Call to order: The regular meeting was called to order at 4:30 pm by Chairman Titter.
Present for the Meramec Valley Historical Society: Jeff Titter, Donna Graham, Dennis Oliver, Bonnie
Post, Karla Stewart.

Approval of Minutes
Motion by Dennis Oliver, seconded by Bonnie Post to approve the minutes as amended from
October 11, 2023. A voice vote was taken with an affirmative result.
City Clerk Barfield swears in Karla Stewart. All congratulate her on her appointment.

New Business
A. Society Logo
Chairman Titter states there was a discussion about if they chose a logo or not, so he had it put on
the agenda for more discussion. Bonnie Post had come up with some suggestions for logo’s. Dennis
Oliver says that his recollection was when they had the joint meeting with tourism, that he made a
motion and it was seconded by Jen Blakley that they accept the logo that Kelly’s been using for Red
Cedar. Kelly already has things bought, ordered and sold with that logo on them. Donna Graham
says she agrees. We should stick with it, since items already have that logo on them. Bonnie Post
states this came up when she asked about mailing the thank you letters for donations to the
museum. She wanted to put the logo on the letters. She did not realize that they had been assigned
the Red Cedar Inn logo. Kelly did send her a version of that logo with very light text and if it’s far
away you cannot see the words. If we need to attach the logo onto Red Cedar and the majority votes
that way, that’s fine. She thought they had a logo prior this also. Chairman Titter states there was a
logo that the genealogy center had and whenever they merged, they kind of incorporated that logo.
He does not believe that it was ever voted on. Dennis Oliver asks if she is talking about the
committee logo and not the Red Cedar Inn logo. Bonnie Post says the committee logo. Tourism
Director O’Malley states that what was decided was to use the Red Cedar Inn logo, but to the right of
it, it would say Meramec Valley Historical Society or Tourism depending on its usage. That way you
are incorporating Red Cedar seeing as that is your museum. She states the one she sent to Bonnie
had no background or a transparent background. That way you can choose whatever color you want
to put it on. That’s why the text was light. She says that is the one she uses when ordering things, so

it’s easier to print. Bonnie Post states that if they have a program or other materials, that they would
always be attaching themselves to Red Cedar. Dennis Oliver says if they are having an event and it’s
at the Red Cedar would they really want two separate logo’s. Donna Graham says or add sponsored
by. Dennis Oliver agrees. Tourism Director O’Malley says that the tablecloth they just purchased has
the Red Cedar logo and next to it it says Meramec Valley Historical Society. Dennis Oliver says for
simplification he likes that logo, and when it’s pertaining to us, we can have our name on it or if it’s
pertaining to Tourism they can have their name on it. Bonnie asks Tourism Director O’Malley to
include that logo in the packet for the next meeting.
Motion by Dennis Oliver, seconded by Bonnie Post to table this item until the next meeting. A
voice vote was taken with an affirmative result.
B. Hours of Operation
Chairman Titter states there was a question about hours of operation when we get back into the
tourism season. Tourism Director O’Malley states that it depends on if the Board of Aldermen
allow additional funding for additional labor. She states that they would like to be open seven
days a week from after Memorial Day to Labor Day. As of right now they do not have the labor
dollars to support it. Dennis Oliver says that he remembers the labor hours being flexible even if
they could not expand them. That way they could decide if they need to be open later in the day,
they could stay open later. Tourism Director O’Malley says absolutely. Hours can be adjusted just
not expanded at this point. Bonnie Post states that is what she was talking about. Maybe one
day a week staying open later, so people could go after work or after school. She believes it was
brought up at one of the Board of Aldermen meetings about possibly being open if there is a
Monday holiday that most people would have off. Tourism Director O’Malley states that she
would probably not go for the Monday holidays, the reason being, that if you are traveling on
Memorial Day weekend or Labor Day weekend, your trip is pretty much up at that time. They are
no longer looking for stuff to do, you’re heading back home. She feels it would be a waste of
labor for the day. She doesn’t believe you will have as many visitors as you would on that Friday
or Saturday before the holiday. Plus, it would be holiday pay for city staff. She says if they could
get volunteers to come in, which she hasn’t had many step up. She asks if Bonnie would like to
volunteer for Monday holidays, she would be happy to have her. Tourism Director O’Malley says
that the hours themselves she is willing to move around and play with. She has forty hours a
week, not per person, forty hours total to move around. That includes the half hour before
opening and half hour after closing for those duties to be performed. She says that they don’t
know what a full summer looks like yet. Bonnie Post asks if they need to make a motion for the
Board of Aldermen to consider the possible change in hours of operation. Chairman Titter states
that he thinks they should leave that up to Kelly at this point what the hours of operation are.
Dennis Oliver says he agrees. Kelly should take a look at the visitors log and come back with
suggestions for changes if needed. Tourism Director O’Malley states that they are tracking
attendance and the weather along side the attendance, so they can see if they see any patterns.
Chairman Titter says it sounds like they will know more when the summer hits. Donna Graham
asks what the current open days are. Tourism Director O’Malley states Wednesday through
Sunday. Bonnie Post asks how they are tracking it. Is it on a computer? Tourism Director

