MEETING MINUTES Village of Palmyra Committee of the Whole Meeting Monday June 17, 2024 6:00 pm Village Hall 100 W. Taft St. Palmyra, WI. The meeting was called to order at 6:00 p.m. by Weiss. Roll call: Ball, Gorsegner, Petruska, Smith, Troiola, Weiss – present. Kinjerski absent. Also present: Mark Kaczmarek, Kris Dexheimer, Leslie Ott, Roger Smith, Jennifer Tucker, Vicki Holschuh. Pledge of Allegiance Communications: President Weiss mentioned the food pantry’s hours, Music on Main, Beats at the Beach June 22 from 4-8 pm. Mark Kaczmarek, 741 Chestnut- he is looking for High school age kids to cut grass, shovel, etc. He is gone on long trips and his grass grows while he is gone, and he has elderly neighbors who could use the help too. Chief Pavlock suggested he contact the High School. Mr. Kaczmarek’s other question is for Scott Halbrucker who is not here tonight. He is concerned about the PFAS (polyfluoralkyl substances) limits that he saw in the 2023 Consumer Confidence report. Kaczmarek says they are right at the maximum level without being in violation, he asked if the Village could hire an individual contractor to do it at least one time to make sure it is correct. Department Reports: Building Inspection - nothing Clerk / Treasurer- Clerk Mueller mentioned that she will be involved and helping Mike Gartzke, Sam Meier, Jill and Scott Pavlock to do the MCS ambulance data collection report that was supposed to be done nearly 2 years ago and wasn’t by past personnel. This is a very lengthy report with a lot of data that needs to be inputted. There will be a phone conference on Wednesday with a point of contact from LifeQuest Billing to discuss the process. Library-Director Kris Dexheimer reported that due to the last years of increased circulation since she has taken over and patrons from all over the area using our library more that Jefferson County will be increasing their payment in 2025 from $52,000 to $104,000! This is great news for the Library. Parks & Recreation-Stephanie was not present. Kathy Weiss said the board got an email update. The pickle ball courts are painted, the raft is in, and the swim area marked. Public Safety – Chief Pavlock explained how the voice mail recording works at the Public Safety Dept. If someone needs to speak to an Officer they need to push Option #1 and this will redirect them to Jefferson County dispatch who will contact our Officer on duty. Residents should not leave messages for things like trees down and other important messages because these messages may not get checked until the following shift or day. Don’t leave messages that are important. There is also a sign on the door with this information. EMT / Firefighters are on duty overnight when there is not an Officer on and they are not going to be opening the lobby doors, for what could be a Police complaint, it is too dangerous. If you have any other concerns, please contact him. Public Works- none Committee Reports: Tammie Smith said that the Ad Hoc committee has had a couple of meetings and there is another this Wed. New Business: 1. Entire Committee of the Whole A. Troiola/Smith motion to approve the minutes from June 3, 2024 Village Board meeting as presented. All ayes-motion carried. B. Discussion/possible action on acceptance of adjusted Fire/EMS contract payment from the Town of Palmyra. Town’s meeting minutes from May were in the board’s packets. The Town wants to reduce the payment to the Village by $10,600 in July. President Weiss said that she is waiting to here back from Fire Chief Gartzke, who is waiting for an answer from the State about the exact amount we are losing. Chief Pavlock says that this goes back to previous personnel and fire inspections. Troiola/Ball motion to accept the Town’s payment less their portion of the loss of the 2% fire dues, that number to be determined from the State of WI. Roll call vote: Ball, Gorsegner, Petruska, Smith, Troiola, Weiss-Ayes, carried. C. Gorsegner/Troiola motion to approve the appointment of Lori Garlock to the Historic Preservation Commission. All ayes-motion carried. D. Discussion/possible action on our ongoing projects as follows: Village Calendar- President Weiss asked if dept. heads could update the calendar that was started back in 2022. Laurie will send it out to everyone and to the Board, some people haven’t seen it at all. Emergency Management Plan and FEMA Training for Trustees- Chief Pavlock is attending an Emergency Management meeting at Jefferson County tomorrow. This will help us to know how to report if we have a disaster. He said he and Chief Gartzke would like to have both town and village boards come and they could review this training with everyone. But he also told the board that the online FEMA training should still be done by them. 3. Budget & Finance Committee: Chairperson Troiola. A. Troiola/Petruska motion to approve the payment of the bills totaling $47,034.35 on the bill list and the extras presented tonight to AFLAC, the State of WI for email filtering, Randy Harris for mileage reimbursement, Stephanie Butler for beach supplies and Party in the Park, and MSA Professional filters. Roll call vote: Ball, Gorsegner, Petruska, Smith, Troiola, Weiss-aye. Motion carried. 