Palmyra Police & Fire Commission Minutes
Wednesday, July 9th, 2025
Palmyra Village Hall
6:00 P.M.
The meeting was called to order at 6:03pm by Chairperson Lubus .
Roll call: Stefanczyk, Bealhen, Simmons, Lubus, Dooley – All Present
Guests – Tim Gorsegner, Paul Blount
Motion by Dooley – second by Simmons to approve the minutes from 5/21/2025
Roll call – Bealhen, Stefanczyk, Dooley, Lubus & Simmons all ayes, motion carried.
Business: Discuss Police and Fire Department personnel issues and candidates.
Motion by Simmons - second by Lubus to convene into closed session at 6:05PM with staff,
pursuant to §19.85(1)(c) Considering employment, promotion, compensation or performance
evaluation data of any public employee over which the governmental body has jurisdiction or
exercises responsibility. Specifically updates on Public Safety Department personnel matters.
Roll call – Bealhen, Stefanczyk, Lubus, Dooley & Simmons all ayes, motion carried.
Motion by Dooley - second by Bealhen to reconvene to open session at 8:35 PM
Roll call – Bealhen, Stefanczyk, Lubus, Dooley & Simmons all ayes, motion carried.
Outcome of business conducted in closed session:
The commission approves the advancement of Paul Blount to the position of Interim Public
Safety Director as of Monday July 14th, 2025, or upon the current Director vacating the
position, whichever comes first.
Motion by Dooley- second by Simmons to accept the resignation of Scott Pavlock as Public
Safety Director.
Vote - All Ayes - motion carried.
Motion by Stefanczyk - second by Simmons to Adjourn meeting at 8:40 PM
Vote - All Ayes – motion carried.

Approval of Minutes: May 21, 2025
1. You are hereby notified that the Police & Fire Commission of the Village of Palmyra will meet
on July 9, 2025, at the Palmyra Village Hall meeting room, 100 W. Taft St. at 6:00 p.m. At said
time and place the Commission will convene into closed session.
2. After the meeting has been properly convened, the Chairperson will announce to all those
present the purpose of the meeting and the fact that the Commission intends to convene in closed
session for the above-delineated purposes. Upon motion duly made and seconded and acted upon by
the majority of the members present as required under §19.85(1)(a), Stats., the closed session will
take place.
3. PLEASE TAKE NOTICE that the Police & Fire Commission of the Village of Palmyra may
convene, upon passage of the proper motion, into Closed Session with staff, pursuant to
§19.85(1)(c) Considering employment, promotion, compensation or performance evaluation data of
any public employee over which the governmental body has jurisdiction or exercises responsibility.
Specifically, the Public Safety Director’s resignation and to interview for an interim Public Safety
Director.
4. The Commission will then reconvene into Open Session for purposes of potential additional
discussion and/or action on matters discussed in closed session and adjournment.
