MEETING MINUTES Village of Palmyra Budget Committee Meeting Monday Nov. 11, 2024 126 N. First St. Public Safety meeting room 6:00 p.m. The meeting was called to order at 6:00 pm by Chairperson Troiola: Roll call: Troiola, Gorsegner, Smith-present. Also present: Kathy Weiss, Scott Pavlock, Scott Halbrucker, Mike Gartzke, Tom Ball, Angela Petruska, John Kinjerski. Business 1. Coming into the meeting the budget was -$215,000.00. A large portion of this is due to the full time Fire/EMS staff that was hired mid-year 2024. The Clerk said that it was necessary for staffing and it is working great but at the time no one from the Board met with Scott Pavlock to go over what kind of impact this would have on the 2025 budget. Scott P and Mike G. stated that they have discovered, after Sam Meier spoke to someone at LifeQuest (EMS Billing company) that they are keeping a large portion of our EMS income and Scott is in the process of getting a copy of the contract so that our Attorney can review it. He stated that if this is the case the Village needs to consider contracting with another billing company. That being said there was increase of 40% added to the EMS revenue in fund 800 and an increase to the uncollectables as well. Officers LePak, Blount and Daniels wages/benefits that have been put into fund 800 (25%) were removed and put into fund 100. Troiola compared the 2023 actual payroll numbers for PD and FD to what is anticipated in 2024 and the request for 2025 to see what and where the increase is. Pavlock and Gartzke explained in detail the need for a 3rd and 4th person to man a fire engine but if needed Pavlock stated he could reduce that wage number by $88,000 but the board needs to be aware that while we can still get a fire truck out the door. A lot more discussion took place regarding the fire dept. budget. Some discussion on the hydrant rental fees being moved out of the budget and put on water bills, no action taken though. Troiola asked the Clerk to go back and make the changes that were discussed tonight and see what it looks like, he will stop in her office in the morning to go over it. She will also send it B. Roemer from Ehlers for thoughts. Troiola/Gorsegner motion to adjourn at 7:55 pm. All ayes-motion carried. The only action to be taken at the above noticed meeting will be action by the Budget Committee.
