PROCEEDINGS OF THE OXFORD VILLAGE BOARD
The Village Board of the Village of Oxford, Marquette County, Wisconsin met in regular session at 6:30
PM on Wednesday, May 1, 2024, in the Council Room of the Oxford Village Hall.
The meeting was called to order by Deputy Clerk-Treasurer Kimmie Kongslie in President Meyer’s
absence. A motion was made by L. Drinkwater/Holtz to appoint Trustee Sorensen to preside over the
meeting. Motion carried. Trustee Sorensen led the Pledge of Allegiance. The following Board Members were
present: Trustees L. Drinkwater, Holtz, Sorensen, Wastart, Zacharias and J. Drinkwater. Also, in attendance
were Chief Kowalski, Carrie Rozek, Kathy Terwelp, Terry Berndt, and Deputy Clerk-Treasurers Kimmie
Kongslie and Amy Maier.
Motion made by Wastart/L. Drinkwater to approve the agenda as printed. Motion made by L.
Drinkwater/Zacharias to accept the minutes of the April 3, 2024 regular board meeting as printed. Motion
made by L. Drinkwater/Sorensen to accept the minutes of the April 4, 2024, Public Hearing meeting and
Finance Committee meeting as printed. Motion made by J. Drinkwater/Holtz to approve the Treasurer’s
Report as printed. All motions carried.

Terry Berndt departed at 6:55pm
New Business: Committee assignments were reviewed. Motion made by J. Drinkwater/Wastart to
approve as listed. Motion carried.
Open Bids for Old Police Squad and Possible Acceptance of Bid – One bid was received for $15,500.
Motion made by Wastart/J. Drinkwater to accept the bid for the sale of the old police squad to Rio Police
Department for $15,500. Motion carried.
Village Zoning Code as Relates to Accessory structure Setbacks and Alleys – There was a short
discussion that led to a formal request for Committee Members J. Drinkwater/Holtz to review Ordinances of the
Village Zoning Code as Relates to Accessory Structure Setbacks and Alleys.
A proposal from Scott Construction for street contract work was presented. Motion made by
Zacharias/J. Drinkwater to accept the proposal from Scott Construction in the amount of $23,149 for 2024
street contract work. Motion carried. Road work will include: E. Wood St. from Abbott St. to Termini; S.
Abbott St. from Vrooman to Chauncey St.; S. Oxford St. from Hwy 82 to Chauncey St.; S. Smith St. from
Vrooman to Chauncey St.; N. Franklin St. – Double Seal Patch in front of Gas Station.
Village Hall signage was discussed. Motion was made by L. Drinkwater/Holtz to replace the lettering that is
currently on the front of the building with a 4’ village logo at a cost of $450 from Limelight Impressions.
Motion carried.
The Board discussed the $500 safety grant offered by the League of Wisconsin Municipalities Mutual
Insurance. The Director of Public Works is planning to use these funds for personal and shop safety. This
discussion was information only. Motion by L. Drinkwater/Zacharias to apply for the safety grant and
authorize Public Works Director and Public Safety Chairman to spend the funds of the grant application to meet
safety requirements. Motion carried.
Acting President Sorensen appointed Richard Bohringer and Betty Warren to a three-year term. Dan
Thornton was appointed as the alternate for a three-year term. Motion by L. Drinkwater/Holtz to appoint that
the acting President’s appointments to the Zoning Board of Appeals be approved. Motion carried.
Acting President Sorensen reappointed Ruth Holden and Teresa Zacharias and appointed Rita Goodhue
to the Library Board. Motion by J. Drinkwater/L. Drinkwater to approve the Library Board appointments
stated. Motion carried with Trustee Zacharias abstaining from the vote.
The CD at Royal Bank is due for renewal. The options are: 9-month (4.65 APY), 12-month (1.2%
APY) and 24-month 1.3% APY). This CD is currently earning 4.25% APY. Motion by Wastart/J.
Drinkwater to purchase a 9-month CD at 4.6% APY with the $11,759.89 that is currently in the account.
Deputy-Clerk Amy Maier updated the Board on the results of the 2023 DNR Annual Report on
Recycling Program Accomplishments and Actual Costs. The village has met the annual tonnage and per capita
standards for a third consecutive year. The Village Board wants to thank the Village of Oxford residents for
their recycling efforts and encourage everyone to keep up the great work. Recycling instructions can be found
on the Village website, www.villageofoxfordwi.com.
The Board discussed “No Mow May” and will not be issuing citations for lawn length in May.
However, lawns must be in compliance with Village ordinance by June 1st. In addition, it would be appreciated
if lawns were mowed prior to Memorial Weekend so the village looks nice for the parade.
There are no building permits for review.
There are no licenses for review.
Committee Reports: Healthy Communities Healthy Youth Coalition (HCHY) Report – C. Rozek reported
that all 2023 compliance checks passed. Public Safety Report – Chairman Sorensen reported that no meeting
was held. A county nurse reached out regarding making Narcan publicly/anonymously available. She will be
invited to the June meeting to discuss the program. Municipal Court – Trustee Sorensen noted that there was
no meeting and advised that all is going well. Police Report –Chief Kowalski reported that the new cruiser has
some additional graphics: 988 Suicide Prevention Line and “Honor, Integrity, Community”. Officer Cutrell
completed further training on May 2, 2024, and Officer Mayer will be ready to begin patrol in June. Parks &
Recreation Report – Chairperson L. Drinkwater reported that the park is open for the season and that new
wood chips are being ordered to refresh the playground. She also reported that a meeting was held with GEC
regarding the updates to the municipal/concession stand. The Stewardship Grant application has been sent in
and acknowledgement has been received. Library Board Meeting – Materials are checking out steadily. Tech
help is available. Storytime has returned every Thursday at 10a and is partnering with Building Blocks daycare
each week also. A presentation by Kevin Lovegreen is planned on July 11 and kids can come and meet the
author! Public Works – Chairman Zacharias Director Mullins’ report stated that both sides of Ormsby St have
been swept from Miller to the end of the east side of town. The street sweeper has been repaired. There are 3
light poles on Vallette St that need new wiring for Christmas lights. The wastewater plant inspection by the
DNR went very well. Plant pots for flowers have been placed on Ormsby St. The flags and poles have arrived
and will be installed. The powerhouse has had some mechanical issues that have been resolved. Manholes on
Fandrich St and on Hillyer/Franklin needed some attention. Maintainers have been purchased to help extend
the life of batteries in seasonal equipment. Debris from the cemetery and the school has been hauled away. The
Village Hall roof has been replaced.
Motion was made by L. Drinkwater/Wastart to approve payment of vouchers presented. Motion
carried.

Motion made by L. Drinkwater/J. Drinkwater to adjourn at 8:02pm. Motion carried.