O’Malley states they log it everyday on a spreadsheet. Bonnie asks if that is by hour. Tourism
Director O’Malley says no. It’s by day. Bonnie Post says you don’t really know what hours are the
heaviest. Tourism Director O’Malley states that they don’t have so many people coming in that
it’s hard to track. If someone comes in around 4pm, then someone will stay later until they are
done. Bonnie Post says she’s curious about the morning hours and whether they are slower.
Tourism Director O’Malley says it depends. Sometimes she wishes they would have opened at
9am and closed earlier, but then you just don’t know. Sometimes we are busiest between 10am
and 11am, but like today they came in after 2pm. Dennis Oliver asks if we’ve looked at other
tourism center/museums and seen what times and days they are open. Tourism Director
O’Malley states the Route 66 museum in Eureka is good about suggesting people come visit us,
but they are already closed for the winter. They shut down in December, January, and February
of each year. We are kind of an odd man out when it come to staying open all winter.
C. Bar Area Update
Tourism Director O’Malley says the grant was accepted. Nothing has gone to bid yet. Dennis
Oliver says he wants everyone to keep in mind that things have been said about there already
being an ice cream shop in town, but as of right now there isn’t. They have all closed for the year.
In the summer we will have one or two that open back up, but he doesn’t like people doubting
your idea that we will be competing with local businesses. It will be a different experience.
Tourism Director O’Malley says that their goal is to create some memories for those visiting Red
Cedar. She says it’s going to be very basic snacks like nacho and ice cream for those stopping by
to say they ate at the Red Cedar Inn. She says they are not planning on making a lot of money,
but some revenue. She says mostly they just want to use the space and help create more of an
experience for our visitors. Bonnie Post asks if we are locked into this idea. Tourism Director
O’Malley states yes, that is what the grant was awarded for. It was awarded for a concession
area. Bonnie Post states that she has a whole list of things that could possibly work in that space.
Chairman Titter says that when applying for the grant you have to list your intended use. Tourism
Director O’Malley says yes. It was not detailed as what would be served at the concession, but
the grant was applied for and approved for a concession area. Bonnie Post asks if they will need
additional staff hours to man the concession. Tourism Director O’Malley states she is hoping for
additional staff hours on Fridays and Saturdays, but the plan is for the person already there to
staff it. She is not expecting it to be so incredibly busy, but it will help to generate some income to
help pay for the overhead of Red Cedar. Bonnie Post states that she has concerns with food and
beverage, then passing through the gift shop and museum. It could make a mess. Tourism
Director O’Malley says right now they sell chips and sodas and it has not been a problem. Donna
Graham states you can always put up a sign “no food or drinks beyond this point”. Not everyone
will listen, but it should help. Bonnie Post says that the children’s museum is in the back. They
will not read the signs. She is just expressing her concern.
Old Business-
A. City Website

