MEETING MINUTES Village of Palmyra Committee of the Whole Meeting Monday November 20, 2023 6:00 pm Village Hall 100 W. Taft St. Palmyra, WI. The meeting was called to order at 6:00 p.m. by Weiss. Roll call: Ball, Gorsegner, Kinjerski Petruska, Smith, Troiola, Weiss – present. Also present: Scott Pavlock, Reyna Kessler, Scott Halbrucker, Cindy Bontempo. Pledge of Allegiance Communications: The Board received another letter from Connie Wilson regarding the creek clean up, Plan Commission packets were provided so that the board is aware of a new acupuncture business. President Weiss thanked the people responsible for putting the Christmas lights in the DT area. The Christmas parade will is Dec. 2nd at 5 pm, tree lighting to follow at the museum and Lions Club will have food at Squidys available. Trustee Petruska mentioned that she has been invited to a lake district zoom meeting with DNR about a different type of weed poison, on Nov. 28th 2- 3 pm. Department Reports: Building Inspection - none Clerk / Treasurer-financial report is on the agenda Library-directors report was submitted Parks & Recreation-none Public Safety – Chief Pavlock reported that the 2nd squad truck is finally fully outfitted and on the road today. He is working on some personnel issues. He has 6 calls or more from residents about wanting to see more Police presence so he has initiated that each officer must spend at least 45 minutes of their shift doing traffic enforcement in designated areas and required to visit the school once a day at varied times. If anyone has other problem areas let the Chief know. He has been getting a lot of positive comments. Public Works- Halbrucker reported that the Christmas tree will be here Wednesday and installed at the Museum. The trucks are ready for snowplowing and he’s been looking for prices on the tractor. Committee Reports: New Business: 1. Entire Committee of the Whole A. Troiola/Smith motion to approve the meeting minutes from the November 6, 2023, and Nov. 8 2023 Budget Committee meeting as presented. All ayes- motion carried. B. Troiola/Gorsegner motion to approve the 2023 General Obligation 1 year Bank Note through First Citizens State Bank for 2024 capital purchases of a new public works tractor and HVAC unit for the Municipal building in the amount of $36,000 at 6.25% . Roll call vote: Ball, Gorsegner, Kinjerski Petruska, Smith, Troiola, Weiss- aye. Motion carried C. Discussion/possible action on our ongoing projects as follows: Blue Spring Lake Sewer Agreement- President Weiss has heard nothing since the last email quite a few weeks ago from their engineer/attorney. New Squad went into service today per Scott Pavlock.  Quotes for creek cleanup- Halbrucker said that Jaeckel will get him a quote in about 2 weeks. Public Works Roof repair- Scott said that everyone finally reached an agreement. The needed materials are being shipped to the shop and the tape will be installed and our warranty will remain in effect. Scott will send out an email once he gets the materials delivered to let the construction guys know. Emergency Management Plan and FEMA Training for Trustees-Scott Pavlock has a meeting and a training session with emergency services and will find out what required training everyone needs and he will bring information back for them. 2. Administration & Planning: Chairperson Gorsegner A. Discussion/possible action on a request from Reyna Kessler, owner of Rainabobaina;s at 202 W. Main St. to install a piece of sculpture in front of her store. It is metal approx.. 3’ x 3’ with no sharp edges, metal circles. She would like to install it on the grass area near her store between the power outlet and tree. It would not block the sidewalk, this area is not State Hwy ROW but rather village property. She would own the piece of art and is hoping it would draw attention to her store. She would like to anchor it into the ground so no one can take it. The Board is concerned about liability if someone falls on it. Kessler said she would talk with her insurance company and see if she can name the Village as additional insured on her insurance. Scott Halbrucker is concerned about having anything in the road right of way. Clerk Mueller will ask the Village’s insurance company their opinion. The item is tabled until the next meeting Dec. 4th. B. Petruska/Ball motion to sign the 911 Joint Powers Agreement with Jefferson County Sheriff’s Department. All ayes-motion carried. Chief Pavlock would like a copy for his records. 3. Budget & Finance Committee: Chairperson Troiola. A. Troiola/Gorsegner motion to approve the payment of the bills on the bill list in the amount of $190,124.37 with extras presented tonight to Lucinda LLC, Flag Center for the new flagpole, United Laboratories, SHI, and a construction bond refund in the amount of $1,000 to Sam Lean as her new home is complete. Roll call vote: Ball, Gorsegner, Kinjerski Petruska, Smith, Troiola, Weiss-aye. Moton carried. B. Troiola/Kinjerski motion to approve October’s Financial statement, bank statement and cash account balances as presented by the Clerk. All ayes-motion carried. C. Troiola/Ball motion to accept the quote from Schulte HVAC in the amount of $9,170 for a new furnace/AC unit for the Village Board. Roll call vote: Ball, Gorsegner, Kinjerski Petruska, Smith, Troiola, Weiss-aye. Motion carried. Trustee Ball said they are a member of the Chamber of Commerce and they quoted a larger unit. 4. Entire Committee of the Whole A. Troiola/Ball motion to convene into Closed Session at 6:32 pm with staff, pursuant to §19.85(1)(e), Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Specifically, the Village owned lands on Hwy H and Marsh Road, parcels 171-0516-2722-005, 171-0516-2814-000, 171-0516-2811-000, 171-0516-2722-000 owned by the Village. AND To Review quotes for audit services for the Village. B. Troiola/Petruska motion to convene into open session at 7:25 pm for further discussion related to matters discussed in closed session. Roll call vote: Ball, Gorsegner, Kinjerski Petruska, Smith, Troiola, Weiss-aye. Motion carried. Gorsegner/Troiola motion to accept the quote from Johnson Block CPA to do the 2023 audit in the amount of $23,600. Roll call vote: Ball, Gorsegner, Kinjerski Petruska, Smith, Troiola, Weiss-aye.
