Village of Palmyra
REGULAR VILLAGE BOARD MEETING
Monday March 3, 2025
Village Hall
100 W. Taft Street
6:00 P.M.
The meeting was called to order by President Weiss at 6:00 pm. Roll call: Ball, Gorsegner, Kinjerski,
Petruska, Smith, Tucker, Weiss-present.
Pledge of Allegiance
Communications: President Weiss said there will be informational meetings about the referendum that
will be on the April 1st ballot. These meetings are March 12th and March 27th at 6:30 at the Community
Center. On the first Saturday in April the yard waste site will be open.
Monthly Reports:
Public Works-He has items on the agenda
Public Safety- Fire Chief Gartzke said that the grassland fire from last Friday night burned up to 95
acres and partially into the Kettle Moraine. Within 6 minutes we had people on the scene. There were
15 ft flames, due to very high winds. Mutual aid from 20 agencies. Everyone worked together very
well. DNR will investigate, he met with them yesterday and walked the perimeter. Hard to find the
cause, no evidence of arson. No injuries or mechanical breakdowns.
Recreation Dept.,-none
Library- director report didn’t get into the packets. This will be for the next meeting.
Clerk/Treasurer-nothing at this time
Public Forum: None
1. Consent Agenda: All items listed are considered routine and will be enacted by one motion. There
will be no separate discussion of these items unless a Board member so requests, in which event the
item will be removed from the Consent agenda and be considered on the regular agenda.
A. Smith/Kinjerski motion to approve the minutes from Feb. 17, 2025 Committee of the Whole
meeting and Feb. 26, 2025 Public Works Committee meeting with corrections mentioned. All
ayes-motion carried.

Discussion and Possible Action on the Following Items
A. Trustee Tucker read the extra invoices that were presented tonight and the Village Board needs to
decide what account the Ehlers invoice for referendum assistance should be paid from. Trustee
Petruska said the Ehlers invoice should be coded to the Public Safety Dept. As does Trustee Smith
and others. Split it 50/50 to PD and FD funds. Petruska asked about the fees for legal counsel for the
hangar tax matter for approx. $1400. Weiss said Stan spoke to the Town’s attorney and came in
person to meet with Frank Sauter. Stan said “we” need to meet with Frank and the Town attorney
because he had a thought about how to do this. Weiss said he was out here on another matter too.
Petruska says we spent $2000 on legal costs for this subject. She asked if this is normal how things
are done like this, shouldn’t this have gone to the board. What is the process, when does the Village
President need to talk to the lawyer. Petruska says the whole board should have known about this. A
correction to Martha Parker’s pay-should be $54. Petruska asked Scott Pavlock what the Attorney
Von Briesen invoice is for. He stated: “a departmental investigation into 2 employees recently”.
Ball/Smith motion to approve the payment of the bills totaling $369,368.81 that were on the bill list
with extras presented tonight to Elan Financial for the Village credit cards, reimbursement to Scott
Halbrucker for safety boots, 2 months of invoices to John’s Disposal, WI Rural Water Association
Membership, Verizon, Mukwonago Yamaha for the purchase of the new mower, and to Ehlers for
levy limit referendum assistance to be split 50/50 to Police and Fire. Roll call vote: Ball, Gorsegner,
Kinjerski, Petruska, Smith, Tucker, Weiss-aye. Motion carried.
B. Petruska/Tucker motion to approve the draft agreement with Lower Spring Lake Management
District for weed harvester staff and weed harvesting equipment. Weiss wrote the agreement after
input from Scott Halbrucker and lake district people. All ayes-motion carried. It will be sent to Carol
Dixon for their board to approve at their next meeting.
C. Gorsegner/Petruska motion to accept the quote from Oakridge Contracting in the amount of
$31,340.00 to repair the beach house roof, soffit and facia. Scott H. will make sure there is a
warranty for the roof. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Tucker, Weiss-aye.
Motion carried.
D. Gorsegner/Ball motion to approve the letter of endorsement for Bertram Communications LLC’s
application for BEAD funding. Trustee Tucker said to change the dates from March 7th in the letter
to March 3rd. All ayes, except Petruska who abstained. Motion carried.
E. Chief Gartzke worked on some of the information that should go into the informational letter to
residents regarding the April 1st referendum for Police, Fire, EMS. Chief Pavlock apologized that he
and Sgt. LePak have not had time to work on this letter. Weiss will meet with them on Tuesday to
put something together. Then the Clerk will email the letter to the board members for their review.
They are to let the Clerk know by Wednesday at 11 am if they approve of the letter.
F. Discussion/possible action on appointment of a Village Board member for the Jefferson County
EMS Working Group. Weiss says this has come up from the county meetings she has attended. Chief
Pavlock says it would be good to have a representative from the Village. Everyone wonders why
they don’t want someone from the Fire/EMS dept. but Weiss says she is not sure. Petruska said that
she would be willing to do this. Smith/Tucker motion to appoint Angela Petruska. All ayes, Petruska
abstained. Motion carried. Weiss thinks they meet once a month.
Gorsegner/Ball motion to adjourn at 7:51 pm. All ayes-motion carried.
