Palmyra Police & Fire Commission Minutes
Thursday, July 17th, 2025
Palmyra Village Hall
6:00 P.M.
The meeting was called to order at 6:01pm by Chairperson Lubus .
Roll call: Stefanczyk, Bealhen, Simmons, Lubus, Dooley – All Present
Guests – Tim Gorsegner
Motion by Dooley – second by Lubus to approve the minutes from 07/09/2025
Roll call – Bealhen, Stefanczyk, Dooley, Lubus & Simmons all ayes, motion carried.
Business: Discuss Police and Fire Department personnel issues and candidates.
Motion by Dooley - second by Lubus to convene into closed session at 6:03PM with staff,
pursuant to §19.85(1)(c) Considering employment, promotion, compensation or performance
evaluation data of any public employee over which the governmental body has jurisdiction or
exercises responsibility. Specifically updates on Public Safety Department personnel matters.
Roll call – Bealhen, Stefanczyk, Lubus, Dooley & Simmons all ayes, motion carried.
Motion by Bealhen - second by Simmons to reconvene to open session at 7:41 PM
Roll call – Bealhen, Stefanczyk, Lubus, Dooley & Simmons all ayes, motion carried.
Outcome of business conducted in closed session:
Motion by Bealhen – second by Stefanczyk to table the decision on chief of police until a joint
meeting is held between the Village Board and the Police and Fire Commission, with the
Village Attorney present, to address the personnel and the compensation available for open
positions within the Public Safety Department going forward.
Roll call – Bealhen, Stefanczyk, Lubus, Dooley & Simmons all ayes, motion carried.
Motion by Simmons - second by Dooley to Adjourn meeting at 7:44 PM
Vote - All Ayes – motion carried.

Approval of Minutes: July 9, 2025
1. You are hereby notified that the Police & Fire Commission of the Village of Palmyra will meet
on July 17, 2025, at the Palmyra Village Hall meeting room, 100 W. Taft St. at 6:00 p.m. At
said time and place the Commission will convene into closed session.
2. After the meeting has been properly convened, the Chairperson will announce to all those
present the purpose of the meeting and the fact that the Commission intends to convene in closed
session for the above-delineated purposes. Upon motion duly made and seconded and acted upon by
the majority of the members present as required under §19.85(1)(a), Stats., the closed session will
take place.
3. PLEASE TAKE NOTICE that the Police & Fire Commission of the Village of Palmyra may
convene, upon passage of the proper motion, into Closed Session with staff, pursuant to
§19.85(1)(c) Considering employment, promotion, compensation or performance evaluation data of
any public employee over which the governmental body has jurisdiction or exercises responsibility.
Specifically, the Police Chief’s position.
4. The Commission will then reconvene into Open Session for purposes of potential additional
discussion and/or action on matters discussed in closed session and adjournment.
