CALL TO ORDER Mayor Alfin called the meeting to order at 6:00 PM B. PLEDGE OF ALLEGIANCE TO THE FLAG C. ROLL CALL City Clerk Virginia Smith called the roll. All members are present. D. CITY MANAGER SEARCH 1. CITY MANAGER APPLICANTS AND SELECTION OF SEMI-FINALISTS Ms. Borkert provided an overview of the Charter provisions bestowed upon City Council in making this important decision of selecting a City Manager. Public Participation was opened. City of Palm Coast Created on 12/2/21 13 Mary Ward Markane moved here in 2001 and has seen lots of changes. She has reviewed the 91 applicants and 84 moving forward. She believes James Manfre is the best selection. He may not have government experience but has the experience in a different government capacity. He is an attorney and that is a plus in his abilities. He is the most qualified. Al Hurley complained a few weeks ago about the trash in Town Center and a volunteer group cleaned up approximately 50 bags of trash. A week later he was quite surprised when another 50 bags were pulled out again. Mr. Hurley asked the Council for their assistance in keeping our City clean and wished everyone a Happy Thanksgiving. Public Comments closed at 6:07 p.m. Ms. Renina Fuller and Mr. Tim Wilsey presented the process to the Council. Council recessed at 6:11 p.m. while Council sheets were tallied. The meeting reconvened at 6:30 p.m, and a new sheet was submitted to Council with 18 names of those who received a check mark by a Council Member. Mayor Alfin opened the floor for Council Members to comment on their choice. In the next round, the Council Members will each narrow their choices to one from the list. Council Member Danko suggested the Council each pick two to widen the pool. Vice Mayor Branquinho and Council Member Klufas suggested narrowing the list to the six who received multiple votes on the short list of 18. Council Member Danko concurred. Mayor Alfin confirmed with Ms. Fuller that the six would then undergo an extensive background check. Ms. Fuller presented the next steps in the process: • Comprehensive Background Checks • Meet and Greet in January with Council and Staff Mayor Alfin read the names of the six finalists into the record: • Vince Akhimie • Anthony Carson • Shawn Henessee • James Manfre • Patrick Marsh • Scott Moye During the next meeting, Mayor Alfin would like to discuss the Council’s criteria for City Manager.
