MEETING MINUTES Village of Palmyra REGULAR VILLAGE BOARD MEETING Monday, November 4, 2024 Village Hall 100 W. Taft Street 6:00 P.M. The meeting was called to order by Village President Kathy Weiss at 6:00 pm. Roll call: Ball, Kinjerski, Gorsegner, Petruska, Smith, Troiola, Weiss-present Pledge of Allegiance Communications: President Weiss mentioned that tomorrow is the Election. Thursday is the Turkey Dinner at the Methodist church from 4 – 7 pm. Nov. 16th is the last yard waste. The Annual craft fair will be on Nov. 23rd, Dec. 7th is the Christmas parade. Monthly Reports: Public Works- Scott H. reported that the dam project is done. PFAS study draft is done and MSA has sent the application for a loan for this project. MSA would like to come to the next meeting to talk to the board. Their recommendation is to go with carbon filters vs. new well. Estimated cost just under $5 million dollars. Could get up to 50% principal forgiveness. We could do nothing now and would have to comply by 2029 and the cost will only go up. Maybe do a pilot program for 3-6 months to see how it would work. Lead and copper letters, he is working with a company that must get the letters out by the end of next week. Public Safety- village and town boards were sent the run reports for 2024. Nov. 1st winter parking restrictions went into effect, they will be writing warnings. Trustee Gorsegner asked about dates of FEMA training. Scott is working on it, it’s been difficult to get something scheduled. Recreation Dept.,- nothing Library- Director’s report given to the board. Clerk/Treasurer- Mueller said she has been working on the budget, trying to get numbers from the local bank for some borrowing and has reached out to Ehlers for some advice. The Election is tomorrow and Wednesday will be very busy as well. Public Forum: Alissa Simmons mentioned that the scarecrow contest was successful, her group is getting ready to hang Christmas lights in the next few weeks, flower boxes will be redone before craft fair and music will be turned on. Halbrucker said there is a problem with some speakers. 1. Consent Agenda: All items listed are considered routine and will be enacted by one motion. There will be no separate discussion of these items unless a Board member requests, in which event the item will be removed from the Consent agenda and be considered on the regular agenda. A. Approval of the following minutes: October 21, 2024 Committee of the Whole Meeting and October 28, 2024 Budget & Finance Committee meeting. B. Home Business license renewal for Deborah Ball to operate an insurance business from her home at 606 Powers St. Troiola/Petruska motion to approve the consent agenda as presented. Weiss thought the motion regarding the Personnel Committee’s recommendation was written wrong in the minutes but the board said the minutes were correct, so Weiss has to fix the letter she sent to Lower Spring Lake Management District President Carol Dixon. All ayes-motion carried. 2. Building Permits: None 3. New Business Discussion and Possible Action on the Following Items A. Troiola/Gorsegner motion to approve the payment of bills totaling $ 108,367.68 from the bill list with the extras presented tonight to Linda Plennes, Diversified Benefits, Randy Harris for reimbursement for work boots, True Value, Colonial Life, and several WE Energies bills. Roll call vote: Ball, Kinjerski, Gorsegner, Petruska, Smith, Troiola, Weiss-present B. Petruska/Gorsegner motion to appoint Julia Christopherson to fill the Library board vacancy. All ayes-motion carried. Gorsegner/Troiola motion to adjourn at 6:23 pm. All ayes-motion carried.
