MEETING MINUTES Village of Palmyra Budget Committee Meeting Tuesday October 16, 2025 100 W. Taft St. Village Hall Meeting Room 6:00 p.m. The meeting was called to order at 6:06 pm by Chairperson Wallace: Roll call: Wallace, Ball, Tucker- present. Also present: Tim Gorsegner, Penny LePak, Paul Blount, Mike Gartzke, Tim Gorsegner, Angela Petruska, and Laurie Mueller. Business 1. Discussion/possible action on 2026 budget. Clerk/Treasurer Mueller went over the memo she handed out explaining levy limits, expenditure restraint and budget numbers that she worked on in the general fund budget. She reviewed the contributions from the Town of Palmyra and how she calculated the town and village’s portions. Then the entire general fund budget was reviewed. Mueller showed that the court, the clerk and the FD budgets were the only ones with changes since the last meeting. There was an error found in the interest revenue line for temporary investment interest. After that correction the budget is still to the good $1280. Committee made no changes to the general fund budget at this time. Tim Gorsegner is going to the Town tonight to give them the number for the town that we have tonight, they are having their budget meeting. 2. Ball/Wallace motion to convene into closed session at 6:38 pm pursuant to State Statute 19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Specifically, the Fire/EMS contract with the Town of Palmyra. Roll call vote: Wallace, Tucker, Ball-Aye. Motion carried. Trustee Petruska and Village President Gorsegner were allowed to stay along with Blount, LePak and Gartzke 3. Ball/Tucker motion to convene in open session at 7:24 pm pursuant to §19.85(2), Stats., for possible additional discussion and action concerning any matter discussed. Roll call vote: Wallace, Tucker, Ball-Aye. Motion carried. No action taken Wallace/Tucker motion to adjourn at 7:24 pm. All ayes-motion carried.
