MEETING MINUTES Village of Palmyra Committee of the Whole Meeting Monday September 16, 2024 6:00 pm Village Hall 100 W. Taft St. Palmyra, WI. The meeting was called to order by Village President Kathy Weiss at 6:00 p.m. Roll call: Ball, Gorsegner, Kinjerski, Smith, Troiola, Weiss-present. Petruska excused. Pledge of Allegiance Communications: President Weiss had no communications at this time. Department Reports: Building Inspection -none Clerk / Treasurer-nothing Library-nothing- Parks & Recreation-Rec. Director Butler said that Soccer and Football are up and running and basketball will be starting up in a little bit. Public Safety – Chief Pavlock said that the school enforcement is up they are addressing school violence and he and Officer LePak have been doing traffic enforcement. The State Police are still out there. Hwy 106 and Second St. near the airport and the Cemetery area for enforcement. There are 2 open death cases under investigation. The first is either a suicide or natural causes and the other is a fatal accident on S. 4th St. Public Works- The sidewalk repairs are still going on. Dam work on the Hwy 59 dam has started. Scott gave an update on recent items that were auctioned. He still has more items to sell. He is working on finishing his budget, waiting for final prices on a couple of things. Committee Reports: New Business: 1. Entire Committee of the Whole A. Ball/Kinjerski motion to approve the minutes from September, 2024 Village Board meeting with one typo on John’s disposal section. All ayes-motion carried. B. Discussion/possible action on our ongoing projects as follows: *Emergency Management Plan and FEMA Training for Trustees – Scott Pavlock stated that he needs to update our emergency action plan and give it to the County Emergency Management Coordinator before they can start teaching the board members. 2. Administration and Planning Committee: Chairperson Gorsegner A. Weiss/Smith motion to notify the Village employees that the Village will no longer be doing payroll deductions for any policies they have with Globe Life/Liberty National Insurance effective Nov. 30th. All ayes-motion carried. 3. Budget & Finance Committee: Chairperson Troiola. A. Troiola/Gorsegner motion to approve the bills totaling $28,415.19 on the bill list and the extras presented tonight to AFLAC, a roll of stamps, J&J Trophies, UNUM, Point Ready Mix and Pat’s Services. Roll call vote: Ball, Gorsegner, Kinjerski, Smith, Troiola, Weiss-aye. Motion carried. B. Discussion/possible action on purchasing 2 copiers for the Public Safety Dept. using some of the remaining loan money to pay for this. Chief Pavlock said that their current copier has no parts available. They are requesting 2 copiers, 1 large one for the main office and 1 desktop for  the fire/ems area. Troiola/Gorsegner motion to approve the Ricoh quote not to exceed $3700. Roll call vote: Ball, Gorsegner, Kinjerski, Smith, Troiola, Weiss-aye. Motion carried. 4. Recreation Committee: Chairperson Smith A. Discussion/possible action on the Recreation Dept. holding a gun raffle fundraiser. Rec. Director Stephanie Butler is requesting request. $20 a ticket. Wants to purchase between 5-6 guns. Attorney has written an opinion. $3,000 for the guns they hold the guns, we take pics of guns, 5-6 wks. Ticket sales. 150 tickets to break even, there are trap shooting teams that is a youth sport in High Schools. It is not unheard of. Palmyra kids actually shoot with Elkhorn. Even though Rec. Dept. doesn’t offer trap shooting. KW asks if we are going to offer this sport, she would like the sports we represent now to be encouraged and built up. Like the Janesville jets, Dock hounds, different levels. Bucks offers tickets, she did reach out to him. Would like our teams to play on the bucks court, she isn’t saying that she won’t look into this. Kids in the program can be part our programs. We don’t offer trap so we shouldn’t sell guns. NT- proceeds will be used for what? All other sports she will use it for. New score boards at village park maybe. We have a raffle license, raffle tickets have to details printed on them. Weiss worried about liability Pavlock says he doesn’t see an issue and the winners would have to go through a background check everything is legal. No hand guns, only rifles, shot guns. TG asked what type of guns? KW-is she intending on getting a program going? Steph said yes work with the trap club. NT-selling sports tickets does not bring as much money in. Initial layout of $3,000.00 TG motion to spend up to $3,000 for the purchase of the guns that are reasonable no automatic guns, 2nd by NT Weiss-nay. Motion passes.
