Village of Palmyra
REGULAR VILLAGE BOARD MEETING
Tuesday January 2, 2024
Village Hall
100 W. Taft Street
6:00 P.M.
The meeting was called to order by Village President Kathy Weiss at 6:00 pm. Roll call: Ball,
Gorsegner, Kinjerski, Petruska, Troiola, Weiss-present. Smith absent. Also present: Scott
Pavlock, Scott Halbrucker, Don Rutkowski, Bill Holcomb.
Pledge of Allegiance
Communications: President Weiss mentioned the Lions Club Fisheree is on Jan. 27th on Lower Spring
Lake, ice permitting.
Monthly Reports:
Public Works- the rest of the “no thru truck” signs are posted, and some new parking regulations signs
up on the roads. The old pontoon boat from the sewer plant was taken to Kienbaums for $300
Public Safety-no statistical reports tonight as the Police Dept’s programs were hacked nationally so he
will have it at the next board mtg. They’ve gotten 7+ apps for EMT positions, 2 PT police positions that
he is hoping to fill, and firefighter/EMT both FT and PT. Currently the PSO’s are on a strict 24/48
rotation until Feb. 1st and then it will be 4/10 hr shifts, and FT EMT’s will be on duty. If you have

Recreation Dept., - no report
Library-the December Director’s report and circulation was submitted.
Clerk/Treasurer – very busy with water bills and taxes
Public Forum: none
1. Consent Agenda: All items listed are considered routine and will be enacted by one motion. There
will be no separate discussion of these items unless a Board member so requests, in which event the
item will be removed from the Consent agenda and be considered on the regular agenda.
A. Approval of the following minutes: Dec. 18, 2023 Committee of the Whole meeting and Dec. 20,
2023 Special meeting minutes.
B. Approval of a temporary Class “B” picnic license for the Palmyra Lions Club for their Fisheree
event Jan. 27, 2024
C. Approval of temporary operators license for Kristy Westenberg.
D. Approval of temporary operators license for Gloria Redders.
Troiola/Ball motion to approve the consent agenda as presented. All ayes. Motion carried.
2. Building Permits: None
3. Old Business:
A. Don Rutkowski’s request to have access, parking, personal use and a key for the public works fenced
area behind old Village shop. Trustee Petruska and Scott H. met with Don the day after the last meeting
at the site of the fenced in area and she submitted a written report for the board. Weiss says she feels this
is showing a type of favoritism to one resident, then where does it stop, and she is concerned again about
the liability of someone getting hurt by entering the fenced in area. The Village has not gotten an answer
about this yet from their insurance company. Trustee Petruska said that there is room in front of Don’s
house to put snow. Trustee Troiola wants to be clear what Don wants? Don said for the village to unlock
the gate and they can open it when they need it, push the snow to the side. Don said over the weekend
someone was parked in that area. He feels he isn’t asking for a lot. Troiola said he doesn’t understand
why one side is locked if the other side is not. Scott H. said that one side was always left unlocked for
many years for ease of use for DPW. Troiola says anyone can park in that area now if the gate isn’t
locked on both sides. Weiss wouldn’t have a problem if they parked in the gravel driveway at the old
shop. Don says then just unlock the gate, don’t plow snow. Trustee Petruska says there is street parking
on Mill Rd. Trustee Ball thinks we have to get an answer from our insurance company, and we may
have to ask the Lions Club to remove their items from that area as well to not show any favoritism. The
Board agrees that the gates should either ALL be locked or none of them locked. Scott says to post it as
no trespassing and lock the gates. Scott P. in order for the PD to give citations for trespassing it has to be
posted with proper signage and hours. Deep Rock Springs parking should be posted on the shop side. NT
says to take the lock off instead of spending all of this extra money to buy signage. Everyone says to
lock both gates and we need to hear from the insurance company. This will be on the next meeting
agenda again.
4. New Business
Discussion and Possible Action on the Following Items
A. Gorsegner/Ball motion to not give a donation to Jefferson County Clean Sweep program. President
Weiss says they ask us for this annually but have not ever donated. We have our own e-waste each
year, they do take our drugs from the drug drop box, but we get paid $200/yr. and hazardous
chemicals can be taken to them as well even without a donation. All ayes-motion carried.
B. Troiola/Gorsegner motion to approve the bills on the bill list totaling $89,214.16 with extras
presented tonight for 2 tax refunds, WE Energies, Colonial Life, Johns Disposal, Dept. of Admin.,
Verizon, mileage for Rec Dept. and WPPR (check to see if there’s a past due balance). Roll call
vote: Ball, Gorsegner, Kinjerski, Petruska, Troiola, Weiss-aye. Motion carried.
C. Troiola/Kinjerski motion to approve the 2024 Wage Scale for Village Employees. Clerk Mueller said
all dept. heads have reviewed. Scott H. asked that the wage increase for his employees be changed to
read when they pass their test or get next license will be their increase and not “July”. All ayes-
motion carried.
D. Petruska/Ball motion to approve Resolution 2024-01 for the 2024 Fee Schedule. This was looked at
at the last meeting, the only changes were a few sport fee increases for the Rec. Dept. All ayes-
motion carried.
E. Gorsegner/Petruska motion to sign the agreement between Village of Palmyra and Michels
Construction Inc. for the Spring Lake Dam Repairs in the amount of $133,768.61. Roll call vote:
Ball, Gorsegner, Kinjerski, Petruska, Troiola, Weiss-aye. Motion carried.
Gorsegner/Ball motion to adjourn at 6:43 pm. All ayes-motion carried.
