MEETING MINUTES Village of Palmyra Budget Committee Meeting Tuesday Nov. 19, 2024 100 W. Taft St. Village Board room 6:00 p.m. The meeting was called to order at 6:00 pm by Chairperson Troiola: Roll call: Troiola, Gorsegner, Smith-present. Also present: Kathy Weiss, Scott Pavlock, Scott Halbrucker, Mike Gartzke, Angela Petruska, Cindy Bontempo Business 1. Coming into the meeting the budget was -$145,600.00. Laurie Mueller said that she spoke to both Brian Roemer with Ehlers and Jeff Osvog-village auditor about this. There truly is a shortfall, we have utilized our entire expenditure restraint and budget levy. It was confirmed by both Roemer and Osvog that the Committee has 2 choices. 1. Recommend an unbalanced budget to the Village Board. 2. Put $145,600 in fund balance applied on the revenue side to show a balanced budget. Troiola stated that he had met with Scott Pavlock last week and they cut roughly $100,000 from the fire dept budget by decreasing the 4th person on duty down to 3 people from 7pm- 7am. Chief Mike Gartzke wanted everyone to be aware that this means if there is a fire in the middle of the night they can get an engine out and on scene but with only 2 people they cannot go into a burning building and they are NOT fully staffed, he wanted the Board to be aware of this. Gartzke said a lot of the bad calls are inevitably during the night. There will be 3 on staff from 7am-7pm Troiola went on to say that the revenues for the fire dept fund 800 are more realistic with that number being $200,000 for EMS revenues and the levy for fund 800 is $252,613, giving the general fund property tax levy an amount that is more in line with what it has historically been to operate fund 100. This levy for fund 800 puts the fire dept. budget out of balance, expenses are higher than revenues. The committee discussed the fact that the Village needs to put a referendum on the April and Nov. ballots to increase our levy for the fire/ems. Troiola/Smith motion to recommend the budget as it stands tonight to the Village Board at the public hearing on Dec. 9th. All ayes-motion carried. Troiola/Smith motion to adjourn at 6:28 pm.