4. Recreation Committee: Chairperson Smith A. Discussion/possible action on rafts for the beach. Several board members met with Scott Halbrucker and looked at the 2 rafts we have. One no longer has a ladder due to swimmers at the beach wrecking it last summer. Trustee Triola met with Scott to look at the rafts, they are in rough shape. Trustee Petruska says this was discussed at a public works meeting in March. If the kids wreck it again then it will get pulled out. Petruska and Weiss have asked Scott to get estimates on new rafts. At some point the cost outweighs the benefits, if the public has a big out cry then we can look at other options. The Lifeguards are to be inspecting the ladder and let us know if it is destroyed. No action taken. 5. Administration and Planning: Chairperson Gorsegner A. Discussion/possible action Façade Renovation grant application from Jon Schroeder, dba Prestige WorldWide for a project at 202 W. Main St. for roof repair. Mr. Schroeder said there is a substantial leak and the Building Inspector has signed off on it after inspecting. The leak is affecting Genoa Pizza as well, 3 buildings share this area of roof. After the work is done it will drain into the alley way. Gorsegner/Smith motion to approve the façade loan for Mr. Schroeder not to exceed $14,000 for roof repair at 202 W. Main St. Roll call vote: Ball, Gorsegner, Petruska, Smith, Troiola, Weiss-aye. Motion carried. Administration and Planning Continued: Chairperson Gorsegner B. Gorsegner/Petruska motion to approve Resolution 2024-06, Notice Regarding Public Records. All ayes-motion carried. C. Discussion/possible action on amending the Façade Loan amount for Gary Kahn at 200 W. Main St. Troiola/Gorsegner motion to amend Gary Kahn’s façade loan amount from $9,000, which was approved last Fall, to $4,000 pending bank approval. If there is not the full $4,000 in the façade checking, Kahn will get what is left after the Schroeder loan is given. Roll call  vote: Ball, Gorsegner, Petruska, Smith, Troiola, Weiss-aye. Motion carried. D. Discussion/possible action on becoming a member of the Ice Age Trail Association. Trustee Petruska says most of the committee is here, Vicki Holschuh. They are working to get Palmyra as an Ice Age Trail Community to get more exposure to people from out of state and other parts of the State. The ice age trail alliance-1200 miles throughout the state. This came under the wings of the National Park service, one of 11 national scenic park associations. It is a Non-profit, volunteer member-based organization. This would be a great opportunity to give Palmyra more exposure, we would be on the ice age trail website. They also host several large events: that chapter hosts one of the longest run races. In Oct. they sponsor the mammoth challenge. 7,800 people completed the mammoth challenge last year. This would be beneficial to the businesses as well. The Committee is asking for $1500 from the Village. The Town is contributing $500 and there is a private donation of $500.00. Trustee Ball asked why the Chamber of Commerce isn’t contributing anything, this is what they are there for, to promote businesses. Kris Dexheimer says she was told by Mike Temple that there is no chamber of commerce. Ball said what happened to all of the Chamber’s money. Petruska has asked Mike Temple to their meeting; he didn’t come to the 2nd meeting. There are 2 free signs are free (2) with the application fee. Petruska says the application is already completed and they have done all of the work, they created the map. Trustee Troiola says we can’t solve the chamber issue tonight, but thinks this is a good idea to join the Alliance. He thinks the Village should spend the money and hopefully the Chamber will pay us back. Troiola/Gorsegner motion to pay $1500 to join Ice Age trail and someone talk to the chamber to see about their involvement. Roll call vote: Ball, Gorsegner, Smith, Troiola, Weiss-aye. Gorsegner/Ball motion to convene into Closed Session at 7:11 pm with staff, pursuant to §19.85(1)(c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Specifically for updates on the Public Safety Departments staffing. AND B. Pursuant to §19.85(1)(e), Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Specifically, the Village owned lands on Hwy H, parcel 171-0516-2722-005, 171-0516-2814-000, 171-0516- 2811-000, 171-0516-2722-000 owned by the Village. Petruska/Gorsegner motion to convene into open session at 8:24 pm for further discussion related to matters discussed in closed session. Petruska/Troiola motion to approve the Organizational Chart for the Public Safety Department as presented by Chief Pavlok. All aye-motion carried. Troiola/Gorsegner motion to adjourn at 8.25 pm.
