MEETING MINUTES Village of Palmyra REGULAR VILLAGE BOARD MEETING Monday October 2, 2023 Village Hall 100 W. Taft Street 6:00 P.M. The meeting was called to order by Village President Kathy Weiss at 6:00 pm. Roll call: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-present. Also present: Jeff Roemer, Scott Pavlock, Derrick Hurley, Scott Halbrucker. Pledge of Allegiance Communications: President Weiss mentioned several local events. Monthly Reports: Public Works-Scott said the paperwork is turned in for this summer’s storm damage in the amount of $14,000, the Village is eligible for 70% reimbursement from the State. Scott was informed that the Hwy 106 road work will be done in 2025, and Hwy 59 in 2026 so he will need to readjust the 5 yr. road plan. With the combination of the County Road funds and the LRIP money we should be able to do Northwest St. next year and possibly a portion of Eighth St. The dam project that was mandated for repair by the DNR this year is being held up by the DNR as they are asking more questions. Public works is looking for a part time grass cutter for summer of 2024. Public Safety- There were 13 fire calls, and 77 police calls last month. The brush truck is waiting on parts. The new squad should be in service early November. The Marsh Road debris was slated to be burned last weekend but was delayed due to weather challenges. Kyle Durham will go to PT status starting Oct. 3rd. There are 2 applications for the Police officer position. Derrick is working on updating the MABAS cards. Recreation Dept.- a typed memo to the Board and an email regarding the delivery of the new merry go round was submitted to the Board. Library- Angela Petruska reported that they finalized their budget at tonight’s meeting to present to the Village. Clerk/Treasurer – financial report is on the agenda. Public Forum: None 1. Consent Agenda: A. Troiola/Kinjerski motion to approve the following minutes with noted corrections to the Public Works meeting: Committee of the Whole Sept. 6, 2023 and Public Works Committee Sept. 25, 2023. All ayes-motion carried. 2. Old Business: A. Health insurance options for Village employees. Insurance Agent Carmen Winkelman went over costs for the Quartz policy for employees and the Village’s share using a couple of different scenarios. Troiola/Ball motion to approve that the employees continue to pay 15% of their health premiums and keep the Village’s HRA amount 67%, employee’s share 33%. Roll call vote: Ball, Gorsegner, Kinjerski, Smith, Troiola, Weiss-aye. Petruska-nay. She wanted the employees’ share lowered to 10%. Motion carried. B. Trustee Gorsegner said that he and the Clerk reworked the social media policy from Lake Mills which the board has in front of them. Gorsegner went over some of the highlighted areas. Trustee Troiola said that in those areas he would like to see the Administration & Planning Committee referenced instead  of the Village Board. Public Safety Director Scott Pavlock would like to review the proposed policy to make sure we are meeting statute requirements. Item tabled. 3. Building Permits: monthly report for September was submitted. 4. New Business Discussion and Possible Action on the Following Items A. Village President Kathy Weiss gave the Appointment and Official Oath of Office to Scott Pavlock as the new Public Safety Director for the Village. No action. B. Troiola/Kinjerski motion to approve the August Financial statement, bank statement, cash account balances as presented and reviewed by the Clerk. All ayes-motion carried. C. Special events request for Homecoming parade Oct. 13, 2023. The school is requesting that they take the parade all the way down Main St. to Burr Oak even though the Village adopted a parade route in 2022 which ends at N. Fifth St. Scott Halbrucker asks how he is supposed to detour traffic from Hwy H, there is nowhere to send cars. Trustee Gorsegner asked if we could send them down Marsh Road as it is in the Village now, but Halbrucker said that the Township owns half of that road. Trustee Petruska says we need to stick to our parade route as we set it, the Legion asked for a different route, and we didn’t allow them. Also, they can turn on 5th St. and head over to Burr Oak to get back to the high school. Petruska/Gorsegner motion to allow the parade on Oct. 13th but the school must stick to our parade route. All ayes-motion carried. Scott Halbrucker asked where the fire truck will be parked to block traffic, so DPW knows? Derrick said he and Scott will talk and decide on a spot. D. Troiola/Petruska motion to approve payment of the bills on the bill list totaling $56,279.66 with the extras presented tonight for a couple of flag football referees, Judge Stephen Clubb reimbursement for hotel & mileage for the Judge’s seminar, Global Life, Verizon, WE Energies, USPS postage for water bills, Total Energy Systems, WPPA, & WI Inspection Agency. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye. Motion carried. E. Troiola/Petruska motion to approve the quote from Heartland Ecological Group to finalize the wetland study on the Marsh Road property. They will hold to their 2021 quote prices. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye. Motion carried. F. Troiola/Ball motion to approve the renewal of an Operator’s License for Aiden Calderon. All ayes- motion carried. G. Troiola/Gorsegner motion to convene into closed session at 7:03 pm with staff, pursuant to §19.85(1)(e), Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Specifically, the village property on Hwy H and Marsh Road. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye. Motion carried. H. Troiola/Ball motion to reconvene into open session at 7:08 pm for purposes of potential additional discussion and/or action on matters discussed in closed session and adjournment. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye. Motion carried. Troiola/Kinjerski motion to adjourn at 7:09 pm. All ayes-motion carried.