Tourism Director O’Malley states that right now Tiffany is super busy with multiple jobs and so
once we get someone hired we will work together. Bonnie Post says she would like to see more
about Red Cedar from the historical society on those pages. The last two Board of Aldermen
meetings haven’t even been on the calendar, so it’s been hard to track. Kelly reiterates that
Tiffany has been super busy. Economic Development Director Wilson states they have had
interviews this week, so fingers crossed they will find a Building Department Clerk soon.
B. Guest Speaker for 2024
Tourism Director O’Malley says that in June 2024 they are planning on switching the rotating
exhibits over to the Civil War in Pacific. It will be the 160th anniversary of the Battle of Pacific in
October. Ryan put together a list of what they are looking for still. There are a lot of items they
do not have, but would love to display. We want Ben Brown, who was a history teacher in St.
Clair and Sullivan, and very knowledgeable about the Civil War to come and speak. We are
hoping for sometime this summer. We do not have date set, but are looking at having him one
evening and it sounds like he will do it. There is a timeline that will tell you when the interactive
displays are going to start and we have a floor plan ready. She is also looking for someone in the
Spring to come and talk about trains. Iron Spike is trying to help us locate a good speaker within
their group to come out and help us learn about trains or trains that have come through Pacific or
the railroad in Pacific. She is trying to make sure that speakers are geared more towards Pacific
and our history. They haven’t picked a night yet, but she is trying not to compete with anything
on whatever nights they settle on. Bonnie Posts asks about the frequency of speakers. Will it be
twice a year or quarterly? Tourism Director O’Malley says as of right now they are looking at
twice a year. 2025 could be a whole different story. Chairman Titter states in 2025 there will
probably be more knowledgeable speakers and possibly more frequent for the Route 66 topic.
C. Plaques- B.F. Allen School
Chairman Titters says he received an email from Pauline Mason in refence to the B.F. Allen
School. There was a group that was trying to raise money to buy a plaque to recognize the
school. He thinks that it hasn’t taken off, so they have forwarded the information to the
committee since we are starting to look at putting up plaques on buildings. They would like for
this to be added to our list. Bonnie Post and Dennis Oliver both say it was on the list already.
Bonnie Post said they need to hone in on the first places they want to start and get moving on the
project. Chairman Titter agrees. There is money in the budget and he would like to use it before
the new budget is set in June. There is $16,000 in the budget currently. He states that Tourism
Director O’Malley was going to look into new materials for plaques possibly. Tourism Director
O’Malley says that porcelain cracks and when you cracks you have to replace the entire plaque.
She’s been looking up bronze plaques, which is on most historic buildings, but the prices are all
over the board. She’s reached out to Washington to ask them if their historical society did theirs
or if the building owners did it. She said they are looking into it. She was hoping they could guide
them to someone local who could do that very well. She also shared their walking tour flyer with
everyone. Even if we can’t get the plaques up this year, something she would like to see is a
pamphlet with all of the buildings in it with a brief description. She believes this will help to get
people at least walking around town and looking at the buildings. Then as we add the plaques

year after year it will just add to it. Dennis Oliver offers to get a porcelain “like” plaque ordered
for his building as his cost so the committee can see it. He believes the bronze is too expense. He
would like to get something ordered and get started. Bonnie and Dennis will meet and narrow
down the list to bring back to next month’s meeting.
D. Status of Grants
Bonnie Post says she had a question about the Heritage Ulysees S Grant grant. She would really
like to see that come to Pacific. They said it was coming, but then the Red Cedar wasn’t opened
in time. She would still like to contact them to try and get them to come to Red Cedar. The city
received the $2,500 grant for the Ulysees S Grant exhibit. Tourism Director O’Malley states they
gave that grant back. She states that we couldn’t do it in the time frame, so the money had to be
given back. They put this exhibit to bed and do not want to get it out at this time. If they decide
too, they know we are interested. Bonnie Post asks how they can find out for sure if that money
went back. Tourism Director O’Malley says they can ask. The exhibit itself was free. The grant
was for some gentleman to come out and speak. Bonnie Post asks if we are applying for anything
similar. Tourism Director O’Malley states not at this time. They are working on the Civil War
exhibits for this year. Bonnie Post asks if Tourism Director O’Malley is solely responsible for
applying for grants. Chairman Titter says that Tourism Director O’Malley has been applying for all
of the grants so far. Tourism Director O’Malley states that the City Administrator will help her if
she asks. Bonnie Post asks if she has a list of the grants that she has applied for. Tourism Director
O’Malley states that she has only applied for two. The one million dollar one and the parks grant
for the concessions. The one million dollar went to the St. Louis Arch project and they were
awarded the one for concessions.

F. Volunteers
Tourism Director O’Malley states if they had more volunteers then they could be open longer, and
more projects could get done. If someone could just come and sit behind the desk and be nice to
people and answer questions, then that would allow her and her staff to complete other projects.
Reports
A. Genealogy/Research
Chairman Titters states that there is now a sign in Red Cedar letting people know that they can
schedule an appointment to go up to genealogy for research. Tourism Director O’Malley states
they have only had one person request to go in there and do some research.
B. Museum/Donated Items
Tourism Director O’Malley provided a list and Dennis Oliver just made a donation on Monday of
some Meramec Transcripts for them to go through.

