Village of Palmyra
REGULAR VILLAGE BOARD MEETING
Monday August 4, 2025
Village Hall
100 W. Taft Street
6:00 P.M.
The meeting was called to order by President Gorsegner at 6:00 pm. Roll call: Ball, Deichl, Gorsegner,
Petruska, Smith, Tucker, Wallace-present. Also present: Public Safety Director Paul Blount, Fire Chief
Mike Gartzke, Dan Schiller Assistant Fire Chief, Josh Meyerhofer-MSA, David Koziol – Virtus.
Pledge of Allegiance
Communications: President Gorsegner announced that there is an Aug. 14th meeting with Town of
Palmyra to discuss the fire/EMS contract. Aug. 16th Hot dogs with Heroes event at the Public Safety
Dept.. The Fire and Police Commission have meeting Thurs. @ 6 pm, can the village board be present?
Yes most can.
Monthly Reports:
Public Works- finished sidewalk repair project, will be exercising water valves, new generator installed
at pump station, 2012 dump truck went in to get the wing fixed.
Public Safety- Paul said that the Village Board was given a press release showing that July 28th was a
very busy day for the EMS staff, we had to call in mutual aid for one call and this is a testimony to our
team. The next week will be busy working on budget.
Recreation Dept.- typed report submitted.
Library-directors report was submitted to the board.
Clerk/Treasurer – financial report on agenda.
Public Forum: None
1. Consent Agenda: All items listed are considered routine and will be enacted by one motion. There
will be no separate discussion of these items unless a Board member so requests, in which event the
item will be removed from the Consent agenda and be considered on the regular agenda.
A. Wallace/Ball motion to approve the following minutes: July 21, 2025 Committee of the Whole
meeting, and the July 24, 2025 Special Village Board meeting combined with Police & Fire
Commission as presented. All ayes-motion carried.

Discussion and Possible Action on the Following Items
A. Approval of Ordinance Map Rezone of Parcels 171-0516-2722, -2811, and -2814 as
Westfield/Marsh Road Planned Unit Development (PUD) General Development Plan (GDP). Josh
Meyerhofer with MSA went through the memo and ordinance. Item #1 for discussion is ownership
of the central Blvd. The developer is offering $300,000 to offset the Village’s cost for construction
and public dedication of the Blvd. Item #2 for discussion is the parkland dedication fee. There are
discrepancies to determine this fee. The Village ordinance and fee schedule determines the parkland
fee based on number of units and the GDP is based on number of lots. The cost per lot would be
$24,000 and the cost per unit would be $65,600. Virtus is developing and their cost a 2.16-acre park
with playground equipment. This average cost is $72,000. Public Works Superintendent Halbrucker
said he is fine with making the Blvd. public (village would be responsible to maintain it, snowplow)
There is a bio swale in the Blvd and per DNR code it says you can’t push snow onto the filtration so
DPW would have to remove the snow. Virtus would pay the $300,000 to the Village over 2 phases.
Gorsegner/Ball motion to make Blvd. public. All ayes-motion carried. Per unit vs per lot. Virtus
proposes to pay “per lot”. Ball/Petruska motion that Virtus pay a per lot fee totaling $24,000 for the
parkland fee. All ayes-motion carried. Ball/Smith motion to adopt Ordinance 2025-02, rezoning
171-0516-2722, -2811, and -2814 from Rural Holdings to Planned Unit Development (PUD)
General Development Plan (GDP) mixed residential and commercial development planned unit
development. All ayes-motion carried. The next steps are the preliminary plat and SIP to Plan
Comm Aug 20th and Sept 2nd VB meeting schedule.
B. IT updates for Village Ipads and Public Safety Dept. Tabled until Aug 18th.
C. Wallace/Deichl motion to have the Fire/Rescue Dept send a billing services agreement for a potential
new EMS Billing Services Company to legal counsel for review. Dan Schiller spoke: the company
they are looking at is a smaller/newer company more tailored to our needs some cost benefits to the
Village as well. All ayes-motion carried.
D. Historic Preservation request for a grant application for the designation of historic sites within the
Village. Alissa Simmons, the Historic Preservation Commissioner, stated that there is a possibility
for a grant which can be used to help designate approx. 29 buildings as historic. They could then go
on the State Registry and possibly the National Registry. She has spoken to the owners of some of
the buildings explaining the process. They do not have to participate but there are tax advantages if
they do and loan interest loans. The Village won’t lose the grant if some owners decide not to
participate. Inside owners can do whatever they want, outside is more restrictive and must maintain
the same façade. Who would monitor what these buildings in the future to make sure they are staying
withing the guidelines? Simmons thought that the Village would somehow have to do the
monitoring. Could there maybe be a separate “district” in our zoning book. Trustee Petruska said
that it wouldn’t hurt to budget for it in 2026, it would be an expense and an offsetting revenue.
Petruska/Tucker motion to have the Historic Preservation Commission apply for a grant up to
$15,000 on behalf of the Village to pursue historic designation of buildings. Roll call vote: Ball,
Deichl, Gorsegner, Petruska, Smith, Tucker, Wallace-aye. Motion carried.
E. Mural on the back of the dug out at the village park. Alissa Simmons said that the same artist that did
the beach and village park murals will do this mural. Simmons showed a sample to the board of the
proposed artwork. They have raised the money to pay for this. Tucker/Wallace motion to approve the
mural for the Village Park dug out. All ayes-motion carried.
F. Wallace/Petruska motion to approve the Special Event request for Music on Main Aug. 22nd. All
ayes-motion carried.
G. Tucker/Smith motion Temporary Beer permit for the American Legion for Aug. 22nd Music on Main
event. All ayes-motion carried.
H. Smith/Wallace motion to approve the June Treasurer’s report, bank statement and cash account
balances as presented by the Clerk. All ayes-motion carried.
I. Wallace/Smith motion to pay the bills totaling $224,044.13 with extras to WE Energies, The
Coaches Locker, WI Inspection Agency, and Jim & Judy’s. Roll call vote: Ball, Deichl, Gorsegner,
Petruska, Smith, Tucker, Wallace-aye. Motion carried.
J. The board set 2 dates for engineering companies to present options for the public safety building.
Aug 13th 5 Bugels and Aug. 21st for Keller 6 pm.
K. Smith/Wallace motion to convene into closed session at 7:07 pm pursuant to State Statute
19.85(1)(c) Considering employment, promotion, compensation or performance evaluation
data of any public employee over which the governmental body has jurisdiction or exercises
responsibility. Specifically, the Public Safety Director’s and Police Chief position. Roll call
vote: Ball, Deichl, Gorsegner, Petruska, Smith, Tucker, Wallace-aye. Motion carried.
L. Petruska/Tucker motion to convene in open session at 7:24 pm pursuant to §19.85(2), Stats.,
for possible additional discussion and action concerning any matter discussed in closed
session. Roll call vote: Ball, Deichl, Gorsegner, Petruska, Smith, Tucker, Wallace-aye. Motion
carried. No action taken.
Ball/Smith motion to adjourn at 7:25 pm. All ayes-motion carried.

into closed session pursuant to State Statute 19.85(1)(c) Considering employment,
promotion, compensation or performance evaluation data of any public employee over
which the governmental body has jurisdiction or exercises responsibility. Specifically, the
Public Safety Director’s and Police Chief position.
L. You are further notified that at the end of the Closed Session, the Board may convene in
open session pursuant to §19.85(2), Stats., for possible additional discussion and action
concerning any matter discussed.
