MEETING MINUTES Village of Palmyra Committee of the Whole Meeting Monday July 15, 2024 6:00 pm Village Hall 100 W. Taft Street, Palmyra, WI. The meeting was called to order by Village President Kathy Weiss at 6:00 p.m. Roll call: Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-present, Ball excused. Pledge of Allegiance Communications: July 20th will be the Lions Club Car Show. They will have music from 5-8 and the event will be from 2-8. Friday, July 26 there will be Music on Main. July 28 will be Old Settlers Day, and Yard Waste pick up will be August 3. There is also a Fish and Game Meat Shoot on August 3. On July 27 from 5-8 will be Beats at the Beach. Department Reports: Weiss said that there was a building inspection report. Petruska said that the library was working on maintenance for winter. Pavlock said that the hiring of a fire chief is ongoing. He has multiple candidates going up for full time and part time EMT/Firefighter workers and one for police officer. Halbrucker said they just completed 2 French drains at 8th Street and Wilson. They fixed a fire hydrant by Anich. They are working on 7 different main castings on Northwest and 8th Street. They will mill roads the week of August 5 and start paving August 12-10 on 8th Street, Northwest and Anemone. New Business 1. Entire Committee of the Whole A. Motion by Troiola/Smith to approve the minutes from July 1, 2024 Village Board meeting and June 27, 2024 Recreation Committee meeting as presented. All aye-motion carried. B. Discussion/possible action on reimbursing the Town of Palmyra for their portion of loss of 2% Fire Dues. Weiss stated that the previous regime didn’t complete the fire inspections, but we are working hard on them now. Acting Fire Chief Gartzke said that the state doesn’t calculate the Fire dues distribution roll until everyone else has completed it. Probably the end of this year. Weiss said she has been in discussions with the Town and the two clerks. Weiss/Troiola motion to accept the full payment for quarterly Fire/Ems service from the town and then to reimburse the Town of Palmyra $10,604,64 for their portion of loss revenue of Fire Dues. Roll call vote: Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weis – aye. Motion carried. C. Discussion/possible action on our ongoing projects as follows: Weiss said she wants to add more items to the Village Calendar. Like Scott Pavlock adding cleaning drain and gutters and any other maintenance on the calendars. It helps everyone on both sides. Chief Pavlock said he wants to get dates from the Town and Village to talk about Emergency Management Plan and FEMA Training for Trustees and department heads including the Library Park & Rec and Public Works. Clerk Mueller could coordinate with a 4-hour block and Jefferson County would send out their experts and timelines. 2. Administration and Planning Committee: Chairperson Gorsegner A. Motion by Gorsegner/Troiola to approve an operator’s license for James Gerritsen. All aye-motion carried. B. Motion by Gorsegner/Troiola to approve Ordinance 2024-03, repealing and recreating section 1.08(7) regulating the destruction of records. All ayes, motion carried C. Motion by Gorsegner/Smith to re-appoint Leo Manogue to the Historic Preservation Commission. All aye-motion carried 3. Public Safety Committee: Chairperson Ball A. Discussion on updating the Village’s EMS Billing fees. Weiss said there is still discretion. Scott Pavlock said there are allowances that can be waived for certain circumstances but most of these fees are paid by Medicare/Medicaid. Petruska/Troiola made a motion to increase the BLS transport from $750 to $1,700 as presented. Roll call vote: Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye. Motion carried. 4. Budget & Finance Committee: Chairperson Troiola. A. Motion by Triolo/Gorsegner to approve the payments of the bills totaling $33,689.63 with extras presented tonight to J&J Trophies, Ehlers, State of Wisconsin, United Labs, Core & Main, Palmyra True Value, USPS and Diggers Hotline. Roll call vote: Gorsegner, Kinjerski, Petruska, Smith, Troiola and Weiss – aye. Motion carried. B. Discussion/possible action on the 6-month budget comparisons. Gorsegner asked about court revenue. The budgeted revenue is $30,000 but as of June 30, we have only taken in $2,888.20. Chief Pavlock said he is not sure how that got in court, but he only has two officers. Pavlock said there is a dog at large case happening. There is some movement with the judge but nothing definitive. Next budget Pavlock said to look into the location of court and retaining a judge due to costs. Dam costs were looked at. Halbrucker said nothing has been done yet physically. Fire/Emt legal was also discussed. Gorsegner/Troiola made a motion to approve the report as presented. Gorsegner/Troiola motion to adjourn at 6:36 pm. All ayes-motion carried.