Alderman Lesh states that the Board of Aldermen did accept the grant for the concessions as
talked about earlier. The Board also accepted the nomination of Karla Stewart to the committee.
Chairman Titter says they still have one more opening if anyone is interested in serving. Bonnie
Post asks if any other names have been put forward. She had heard someone else expressed
interest. Chairman Titter states that he hasn’t heard of any.
Miscellaneous
A. Election of President
Chairman Titter states that he submitted his letter of resignation for the presidency. He would
still like to remain on the committee just not as President. Aldermen Lesh says on the behalf of
the Board of Aldermen he thanks him for his time served as President.
Chairman Titter asks for nominations for President. Donna Graham said she had heard that
Dennis Oliver may be interested in serving. Chairman Titter nominates Dennis Oliver to President
of the Meramec Historical Society, Donna Grahams seconds the nomination.
Motion made by Donna Graham, seconded by Karla Stewart to close nominations and elect
Dennis Oliver as President of the Meramec Historical Society. A voice vote was taken with an
affirmative result.
Chairman Titter asks for nominations for Vice Chair. Donna Graham nominates Bonnie Post.
Bonnie Post declines the nomination. Dennis Oliver nominates Jeff Titter, Bonnie Post seconds
the nomination.
Motion made by Bonnie Post and seconded by Donna Graham to close nominations and elect
Jeff Titter as Vice Chair.
B. Meetings at Red Cedar
Aldermen Lesh states that the Board of Aldermen had concerns about the technical difficulty of
doing off site meetings. He doesn’t believe the notion was dismissed, but some of the questions
would need to be answered before he could take it back before them. Tables, seating, and video
are a few. Chairman Oliver states that they don’t have to be in the museum. They could be in the
genealogy center and there is a lot of stuff stored there and if they needed to go down into the
Red Cedar then they could adjourn then go down there. Jeff Titter says they will just have to
figure out how to broadcast. Aldermen Lesh says there are two options for that. One is you can
broadcast it from an iPad or it can be videoed and broadcasted an hour later. If the IPad doesn’t
pick up the audio well then we can use other equipment to video and post later. Tourism Director
O’Malley says that she will need the committee to set up and take down these meetings. Bonnie
Post asks if they have permission from the Board. Aldermen Lesh states that the conversation did
not go that far. Jeff Titter states that they would probably need to present a plan to them to get
approval. Chairman Oliver states he would like this happen once a quarter. He thinks they have a
plan that can be taken back to the Board. Meet quarterly at the genealogy center and broadcast
it with an IPad or if needed video it and post it an hour later. Aldermen Lesh says he does not
think the City has an IPad, so someone’s personal IPad may need to be used. Chairman Oliver
says that between Tiffany and other people in town he thinks they can figure this out and would
like the plan to go before the board. Economic Development Director Wilson states that she has

used an IPhone to go live at the chamber before. They bought a cheap tripod for the phone and it
worked great.
Motion made by Chairman Oliver, seconded by Bonnie Post to request the Board of Aldermen
to allow them to meet quarterly at the Red Cedar complex. A voice vote was taken with an
affirmative result.
Donna Graham asks Tourism Director O’Malley how the Mayor’s dinner went at Red Cedar.
Tourism Director O’Malley says she heard it was nice and everything went well. She was not able
to attend, but her team said they got to meet and talk to a lot of new people. About a year ago
she was able to give a talk at a breakfast they had, so everyone was excited to see it in person.
Bonnie Post asks if anyone reached out to MoDot about signage at the Allenton exit for Red
Cedar. Tourism Director O’Malley says no. In addition to running Red Cedar, genealogy, tourism,
being on the board for the Partnership, bringing in items, trying to get Past Perfect going,
planning next year, and lack of volunteers, she hasn’t had time. It’s not off the list, but not a
priority at this time.
Bonnie Post states that she saw some equipment at the City of Independence that you can
transfer VHS tapes and older technology to digital. You can scan photos and make them into
digital. Would we be interested in getting that kind of equipment? Jeff Titter says she can bring
something back with the equipment and cost for them to consider.
