SPECIAL VILLAGE BOARD MEETING
Monday December 9, 2024
Public Safety Building

6:00 P.M.
The meeting was called to order by Village President Kathy Weiss 6:00 pm. Roll call: Kinjerski,
Gorsegner, Petruska, Smith, Troiola, Weiss-present. Tom Ball excused.
Pledge of Allegiance
Casey Griffiths from Ehlers was present via TEAMS. He read through a memo that Ehlers drafted
explaining the Expenditure Restraint Program and levy limit rules. Griffiths also touched on the fund
balance applied. Board members had no questions.
1. Public Hearing:
President Weiss opened the Public Hearing to consider Resolution 2024-10, 2025 Budget Adoption and
Tax Levy. At 6:08 pm. There were no comments from the public. Weiss closed the public hearing at
6:09 pm.
2. New Business
Discussion and Possible Action on the Following Items
A. Gorsegner/Troiola motion to approve the 2025 TID #3 and TID #4 budgets. Roll call vote:
Kinjerski, Gorsegner, Petruska, Smith, Troiola, Weiss -aye-motion carried.
B. Troiola/Gorsegner motion to adopt Resolution 2024-10 for the 2024 Budget Adoption and Tax Levy.
Roll call vote: Kinjerski, Gorsegner, Petruska, Smith, Troiola, Weiss-aye-motion carried.
C. 2025 Pet License fees. Officer LePak and the Police Dept have requested that the pet license fees be
increased to help offset the cost of the contract with the Jefferson County Humane Society and the fact
that pet fees have not been increased in quite some time. LePak had some examples of surrounding
communities. They were proposing fixed be $10, unfixed be $20 and $10 for late fee. The late fee is
already $10. Trustee Petruska said that she feels the fees should all be doubled. The Village Clerk
requested that the increase for them go up $5 and the late fee to $20, you want to punish those that
don’t license on time more than the owners that do. Petruska feels that we are way too low.
Petruska/Troiola motion to increase the fixed fees to $10, unfixed to $20 and late fee to $20. Weiss,
Troiola, Petruska, Gorsegner-aye. Kinjerski, Smith -nay. Motion carried.
Troiola/Gorsegner motion to adjourn at 6:27 pm. All ayes-motion carried.
