MEETING MINUTES Village of Palmyra Committee of the Whole Meeting Monday October 21, 2024 6:00 pm Village Hall 100 W. Taft St. Palmyra, WI. The meeting was called to order by Village President Kathy Weiss at 6:00 p.m. Roll call: Ball, Gorsegner, Kinjerski, Petruska, Weiss-present. Smith excused – on vacation. Troiola arrived at 6:10 pm Pledge of Allegiance Communications: President Weiss gave Fire Chief Michael Gartzke his Official Oath of Office. The Halloween parade and trick or treat are Oct. 26th starting at 3 pm, Nov. 2nd is the next yard waste. Nov. 4th brush chipping, Nov 5th election at the Middle School gym, go to door 4. Dec. 7th Christmas parade. Department Reports: Building Inspection Clerk / Treasurer- Just a reminder that Nov. 5th is the Election at the Middle school gym, door 4, bring a photo ID with you and please be patient. Library- Nothing at this time Parks & Recreation-typed report submitted Public Safety- Chief Pavlock reported that Officer Pranke is doing well with training, Katie Daniels is back to fill part time hours and that will help with special events. He has posted an ad for additional Part time help. Public Works- fire hydrant flushing will be done tomorrow, weed harvester will be coming out of the water, sewer cleaning should be done by the end of next week. Committee Reports: None New Business: 1. Entire Committee of the Whole A. Ball/Petruska motion to approve the minutes from October 7, 2024 Village Board meeting and October 14, 2024 Personnel Committee meeting with corrections to both sets of minutes as stated. All ayes-motion carried. B. Ball/Petruska motion to allow Scott Pavlock to carry over 36 hours of unused vacation time to be used in the next 6 weeks. All ayes-motion carried. C. Discussion/possible action on an appointment to fill a vacancy on the Library Board. President Weiss said that Dr. Krohn from the PEASD has not brought a name forward as of tonight to fill the vacancy. D. Discussion/possible action on our ongoing projects as follows: *Emergency Management Plan and FEMA Training for Trustees – This will have to be sometime in Nov. in the evening or a Saturday. Scott will coordinate with the Town of Palmyra. 2. Personnel Committee: Chairperson Kinjerski A. Discussion/possible action on the Personnel Committee’s recommendation for drafting an agreement for the weed harvester employees and equipment with Lower Spring Lake Management District. Trustee Kinjerski said that they discussed 2 options. One option is that Lower Spring Lake Management District hire and pay their own employees for weed cutting and get their own insurance or have the Village be much more involved with the hiring,  training, discipline of the weed cutter employees and equipment maintenance. Scott Halbrucker would be dealing with the employee directly. Troiola/Petruska motion to proceed with the Personnel Committee’s that Lower Spring Lake Management District and the Village of Palmyra enter into an agreement where the Village takes over all operations, hiring, discipline, training and oversite of the weed harvester employee(s), equipment. This will be overseen by the Village of Palmyra Public Works Superintendent and all communications will go through DPW as well. Lower Spring Lake Management District will still get the aquatic plant management permit (weed cutting permit) from the DNR. Lower Spring Lake Management District will still reimburse the Village for expenses associated with the weed harvester employee and equipment. President Weiss will draw up a draft agreement to present to Lower Spring Lake. All ayes-motion carried. 3. Administration and Planning Committee: Chairperson Gorsegner A. Troiola/Kinjerski motion to approve a special event permit for the Palmyra Lions Club for the Christmas parade on Dec. 7th. All ayes-motion carried. B. Gorsegner/Petruska motion to approve the health insurance plan renewal with Quartz for the 2024/2025 year for the Village employees with a 13.10% increase to the monthly premium. Discussion/possible action on the Health Insurance plan for the Village of Palmyra employees for 2024-2025 year. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Troiola, Weiss-aye. Motion carried. The Clerk presented the options that were quoted from other carriers, but all were either considerably higher or had no doctors in Prohealth or Madison. C. Troiola/Ball motion to approve the renewal of a home business license for Teri Kelly to operate an upholstery & furniture restoration business at 100 Violet Ave. All ayes-motion carried. D. Troiola/Kinjerski motion to approve the renewal of a home business license for Ronald Simmons to operate a custom woodworking business at 702 W. Main St. All ayes-motion carried. E. Troiola/Kinjerski motion to approve the renewal of a home business license for John & Michelle Mehring to operate a horse boarding business at 714 S. Third St. NT/JK-carried. 4. Budget & Finance Committee: Chairperson Troiola. A. Troiola/Gorsegner motion to approve the payment of bills totaling $75,207.13 on the bill list with extras presented tonight to Delta Dental, WE Energies, Flag football time sheets for umpires, Soccer Ref time sheets, Dept of Revenue for their assessment of manufacturing property, and AFLAC. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Troiola, Weiss- aye. Motion carried. B. Discussion/possible action on payment for the Hwy 59 dam project. The Clerk stated that this project is expensive the Board never decided how they wanted to pay for it and the invoice will be coming in the next month or so. The board would like Clerk Mueller to ask Ehlers and Associates (Brian Roemer) if we can pay this invoice in 2024 but levy for a loan in the 2025 budget. This will come back on the next agenda for further discussion. No action taken. C. Discussion/possible action on scheduling budget meetings. Oct 28th Monday at 6 pm. Let Tammie Smith know. D. Gorsegner/Troiola motion to approve Resolution 2024-08 requesting exemption from County Library tax with the Village contributing at least $40,000 to the library fund. All ayes- motion carried.
