MINUTES OF THE SPECIAL COUNCIL MEETING
OF THE CITY OF PAOLA, KANSAS
10:00 A.M.
March 25, 2020
Held by Conference Call
The Governing Body of the City of Paola, Kansas, met with Mayor Stuteville presiding.
Council Members present: Mayor Artie Stuteville and Council Members Dave Smail, Trent
Upshaw, Leigh House and Aaron Nickelson.
Council Members Absent: None
Also present: City Manager Sid Fleming, Assistant City Manager Randi
Shannon, City Clerk Stephanie Marler, City Attorney Lee
Tetwiler, Brian McCauley with Miami County Republic, and
others.
CALL TO ORDER: The special council meeting was called to order by Mayor Stuteville.
ROLL CALL: Mayor Stuteville and Council Members Smail, Upshaw, House and Nickelson
were all present.
Agenda Item 1 – Consider adoption of Resolution 2020-006.
City Manager Fleming presented Resolution 2020-006 for Council consideration as a response
to the COVID-19 pandemic. He stated this resolution would temporarily authorize the City
Manager to make decisions in regard to personnel and City operations without the need to
obtain Council approval for said action. The resolution grants authority to close City Facilities
or suspend operations to secure the well-being and safety of City employees and the public at
large. Manager Fleming will keep the Governing Body informed of actions taken.
Council Member Upshaw made a motion to adopt A RESOLUTION OF THE CITY OF
PAOLA, KANSAS DECLARING A LOCAL STATE OF EMERGENCY;
TEMPORARILY EXPANDING THE AUTHORITY OF THE CITY MANAGER TO
ACT ON BEHALF OF THE CITY; AND RATIFYING PREVIOUS DECISIONS
REGARDING THE COVID-19 EMERGENCY. The motion was seconded by Council
Member Smail and all voted aye. The motion passed 4 to 0.
Agenda Item 2 – ADJOURNMENT
With no additional business to come before the Council, Council Member House made a
motion to adjourn. The motion was seconded by Council Member Nickelson and all voted
aye. The motion passed 4 to 0.
