MEETING MINUTES Village of Palmyra Budget Committee Meeting Monday Sept. 8, 2025 100 W. Taft St. Village Hall Meeting Room 6:00 p.m. The meeting was called to order at 6:02 pm by Chairperson Wallace: Roll call: Wallace, Ball- present. Tucker -excused. Also present: Tim Gorsegner, Scott Halbrucker, and Laurie Mueller Business 1. Discussion/possible action on 2026 budget requests for Village Departments. Specifically; Public Works-parks and Public Works Streets budgets and Village Clerk/Treasurer budget. The committee went through the public works budget with Halbrucker explaining items and answering questions. Wondering if the True Green Park maintenance should continue for the Village Park, that is a $2,000 cost. Halbrucker will look into this. He had put $6,000 in his budget for a new walk behind snow blower and a snowboard blade for one of the plows. The Clerk moved it to fund 500 but Scott is wondering if these items could be paid for using other funds. He will let Mueller know. Halbrucker said that Pat and Randy are fully licensed, and he trusts them to do just about everything, all the guys have their strong points and work well together. Wage increases are based off a percentage and Halbrucker feels that they are in line with the Rural Water wage survey for communities our size. Nothing further for the DPW budgets. The Clerk discussed her budget and wages with the Committee. She explained that Scott Halbrucker is going to have the utilities pay 40% of a new FT Deputy Clerk/Treasurer’s wages/fringes. Some discussion took place about that position. There were no decisions made. There will be another budget committee meeting Monday Sept. 22nd at 6 pm. Ball/Wallace motion to adjourn at 7:15 pm.
