MEETING MINUTES Village of Palmyra REGULAR VILLAGE BOARD MEETING Monday February 16, 2026 Village Hall 100 W. Taft Street 6:00 P.M. The meeting was called to order by President Gorsegner at 6:00 pm. Roll call: Ball, Deichl, Gorsegner, Petruska, Smith, Tucker, Wallace-present. Pledge of Allegiance Communications President Gorsegner received a letter from the DOT for the Hwy 59 project that he asked Scott Halbrucker if he had gotten. Trustee Tucker said that there will be interviews next week for the deputy clerk and Rec. Director positions. Public Forum: none 1. Building Permits: 2. New Business: Discussion and Possible Action on the Following Items A. Wallace/Tucker motion to approve the Special Events application from Regina Neist, from the Kettle Moraine Blues band on June 19th from 6-8 pm. With the modifications to the location of the barricades per Scott Halbrucker’s recommendation. He will call her about this. All ayes-motion carried. B. Presentation from Debra Reinbold, President/Executive Director, ThriveED/Jefferson County Economic Development Consortium was given. Very informative on what ThriveED and JCEDC have to offer. No action taken C. The appointment of Grant Zabel to the Police and Fire Commission was tabled on a Tucker/Smith motion as there were 2 other names that were interested and no one reached out to them. They should be asked to submit a letter of interest. All ayes-motion carried. D. Smith/Petruska motion to approve the Feb. 2, 2026 Village Board meeting minutes and Feb. 10th Personnel Committee meeting minutes as presented. All ayes-motion carried. E. Petruska/Ball motion to approve the Home Business License for Connie Wilson at 504 E. Main St. to sell baked goods. All ayes-motion carried. F. Smith/Wallace motion to approve the payment of bills totaling $177,026.31. with extras to Menards, Cintas, Jefferson County land & water conservation dept., WI Rural Water Association, USA Blue Book, Jefferson County Hwy Dept. for salt, Insight FS- Roll call vote: Ball, Deichl, Gorsegner, Petruska, Smith, Tucker, Wallace-aye.
