MEETING MINUTES Village of Palmyra REGULAR VILLAGE BOARD MEETING Monday November 6, 2023 Village Hall 100 W. Taft Street 6:00 P.M. The meeting was called to order at 6:00 pm by President Weiss. Roll call: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-present. Also present: Scott Halbrucker, Scott Pavlock, Derrick Hurley, Connie Wilson, Donna Johnson. Pledge of Allegiance Communications October Plan Commission minutes were given to the Board so that they are aware of a new dog grooming business. President Weiss mentioned several upcoming community and Library events. Monthly Reports: Public Works- Halbrucker said that they have been tree trimming to make clearance for the plow trucks. The cut 2 trees down on Main St. in front of Squidy’s as they were blocking streetlights for the intersection. The Christmas decorations will go up this week, and the flagpole on the corner of Main and Mill Road will go in this week. County probably isn’t going to do Anemone St. work this year. We have $64,000 that had to be spent by 2024. Also, the County doesn’t want to pave RR tracks they can’t get the paver in by the tracks. Trustee Kinjerski asked if Scott ever did the grading around the park pavilion that he talked about a couple of years ago? Halbrucker says no he hasn’t had time. Public Safety- Scott Pavlock said that he has accounted for everything and inventoried the evidence room. Some items are turned over to a federal property disposal organization and we will get the proceeds once they are sold. He has relocated other records which are going into a locked designated area. Derrick Hurley reported 16 calls for service in October -12 in village. Recreation Dept.-no report Library-Trustee Petruska reported that circulation is up again, which is very good for the library and they are revamping the young adult space. Clerk/Treasurer- Mueller said that her financial report is on the agenda Public Forum: None 1. Consent Agenda: All items listed are considered routine and will be enacted by one motion. There will be no separate discussion of these items unless a Board member requests, in which event the item will be removed from the Consent agenda and be considered on the regular agenda. A. Troiola/Ball motion to approve the following minutes: Committee of the Whole Oct. 16, 2023, Budget & Finance Committee meetings from Oct. 25th and Oct. 30th, 2023. All ayes-motion carried. 2. Old Business: A. Social media policy for the Village of Palmyra Facebook pages. President Weiss said she looked at so many opinions from the League and there are paages and pages of policies. R&R insurance also has policies which are multiple pages. Weiss said that Laurie Mueller asked the Village Attorney and he actually wrote the Town of Ixonia and Town of Waukesha’s policies. The attorney also included an Objectionable Posts Removal Policy that we can incorporate into our policy. Petruska/Troiola motion to approve the sample from the Town of Ixonia along with the objectionable posts removal policy as the Village’s social media policy. All ayes-motion carried. 3. Building Permits: October permits issued list presented. 4. New Business Discussion and Possible Action on the Following Items A. Troiola/Smith motion to approve the special events request from the Palmyra Lions Club for the Christmas Parade on Dec. 2, 2023 from 5-7 pm. All ayes-motion carried. They will be using the designated parade route, with no changes from previous years. B. No action taken on appointment Scott Pavlock as Village of Palmyra Chief of Police. The Police & Fire Commission does this. C. Connie Wilson’s request to discuss the Creek running through the Wilson property at 504 E. Main St. She submitted a letter and included Exhibit A from the original purchase agreement that stated the Village would keep the creek cleaned out. Connie says the creek cleanup is quite a challenging task, she tries to get volunteers to help her, and the tornado did a number on the trees along the banks. Her father sold land and part of the agreement was to keep it clean. The best time to do work is in the winter when the ground is frozen, the bugs are dead and weeds are down. Past Public Works superintendents have agreed to do it. 2017 was the last time it was cleaned. Halbrucker was in the mule 2 yrs. Ago to look at the creek and hit a hole. Connies says go along the fence line to look at the creek. Wilson said that the 1st field off of Hwy 59 is pretty solid but going towards E the fields get softer. Heavier equipment could get in the lane way. Weiss asked if Scott could get prices to get someone in there with equipment. Clerk Mueller says to ask Jaeckel Brothers. Connie said a couple of years ago she had a contractor remove a huge willow tree, she could ask that contractor. Scott will look into prices and get back to the Board. D. Troiola/Kinjerski motion to approve the September Financial statement, bank statement, cash account balances as presented by the Clerk. All ayes-motion carried. E. Troiola/Petruska motion to approve the insurance renewal quote for 2024 for Village policies: auto, property, liability and declining the cyber insurance. The clerk went over highlights of the quote. Overall, it decreased by about $7500, the State’s workers comp. rates went down, the Village’s Mod rate also decreased which helped to reduce the premium. Roll call vote- Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye- motion carried. F. Gorsegner/Petruska motion to accept the quote from Associated Appraisal for a reassessment of the Village of Palmyra for 2024 in the amount of $12,000. The Clerk received a letter on noncompliance from the Dept. of Revenue. Associated Appraisal has agreed that we can pay for the reassessment over the next 2 budget years, 2024 & 2025. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye. Motion carried. G. Troiola/Ball motion to approve the bills totaling $95,007.92 on the bill list with extras presented tonight to WE Energies, Southern Lakes Newspaper, UNUM, and referee payment for flag football. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye. Motion carried.
