MEETING MINUTES Village of Palmyra SPECIAL VILLAGE BOARD MEETING Monday July 14 2025 Village Hall 100 W. Taft Street 6:00 P.M. The meeting was called to order at 6:03 pm by Village President Tim Gorsegner. Roll call: Ball, Gorsegner, Petruska, Smith, Tucker, Wallace- present. Deichl-absent. New Business A. PLEASE TAKE NOTICE that the Village Board of the Village of Palmyra may convene into closed session pursuant to State Statute 19.85(1)(c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Specifically, the Public Safety Director’s position. Tucker/Smith motion to go into closed session at 6:03 pm. Roll call vote: Ball, Petruska, Gorsegner, Smith, Tucker, Wallace-aye-motion carried. B. Wallace/Petruska motion to convene in open session at 8:02 pm pursuant to §19.85(2), Stats., for possible additional discussion and action concerning any matter discussed. Roll call vote: Ball, Gorsegner, Petruska, Smith, Tucker, Wallace-Aye. Motion carried. Paul Blount was called on the phone to discuss the offer. Gorsegner/Tucker motion offering the position of Public Safety Director to Paul Blount pending appointment approval as Police Chief by the Police and Fire Commission. Position is effective 7/14/2025, wage to be $85,000 until appointment as Police Chief then a wage of $105,000. Blount will have the use of a public safety response vehicle or squad to use as a take home vehicle. Benefits-per our handbook Vacation - 80 hours until his anniversary date of March 17, 2026 then 120 hours on March 17, 2026, then 160 after 5 years. Roll call vote: Ball, Gorsegner, Smith, Tucker, Wallace- aye- Petruska-nay. Motion carried. President Gorsegner will contact Attorney Macy to draft a 1 year engagement letter.
