Presentation. Public Works-Chairman
Zacharias read a report from Public Works Director Mullens: There is a dead oak tree on 300 N
Miller St. next to the cemetery that is a hazard. The estimate is $700 to have it removed. DLD Tree
Co. will remove this at the same time as the tree in the park. The old pedestrian signs on Ormsby
Street have been removed and the new ones have been installed. The flags have been assembled and
installed. All weeds & fence lines have been sprayed at the wastewater plant and the park. The
FLOCK camera (license plate reader) has been installed. He will be chipping brush this Thursday.
He will be getting another estimate for the Powerhouse inspection, and will advise when received.
Everything went well during his vacation, Cameron and John took care of the items that needed
attention and did a great job. The results from the 5-year DNR Wastewater inspection have been
completed. The DNR requested a 3D scan of the lagoon ponds to give an accurate depth of the
sludge in the ponds. They were dredged in 2005 to remove sludge. The sludge effects the
performance of then bacteria/microbes in the ponds. Everything regarding effluent quality is perfect
as of right now. It’s typically every 20-25 years before sludge needs to be removed and we are
currently at 19 years. Steve needs to complete training and obtain the Sanitary Sewage certification
in wastewater collection systems within the next 3 years. There is minimal cost for this training.
Matt Riesselmann departed at 8:00 PM. Tom Wastart arrived at 8:04 PM.
Motion made by L. Drinkwater/Sorensen to approve payment of vouchers presented. Motion
carried.
The minutes of this meeting were read by Deputy Clerk-Treasurer Maier.
