MEETING MINUTES Village of Palmyra PLAN COMMISSION Wednesday May 15, 2024 Village Hall – 6:00 p.m. 100 W. Taft St. The meeting was called to order at 6:00 pm by Chairperson Gorsegner. Roll call: Ball, Gorsegner, Holcomb, Sheppard, Scheffner, -present. Also present- Adam Adsit, Stephen Clubb, Carrie Neiemier, Aarron from Bartolotta’s Approval of Minutes: Minutes from Feb. 21, 2024. BH/JS-carried. Public Hearing: The Commission will hear comments on the request from St. Matthew Lutheran Church to re-zone a portion of parcel 171-0516-2242-088, 313 W. Main Street from B1-1 Central Business to R1-5 Traditional Single Family Residential. No comments, closed New Business: 1. Scheffner/Ball motion to approve the Plan of Operations for Bartolotta Fireworks Next Generation to operate a fireworks store from May 31st – July 7th at 162 E. Main St. fire chief, police chief have been in contact and Arron can permits come into us on Friday instead of Mondays? The clerk will ask Scott P. All ayes- motion carried. 2. Holcomb/Scheffner motion to approve the Plan of Operations for Carrie Niemeier & Eddie English to operate a Donut Shop, “Sweet Tooth” at 118 W. Main St. Donuts, ice cream, coffee to see how it goes. The building inspector will meet her at her store next week, John M. has been in contact with them a lot. Health Dept. state licensing, donut machine will need to be inspected. Indoor seating. Hours: changed to stay open until 8 pm open. And Sunday will open at 5:30 am. All ayes-motion carried. 3. Holcomb/Scheffner motion to recommend to the Village Board the approval, per MSA’s memo recommendations, the land division request from St. Matthew Lutheran Church to split parcel 171-0516-2242-088 at 313 W. Main St. into 2 parcels. Split the parsonage home off onto its own parcel to sell. Stephen Clubb explained. If they don’t rezone it creates a non-conforming structure. MSA recommends the approval, there will be lot 2 & 3 on their property to the church. All ayes-motion carried 4. Scheffner/Ball motion to recommend to the Village Board the request from St. Matthew Lutheran Church to re-zone a portion of parcel 171-0516-2242-088, 313 W. Main Street from B1-1 Central Business to R1-5 Traditional Single Family Residential. Lot 1 will be rezoned. All ayes-motion carried. 5. Ball/Holcom motion to approve the extraterritorial land division for Adam Adsit on parcel 024-0516-3532-002, Tamarack Road. The Village Board tentatively approved this at their last board meeting pending Plan Commission approval. All ayes-motion carried. Scheffner/Sheppard motion to adjourn at 6:20 pm. The only action to be taken at the above-mentioned meeting will be action by the Plan Commission.
