MEETING MINUTES Village of Palmyra Village Board And Budget Committee Meeting Thursday October 30, 2025 100 W. Taft St. Village Hall Meeting Room 6:00 p.m. The meeting was called to order at 6:00 pm by Chairperson Gorsegner: Roll call: Wallace, Ball, Tucker, Petruska, Gorsegner-present. Smith – excused, Deichl-absent. Also present: Penny LePak, Paul Blount, Mike Gartzke, Scott Halbrucker, and Laurie Mueller. Business 1. Wallace/Tucker motion to convene into closed session pursuant to State Statute 19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Specifically, the Fire/EMS contract with the Town of Palmyra. Roll call vote: Wallace, Ball, Tucker, Petruska, Gorsegner-aye. Motion carried. 2. Petruska/Wallace motion to convene into open session at 6:15 pm pursuant to §19.85(2), Stats., for possible additional discussion and action concerning any matter discussed. Roll call vote: Wallace, Ball, Tucker, Petruska, Gorsegner-aye. Motion carried. 3. Clerk/Treasurer Mueller presented the 2026 General Fund Budget explaining that the levy limit has increased due to the debt payment that will be due in 2026 for the public safety dept: ambulance, cot, building assessment. She explained the tax implications for Village taxpayers. Taxes will increase approx. $308 on a a $263,500 assessed property. As the budget sits it is still short $4022. Mueller explained that fund 500 expenses could be reduced to get to a balanced budget as there is still a little over $7000 in the contingency line, fund 100. Wallace/Tucker motion to approve this balanced budget as presented and put it on the Nov. 3rd village board agenda for the full board to review. Mueller explained that this is the budget that will be published for the Dec. public hearing adoption. All ayes-motion carried. Ball/Wallace motion to adjourn at 6:28 pm. All ayes-motion carried.
