MINUTES OF THE COUNCIL MEETING
OF THE CITY OF PAOLA, KANSAS
6:00 O’CLOCK P.M.
October 14, 2014
HELD AT THE PAOLA JUSTICE CENTER
805 North Pearl Street in Paola
The Governing Body of the City of Paola, Kansas, met with Mayor Stuteville presiding.
Council Members present: Mayor Artie Stuteville and Council Members Gee Gee Wilhoite,
Leigh House and Aaron Nickelson.
Council Members absent: Council Member Jim Pritchard.
Also present: City Manager Jay Wieland, City Clerk Dan Droste, City
Attorney Lee Tetwiler, Public Works Director Craig Browning,
Police Chief Dave Smail, City Planner Mike Gotfredson,
Richard Lentz, Janet McRae, and Brian McCauley with the
Miami County Republic.
Agenda Item 1 - CALL TO ORDER: The regular council meeting was called to order by
Mayor Stuteville.
Agenda Item 2 - ROLL CALL: Mayor Stuteville and Council Members Wilhoite, House,
and Nickelson were all present. Council Member Pritchard was absent.
Agenda Item 3 - PETITIONS, REMONSTRANCES, AND COMMUNICATIONS:
Mayor Stuteville asked the audience if anyone desired to address the Council about any issue
that is not an agenda item. No one addressed the Council.
Agenda Item 4 - CONSENT AGENDA:
a. Approval of minutes of the regular meeting of September 23, 2014.
b. Approval of Salary Ordinance 14-22 and 14-23.
c. Approval of Appropriation Ordinance No 786.
d. Approval of the Journal Entries Report for September, 2014.
e. Approval of the Pledged Securities Report for September, 2014.
f. Approval of a leak allowance for 407 S Paola Street in the amount of $487.50.
Council Member Wilhoite made a motion to approve the Consent Agenda as presented and
authorize the Mayor to sign. The motion was seconded by Council Member House and all
voted aye. The motion passed 3 to 0.

Agenda Item 5a – Consider approval of an Ordinance extending the City of Paola
Residential Construction Incentive Program through April 30, 2015.
Manager Wieland presented an Ordinance renewing the Residential Construction Incentive
Program. He reported that although only one permit has been issued to date, there has been
much interest in the program and staff is recommending that it be extended through April 30,
2015.
After additional discussion, Council Member Nickelson made a motion to approve AN
ORDINANCE REPEALING ORDINANCE NO 3070 AND ADOPTING A NEW
RESIDENTIAL CONSTRUCTION INCENTIVE PROGRAM. The motion was seconded by
Council Member Wilhoite and all voted aye. The motion passed 3 to 0 and the Ordinance was
assigned number 3076.
Agenda Item 5b – Consider approval of a Resolution adopting the Region J Hazard
Mitigation Plan.
City Planner Gotfredson reported that the City Council previously approved participation in
the Miami County Hazard Mitigation Plan. He stated that these plans are no longer done for
each county in the state, but instead, multiple counties are grouped into regions across the state.
Paola is included in Region J which includes all of Anderson, Coffey, Franklin, Linn, Miami,
Osage and Shawnee counties.
After additional discussion, Council Member House made a motion to approve A
RESOLUTION ADOPTING THE REGION J KANSAS MULTI-HAZARD, MULTI-
JURISDICTIONAL HAZARD MITIGATION PLAN. The motion was seconded by Council
Member Wilhoite and all voted aye. The motion passed 3 to 0 and the Resolution was assigned
number 2014-007.
Agenda Item 5c – Consider approval of a Resolution amending the Traffic Control Device
Schedules.
Manager Wieland reported that at the Work Study Meeting on October 7th, the City Council
reviewed a traffic study related to unrestricted intersections on West Wea Street. During that
presentation it was noted that due to the low traffic volume, the installation of stop signs are
not warranted, however, it was recommended that yield signs would be appropriate for the
intersections of Diamond and Mulberry Streets. He noted that the written traffic study report
incorrectly identified these streets as Iron and Diamond Streets. Iron Street currently has a stop
sign at Wea Street for both northbound and southbound traffic. Low traffic volumes at the
intersections west of Mulberry Street did not warrant traffic signs.
After additional discussion, Council Member Wilhoite made a motion to approve A
RESOLUTION AMENDING THE OFFICIAL TRAFFIC CONTROL DEVICE
SCHEDULES FOR THE CITY OF PAOLA, KANSAS. The motion was seconded by
Council Member Nickelson and all voted aye. The motion passed 3 to 0 and the Resolution
was assigned number 2014-008.

Agenda Item 6 – NEW BUSINESS
Clerk Droste reported that sales tax revenue for the month of September amounted to $200,943
bringing the year to date total to $1,753,484 which is 2.93% more than the same time period
last year.
Clerk Droste polled the City Council to see who would be attending the League of Kansas
Municipalities Regional Supper on November 12th in Ottawa and also the Miami County
Elected Officials and Leadership Dinner on November 19th in Spring Hill.
Police Chief Smail reported that the Paola Police Department has been awarded the Edward
Byrne Memorial Justice Assistance Grant through the State of Kansas in the amount of $72,500
for the purchase of the FATS L7 Law Enforcement Training System. The system is an
interactive video training program that creates life like simulations to train officers in scenarios
such as building searches, active shooters, vehicle stops, and range instruction. The program
will be shared with all of the law enforcement departments in Miami, Linn, and Anderson
Counties.
Police Chief Smail reported that Officers have been concentrating on Codes Violations in
residential areas in town. A total of 35 to 40 violations were found at approximately 28
residences. The violations included inoperable vehicles, weeds, junk, and other nuisances. All
but two of the violations have been corrected. Enforcement will be expanded into additional
areas of town.
Manager Wieland reported that the Community Development Department issued 39 building
permits in August with a construction value of $658,664 and in September they issued 44
building permits with a construction value of $569,944.
Manager Wieland reported that the newly renovated Library opened to the public today.

With no additional business to come before the Council, Council Member House made a
motion to adjourn. The motion was seconded by Council Member Wilhoite and all voted aye.
The motion passed 3 to 0.
