MEETING MINUTES Village of Palmyra Public Works Committee Meeting Monday May 13, 2024 5:45 p.m. Village Hall 100 W. Taft St. Palmyra, WI. The meeting was called to order at 6:01 p.m. by Chairperson Petruska. Roll call: Tom Ball, Angela Petruska, Nick Troiola. Also present Scott Halbrucker. 1. No actions were taken regarding softball/baseball diamond due to Land of Lakes Palmyra Pythons will be playing at the High School diamond instead of village park. The field will still need to be maintained for the season. 2. In the past, the Village bid out sidewalk repair and maintenance. Scott stated that according to village ordinance 8.04, it is not required or cost effective to have an outside firm bid repairs DPW has an employee and the equipment (forms for the concrete will need to purchased) to make sidewalk repairs. Homeowners will be responsible for 50 percent of the repairs. Scott will work on the exact amount per square and have the village mail to property owners. He hopes to have the amounts and which sidewalks need to be repaired and letters completed by the end of June, beginning of July. 3. DPW operations: Right of way continues to be an issue, specifically True Value having items on sidewalk and Standard Process large rocks in right of way. How should this be enforced, asked Petruska? Standard Process, storm water pond is not draining correctly. Is construction complete? The silt fence is still up. Calkins Road; there is still a tree in the right-away. Can our building inspector send out letters? Maintenance is behind on water laterals. Playground equipment needs to be inspected, not enough time for DPW, should this be handled by Park & Rec? Scott stated there is not enough time to handle all of these matters. Angela asked if more personnel are needed come budget time? Scott stated in the past that playground equipment and reports was handled by Park and Rec. Batting cage at park, can this be removed? Was this donated or did the school pay for this? One of the sludge pond covers is not sufficient for sludge removal, looking to see if a new, more efficient cover could be designed. It was suggested that there is money in the LGIP fund. Scott will talk with the building inspector on these issues. No action was taken on these matters. Troiola/Ball motion to adjourn at 6:48. All ayes-motion carried.
