MEETING MINUTES JOINT REVIEW BOARD MEETING OF TAX INCREMENTAL DISTRICT(S) NO. 4 IN THE VILLAGE OF PALMYRA, WISCONSIN September 25, 2023 4:00 PM Palmyra Village Hall, 100 W Taft Street, Palmyra, WI Call to Order at 4:00 pm by Chairperson Benjamin Wehmeier. Roll call: Kathy Weiss-Village President, Linda Plennes- public member, Ryan Krohn - PE School District Administrator – present. Ben Wehmeier-Jefferson County representative and Jane Kittel-WCTC via TEAMS. Also via TEAMS, Ben Andrews MSA Professional Services. 1. Ben Andrews reviewed the TID No. 4 Project Plan. Some changes have been made since the last plan was presented in August. Mainly Section 4, item E, these were recommendations by Ehlers, the Village’s financial advisers. The Dept of Revenue will review, the Village Attorney will submit a legal opinion and assessor information must be done by Oct. 31st. TID 4’s value is only 5.79% of the Village’s equalized value and TID 3 & 4 together are a total of 10.64% so it meets that test. Project #2 was added to the Projects list per Ehlers recommendation. Then the economic feasibility info. was reviewed, it is normal to have a deficit in the beginning years as we need to collect tax increment. Jane Kittle asked if there were any comments from the public hearings, Ben stated there were not, just village board member questions. The legal opinion will be obtained and added to the appendix of the project plan. Once the Department of Revenue reviews, all the appendices are added the Joint Review Board will get final copies. 2. Weiss/Krohn motion to approve Resolution No. 2023-06, the creation of Tax Incremental Finance District No. 4. Roll call vote: Wehmeier, Krohn, Kittle, Plennes, Weiss-aye. Motion carried. 3. Wehmeier/Krohn motion to approve the meeting minutes from June 21,2022 and Aug. 15, 2023 as presented. All ayes-motion carried. 4. Weiss/Plennes motion to adjourn at 4:22 pm. All ayes-motion carried.
