MINUTES OF THE SPECIAL COUNCIL MEETING OF THE CITY OF PAOLA, KANSAS 6:00 O’CLOCK P.M. January 3, 2017 Held in the Second Floor Conference Room at Paola City Hall 19 E Peoria Street in Paola The Governing Body of the City of Paola, Kansas, met with Mayor Stuteville presiding. Council Members present: Mayor Artie Stuteville and Council Members Jim Pritchard, Gee Gee Wilhoite, Leigh House, and Aaron Nickelson. Council Members absent: None. Also present: City Manager Jay Wieland, City Clerk Dan Droste, Chief of Police Paul Jokerst, and Brian McCauley from the Miami County Republic. Agenda Item 1 - CALL TO ORDER: The special council meeting was called to order by Mayor Stuteville. Agenda Item 2 - ROLL CALL: Mayor Stuteville and Council Members Pritchard, Wilhoite, House, and Nickelson were all present. No one was absent. Agenda Item 3 - NEW BUSINESS Agenda Item 3a - Consider approval of the acquisition of four (4) 2017 Ford Explorer Police Vehicles. Manager Wieland presented proposed sales agreements from Rusty Eck Ford for four (4) new 2017 Ford Explorers each equipped with the Police Interceptor Package. The purchase price for each vehicle is $26,636.00 and the City will trade in four of the oldest Dodge Charger patrol cars. The total transaction breaks down as follows: Total Purchase Price: $106,544.00 Less: Trade In: - $23,500.00 Net Purchase Price: $83,044.00 After additional discussion, Council Member Pritchard made a motion to approve the contract for the purchase of four (4) 2017 Ford Explorers, each equipped with the Police Interceptor Package from Rusty Eck Ford for $22,136.00 each in the total amount of $106,544.00 less trade in allowance of $23,500.00 for a net total amount of $83,044.00. The motion was seconded by Council Member Wilhoite and all voted aye. The motion passed 4 to 0. City Clerk Droste presented bids from local banks for lease financing for the acquisition of four 2017 Ford Explorer Police Vehicles, as follows: Bank Rate Fee APR Terms First Security Bank 3.08% $0.00 3.08% Fixed Rate Citizens State Bank 3.10% $0.00 3.10% Fixed Rate First Option Bank 3.125% $0.00 3.125% Fixed Rate Great Southern Bank 3.29% $0.00 3.29% Fixed Rate Landmark National Bank No bid Clerk Droste recommended that the financing bid from First Security Bank at 3.08% be accepted and that the Council adopt A RESOLUTION OF THE CITY OF PAOLA, KANSAS, AUTHORIZING THE EXECUTION OF A LEASE PURCHASE AGREEMENT. After additional discussion, Council Member Nickelson made a motion to accept the bid from First Security Bank at a rate of 3.08% / 3.08% APR for a 36 month lease to finance the acquisition of four (4) 2017 Ford Explorer Police Vehicles and approve A RESOLUTION OF THE CITY OF PAOLA, KANSAS, AUTHORIZING THE EXECUTION OF A LEASE PURCHASE AGREEMENT. The motion was seconded by Council Member House and all voted aye. The motion passed 4 to 0 and the Resolution was assigned number 2017-001. Agenda Item 4 – ADJOURNMENT With no additional business to come before the Council, Council Member Wilhoite made a motion to adjourn. The motion was seconded by Council Member Nickelson and all voted aye.
