MINUTES OF THE COUNCIL MEETING
OF THE CITY OF PAOLA, KANSAS
6:00 O’CLOCK P.M.
July 9, 2013
HELD AT THE PAOLA JUSTICE CENTER
805 North Pearl Street in Paola
The Governing Body of the City of Paola, Kansas, met with Mayor Stuteville presiding.
Council Members present: Mayor Artie Stuteville and Council Members Jim Pritchard,
Gee Gee Wilhoite, Leigh House, and Aaron Nickelson.
Council Members absent: None.
Also present: City Manager Jay Wieland, City Clerk Dan Droste, City
Attorney Lee Tetwiler, Police Chief Dave Smail, City Planner
Mike Gotfredson, Lee Mott, Beverly Shane, and Brian
McCauley with the Miami County Republic.
Agenda Item 1 - CALL TO ORDER: The regular council meeting was called to order by
Mayor Stuteville.
Agenda Item 2 - ROLL CALL: Mayor Stuteville and Council Members Pritchard, Wilhoite,
House, and Nickelson were present. No one was absent.
Agenda Item 3 - PETITIONS, REMONSTRANCES, AND COMMUNICATIONS:
Mayor Stuteville asked the audience if anyone desired to address the Council about any issue that
is not an agenda item. No one addressed the Council.
Agenda Item 4 - CONSENT AGENDA:
a. Approval of minutes of the meeting of June 25th and July 2nd, 2013.
b. Approval of Salary Ordinance 13-13 and 13-14.
c. Approval of Appropriation Ordinance No 755.
d. Approval of the Journal Entries Report for June, 2013.
e. Approval of the Pledged Securities Report for June, 2013.
f. Approval of a leak allowance for 510 W Chippewa in the amount of $86.72.
After a discussion, Council Member Wilhoite made a motion to approve the Consent Agenda as
presented and authorize the Mayor to sign. The motion was seconded by Council Member
Nickelson and all voted aye. The motion passed 4 to 0.
Agenda Item 5 - REPORTS OF OFFICERS, BOARDS AND COMMITTEES:
Agenda Item 5a – Report from the Roots Festival Committee.
Lee Mott, President of the Paola Roots Festival Committee, addressed the Council regarding the
upcoming Roots Festival. He reported that this is the 24th year for the festival which will be held

on August 23rd and 24th. On Friday evening, the featured band will be Robert Randolph & the
Family Band and on Saturday evening Average White Band will be the headline act. The festival
also is the home of the East Central Kansas BBQ Contest.
Mr. Mott reported that the budget for this year’s festival is approximately $95,000 and the entire
event is run by more than 200 volunteers. Single day admission for the festival is $15 and
children 10 and under are free. He reported that a discounted 2 day pass could be purchased in
advance for $25 at any First Option Bank location.
The Roots Festival Committee is again requesting support from the City for the following:
1) Close the streets around the Park Square beginning at 9:00 pm on Thursday, August 22nd.
2) Place “No Parking” signs for traffic redirected to Piankishaw, Gold and Miami Streets.
3) City Police presence equivalent to last year’s festival.
4) Trash barrels, picnic tables, and barricades with delivery and pick up by city workers.
5) Request waiver of any fees associated with the use of the Park Square.
After additional discussion, Mr. Mott thanked the City for their support of the Roots Festival.
Agenda Item 5b – Consider a Street Closure Application The Paola Roots Festival.
Clerk Droste reported that the Roots Festival Committee has submitted all of the required
applications for city permits for the 2013 festival, including the Temporary Street Closure
Application. He reported that Mr. Mott was in the process of contacting all of the business
owners that would be impacted by the festival.
After discussion, Council Member Pritchard made a motion to approve the Street Closure
Application for the Paola Roots Festival from August 22nd through the 24th as presented. The
motion was seconded by Council Member Wilhoite and all voted aye. The motion passed 4 to 0.
Agenda Item 5c – Consider a Street Closure Application The Midwest Meltdown Triathlon.
Clerk Droste presented a request to temporarily close streets around Lake Miola for the 5th
Annual Midwest Meltdown. He reported that the event draws hundreds of participants and
continues to grow each year. The event will be held on Sunday, August 25th beginning at
approximately 7 am and is over before noon.
After discussion, Council Member Pritchard made a motion to approve the Street Closure
Application for The Midwest Meltdown Triathlon on August 25th as presented. The motion was
seconded by Council Member Nickelson and all voted aye. The motion passed 4 to 0.
Agenda Item 5d – Consider a Street Closure Application The Run for the Stars 5K Fun
Run.
Clerk Droste presented a request to temporarily close streets for the 3rd annual Lakemary Center
Run for the Stars 5K Fun Run in connection with their Fall Fun Fest. The event is scheduled for
Saturday, September 28th at 8 am. The course would begin at the Lakemary Campus and go
south on Hospital Drive to Osage Street. Participants would then travel west on Osage Street to
Wallace Park Drive. After making two laps around Wallace Park, participants would then return
to the Lakemary campus by the same route.

After discussion, Council Member Wilhoite made a motion to approve the Street Closure
Application for the Lakemary Center Run for the Stars 5K Fun Run on September 28th as
presented. The motion was seconded by Council Member House and all voted aye. The motion
passed 4 to 0.
Agenda Item 6 – NEW BUSINESS
Clerk Droste reported that earlier today he received a Community Event Application for a
wakeboarding event at Lake Miola. The only issue is that the promoters were requesting that the
event be held on August 23rd and 24th which is during the Roots Festival and the day before the
Triathlon at the Lake. Droste expressed concern about the City’s resources being stretched too
thinly with three major events taking place all on the same weekend. After a discussion, the
Council asked Clerk Droste to contact the event organizers to let them know that the requested
dates would not work and to see if another weekend would be acceptable.
Manager Wieland presented a letter from the Miami County Master Gardeners notifying the City
that they were removing their plantings from the Veterans Memorial as they were not being
watered to the satisfaction of the group. Manager Wieland stated that he would be contacting
them to discuss the issue.
Council Member Wilhoite reported that the southwest corner of Diamond and Shawnee has tall
weeds that are creating a sight hazard for motorists.
Mayor Stuteville nominated Michelle Kaiser to fill the vacant seat on the Tourism Committee.
Council Member Pritchard made a motion to approve the Mayor’s nomination of Michelle Kaiser
for the Tourism Committee. The motion was seconded by Council Member Wilhoite and all
voted aye. The motion passed 4 to 0.
Agenda Item 7 – ADJOURNMENT
With no additional business to come before the Council, Council Member Wilhoite made a
motion to adjourn. Council Member Nickelson seconded the motion and all voted aye. The
motion passed 4 to 0.

TO THE HONORABLE MAYOR, ARTIE STUTEVILLE, OF THE CITY OF
PAOLA, KANSAS:
We, the undersigned being duly elected, qualified, and acting Council Members of the City of
Paola, Kansas, hereby respectfully request you to call a Work Study Meeting of the Governing
Body of the City of Paola, Kansas to be held at the Municipal Court Room at the Paola Justice
Center located at 805 N Pearl Street on Tuesday, July 9, 2013. This Work Study Meeting will
begin at the conclusion of the Paola City Council Meeting which will begin at 6:00 pm. The
starting time for this meeting will be dictated by the conclusion of the previous meeting. The
agenda for the Work Study Meeting is as follows:
Discussion of the 2014 Budget.
(This is a work study meeting, no action will be taken on any discussion item.)
