MINUTES OF THE PLANNING COMMISSION MEETING PLANNING COMMISSION/ BOARD OF ZONING APPEALS August 21, 2018 Commissioners Present: Cowman, McLean, Wrischnik, Pfefferkorn (via phone) Commissioners Absent: Hardwick Others Present: Randi Shannon, Jessica Shay-Howell, Jim Pritchard, Ann Davis, Jeff Hartl Item 1: Pledge of Allegiance Item 2: Consideration of minutes from the August 7, 2018 meeting Chair Cowman called the meeting to order. The first order of business was the consideration of the minutes from the June 19, 2018 meeting. Commissioners McLean and Wrischnik made a motion to approve the minutes with all Commissioners voting in favor. Item 3: Consideration and vote on a conditional use permit to allow a pet grooming business at 14 South Silver, Jennifer Wright, applicant. Commissioners McLean and Wrischnik made a motion to open public hearing with all Commissioners voting in favor. No comments. Commissioners McLean and Wrischnik made a motion close public hearing with all Commissioners voting in favor. City Planner, Randi, presented background of the pet grooming business to be located at 14 South Silver, stating that this type of business is needed and it will be a great fit in the community. Commissioners Cowman asked if a review of the conditional use permit will be needed. City Planner, Randi, stated that reviews are done in six (6) months if needed. Commissioners Wrischnik and McLean made a motion to approve the conditional use permit to allow a pet grooming business at 14 South Silver, Jennifer Wright, applicant with staff recommendations with all Commissioners voting in favor. Commissioners Cowman and McLean made a motion to open public hearing with all Commissioners voting in favor. No comments. Commissioners Cowman and McLean made a motion close public hearing with all Commissioners voting in favor. City Planner, Randi, presented a proposed update to change the maximum driveway width called out in Article 11.250 Residential Access Drives from twenty (20) feet to twenty-four (24) feet. Commissioner Cowman had questions about Item B of Section 11.250 and asked City Planner, Randi, to check with Kirk at Public Works for further information. Commissioner McLean is concerned that twenty-four (24) feet will not be sufficient width for a home with a three car garage. Commissioner Cowman clarified that drives on the property owner’s side of the right-of-way could be as wide as the homeowner wanted. Commissioners McLean and Wrischnik made a motion to table the discussion until the next meeting with all Commissioners voting in favor. Item 5: Community/Economic Development Director Report Community Development Department has issued 322 for the year, 28 for the month. New business consultation for 4ganix located at 3 W Wea. They are planning for a September opening date. The City of Paola was victorious against the City of Louisburg in the 1st Mayor’s Cup.
