MEETING MINUTES
Village of Palmyra
Recreation Committee and Personnel Committee Meeting
Wednesday April 24, 2024
6:00 p.m.
Village Hall
100 W. Taft St.
Palmyra, WI.
Called to order at 6 pm by both Chairpersons of the Committees which are J. Kinjerski and T.
Smith. Also present: Stephanie Butler and Chief Pavlock
Roll Call: Gorsegner, Petruska, Kinjerski, Smith-present.
Business
1. Petruska/Smith motion to convene into Closed Session with staff, pursuant to
§19.85(1)(c) Considering employment, promotion, compensation or performance
evaluation data of any public employee over which the governmental body has
jurisdiction or exercises responsibility. Roll vote Gorsegner, Petruska, Kinjerski,
Smith-aye. Motion carried.
2. Petruska/Gorsegner motion to convene into open session at 6:37 pm for further
discussion related to matters discussed in closed session. Roll vote Gorsegner,
Petruska, Kinjerski, Smith-aye. Motion carried. Tammie Smith will draft a letter
to Mr. Richmond and have John Kinjerski review it and it will be mailed certified
mail to him stating that the Committee members stand behind the Rec. Director’s
decision on this matter.
3. Discussion/possible action regarding fundraising projects for the Recreation Dept.
Stephanie wants to do a gun raffle fundraiser and asked the Chief of Police if this is
allowed. He will have to check on it. He said that a lot of organizations do this but there
is always a potential for a lawsuit if anything happens with that gun that was raffled. The
Chief says to ask the Village Attorney for his opinion and guidance. Usually, the gun
store keeps the gun and then the winner of the raffle comes into the store, and they do the
background check and all necessary paperwork, so everything is done correctly. 50/50
raffles will start this baseball season. Angela Petruska suggested that Stephanie contact
someone affiliated with the Father’s Day fly in and sell there. There is always a great
turnout at that event. Tammie Smith asked Stephanie if she could contact Standard
Process again to see if they would possibly donate a piece of park equipment. Stephanie
will reach back out to Angela and give her another tour of the park.
4. Discussion/possible action on baseball/softball programs. 50/50 raffle for those. Redid
softball field so there will be games there at the village park. Get the link to the website
with the ball schedules from Stephanie. Get the merry go round up to the park. Stephanie
would like to have a Rec. meeting every 2 months.
Petruska/Gorsegner motion to adjourn at 7:05 pm

discuss the Recreation Director coaching concerns.
2. Take further notice that the Village Board may convene into open session for
further discussion related to matters discussed in closed session.
3. Discussion/possible action regarding fundraising projects for the Recreation Dept.
4. Discussion/possible action on baseball/softball programs.
