MEETING MINUTES Village of Palmyra REGULAR VILLAGE BOARD MEETING Monday March 4, 2024 Village Hall 100 W. Taft Street 6:00 P.M. The meeting was called to order by Village President Kathy Weiss at 6:00 pm. Roll call: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-present. Also present: Scott Halbrucker, Bill Holcomb, Dave Anich, Cindy Bontemp, Nick Venes, Donna Tronca, Dan Johnson. Joe DeYoung arrived at 6:20 pm Pledge of Allegiance Communications Village President Weiss reminded residents to look around and clean up yards and Pet owners, clean up after your pets when walking them. Pet licenses are due 3/31. April 13th FFA fundraiser. Scott Halbrucker mentioned that there is free firewood for village residents at the pump station. Scott Pavlock explained somewhat how the sirens are set off. The National Weather Service out of Sullivan actually decides when it is necessary to sound the alarm. It will sound for 3 minutes for a tornado, and it will go off for a severe storm warning. Sirens are designed for people outside, not in their homes. There is no “all clear” sound. Public Hearing: PLEASE TAKE NOTICE that the Village of Palmyra adopted a Resolution respecting the Notice of Intent to vacate portions of rights of way of an unnamed and unimproved alley located adjacent to 408 W. Wilson Street in the Village of Palmyra, Jefferson County, Wisconsin. The Resolution was adopted by the Village Board on Jan. 15, 2024. The Village Board will consider the vacation and discontinuance of the subject portions of rights of way regular Board meeting on March 4, 2024, at the Village Hall, 100 W. Taft Street, Palmyra, Wisconsin. The meeting will begin at 6 O’clock p.m. All members of the public who wish to be heard on this matter will be given an opportunity to speak. Dave Anich- Property owner of 408 W. Wilson explained that this is a plotted alley from RR tracks that splits his property, so he asked for it to be vacated so that he can use it. No further comments. Hearing was closed at 6:04 pm Monthly Reports: Public Works- Scott stated that he is meeting this Thursday with Brion Udovich from the Jefferson County Hwy Dept. and Town of Palmyra Supervisor Josh Gajewski to discuss possible upcoming repairs on Blue Spring Lake Road. The guys are 90% done with the clean up at the pump station and will be fixing the lawn jobs caused by plowing. Public Safety-nothing to report. Recreation Dept., -no report Library-Weiss mentioned that the library is holding an Inaugural Powers Pi Day fundraiser, next Monday is the memory café, March 13th Trivia at 5 pm Clerk/Treasurer-very busy by the report submitted. Public Forum: None 1. Consent Agenda: All items listed are considered routine and will be enacted by one motion. There will be no separate discussion of these items unless a Board member so requests, in which event the item will be removed from the Consent agenda and be considered on the regular agenda. A. Troiola/Kinjerski motion to approve of the following minutes: Feb. 19, 2024 Committee of the Whole meeting as presented. All ayes-motion carried. 2. Building Permits: Jan. permit report submitted. 3. New Business Discussion and Possible Action on the Following Items A. Troiola/Gorsegner motion to approve Resolution 2024-03 Vacating a portion of unimproved and unnamed alley. This is adjacent to 408 W. Wilson St. Weiss said that Exhibit A needs to be attached to the resolution. All ayes-motion carried. B. Petruska/Troiola motion to approve the Special Events request form from Donna Tronca for the Music on Main Events this summer. Same area and same times, no changes. All ayes-motion carried. C. Weiss/Ball motion to appoint Trustee Tim Gorsegner as the official “signer” in the Village President’s absence when she goes on vacation in April. All ayes except Gorsegner who abstained. Motion carried. D. Troiola/Smith motion to approve the payment of the bills on the bill list totaling $53,953.89 with additional bills presented tonight to WE Energies, Premium Waters, and 2 rolls of quarters for Fire Dept. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye. Motion carried. E. Gorsegner/Troiola motion to approve the updated Polling Place Emergency Plan. All ayes-motion carried. The clerk said she needed to make minor changes to the Police Chief and some contact phone numbers. F. Troiola/Ball motion to convene, upon passage of the proper motion, into Closed Session at 6:21 pm with staff, pursuant to §19.85(1)(e), Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Specifically, the Village owned lands on Hwy H, parcel 171-0516-2722-005, 171-0516-2814-000, 171-0516-2811-000, 171-0516-2722-000 owned by the Village. AND G. For the purpose of discussing the sewer agreement between the Village of Palmyra and the Blue Spring Lake Management District. AND The Village Board will remain convened into Closed Session with staff, pursuant to §19.85(1)(c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Specifically for updates from the Public Safety Director on the Public Safety Departments personnel matters. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye. motion carried. H. Troiola/Ball motion to convene into open session at 8:42 pm for further discussion related to matters discussed in closed session. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-carried. Petruska/Troiola motion to adjourn at 8:42 pm. All ayes-motion carried.
