MEETING MINUTES Village of Palmyra REGULAR VILLAGE BOARD MEETING Monday, December 2, 2024 Village Hall 100 W. Taft Street 6:00 P.M. The meeting was called to order by Village President Kathy Weiss at 6:00 pm. Roll call: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-present. Troiola by phone at 6 pm until he arrived at 6:18 pm. Also present: Joe DeYoung with MSA Pledge of Allegiance Communications: Board has a memo on the payment of fireworks permits. The Christmas parade is this Sat at 5 pm. And Santa and tree lighting after at the Museum Monthly Reports: Public Works – Visu sewer lining the mains on some streets. The Christmas tree for museum is up. Halbrucker is getting phone calls about the lead service line letters that went out. Public Safety - nothing Recreation Dept.-typed report Library-typed report Clerk/Treasurer – typed report Public Forum: no one 1. Consent Agenda: All items listed are considered routine and will be enacted by one motion. There will be no separate discussion of these items unless a Board member requests, in which event the item will be removed from the Consent agenda and be considered on the regular agenda. A. Approval of the following minutes: November 18, 2024 Committee of the Whole Meeting and November 19, 2024 Budget & Finance Committee meeting. B. Mobile Home park license renewal for GVH Development LLC (aka: Beachwood Village) C. Operator’s License for Simran Virk. Gorsegner/Smith motion to approve the consent agenda with a correction to the budget meeting to clarify that a truck can get out the door but they are not fully staffed and the board has been made aware of this. All ayes-motion carried. 2. Building Permits: 3. New Business Discussion and Possible Action on the Following Items A. Renewal of Village insurance policies with the League of WI, agent R&R Insurance. Property, work comp, liability, etc. 3% or less for work comp, down 9%. Projecting additional $400,000 of payroll from the fire/ems personnel causing some premium increases and with liability insurance as exposure goes up too. The property side is all inflation and workers’ comp increase based on payroll. 3 officers but not until June per Scott Pavlock, so 3 or 4.5 is incorrect. The Clerk will check the police and fire/ems payroll and get back to Paul. Take the additional insured of Railroad off. Smith/Gorsegner motion to approve the renewal of Village insurance policies with the League and R&R agent with noted modifications to police personnel. Roll call vote: Ball, Gorsegner , Kinjerski , Petruska, Smith, Troiola, Weiss-aye. Motion carried. B. Proposal for new ambulance-cot for the Fire/EMS Dept. old cot can’t be used in the new ambulance, there are no replacement parts for this cot. Pre-payment reduces interest rate to 5%. Delivery in 2026. This is JUST the cot we are approving tonight. Ball/Kinjerski motion to order new cot $59,410.08 now and pay later (2026) and get the extra trade in value. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye. Motion carried. C. Troiola/Gorsegner motion to approve the payment of Bills totaling $210,669.85 on the bill list with extras presented tonight to WE Energies, mileage reimbursement to Taylor Kazinski for firefighter class, Verizon, credit card bill, Core and Main, Jefferson County Treasurer, Hydro Corp, L& R meter testing. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye. Motion carried. D. Gorsegner/Ball motion to approve the contract with Johnson Block auditors for 2024 audit in the amount of $24,900. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye. Motion carried. E. 2025 Utility Budgets: Water/Sewer and Stormwater budgets. Sewer maintenance of collection system is lining the 10” laterals in town, old clay biggest expense. $131,000 in structures & improvements is for replacing the 1970 pumps at carriage way lift station and the generator at the pump station. Stormwater expenses- projects are fixing some of the curb on Main St and catch basins, try to fix Village Hall parking lot for where rain gutters run so there will be no more ice slick. Water-expenses-mixer for the water tower plus wiring. There is damage from ice chunks. And 2 hydrants that need to be replaced and then the whole PFAS project. Weiss/Gorsegner motion to approve all of the utility budgets as presented. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye. Motion carried. F. Gorsegner/Ball motion to approve the contract for Pilot Testing from Water Surplus in the amount of $30,850.00 Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye. Motion carried. G. Smith/Gorsegner motion to approve the contract from MSA Professional Services for SDWLP Funding Application in the amount of $14,000. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye. Motion carried. All funding is in the water utility fund per Scott Halbrucker. H. Gorsegner/Ball motion to approve the option of 800 gmp, 2 systems in the amount of $6,055,000 for the treatment of PFAS for the Water system and the cost from MSA not to exceed $405,000.00 for the design work. Roll call vote: Ball, Gorsegner, Kinj erski, Petruska, Smith, Troiola, Weiss-aye. Motion carried. I. Ball/Kinjerski motion to convene into Closed Session with staff, pursuant to §19.85(1)(e), Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Specifically, the contract for EMS Billing and the Marsh Road Development. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye. Motion carried. J. Gorsegner/Petruska motion to convene into open session at 7:36 pm for further discussion related to matters discussed in closed session. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye. Motion carried. Troiola/Petruska motion to adjourn at 7:36 pm. All ayes-motion carried.
