Minutes of the Papillion Public Library Board of Advisors Monday, August 23, 2021 The Board of Advisors of Papillion Public Library met in an open and public session at Sump Memorial Library on August 23, 2021, at 4:30 pm A. Call to order: The meeting was called to order by Library Board Vice Chairperson Melissa Panko at 4:30 pm. 1. Roll call: Present were Board Members Erin Jones, Melissa Panko and Doug Rodgers. Also present were Library Director Matt Kovar, Assistant Library Director Lacey Partlow, Youth Services Manager Kelly Warehime, Friends of the Library President Marge Caron, and Library Secretary Pat Houser. Absent: Steve Kryger and Peggy Montgomery. 2. Affidavit of Publication in the Sarpy County Guide & News: Notice of the meeting was given to the Sarpy County Guide & News, the designated method of giving notice. 3. Public announcement that a current copy of the Open Meetings Act is posted in the meeting room. B. Meeting Approval Items 1. Approval of Agenda: Motion to approve the agenda: Rogers; Second: Jones. Roll Vote: Jones: yes, Kryger: absent, Montgomery: absent, Panko: yes, Rodgers: yes. Motion carried. 2. Approval of the Minutes of the July 26, 2021 Board Meeting: Motion: Jones; Second: Rodgers. Roll Vote: Jones: yes, Kryger: absent, Montgomery: absent, Panko: yes, Rodgers: yes. Motion carried. C. Library Director’s Report 1. Correspondence and Communications: None. 2. Financial Report: The financial report effective July 31, 2021 was distributed for review. There are several projects presently in the works: replacement of floor in the youth area; computer upgrades; and replacing mechanisms on the front door. There are also outdoor projects with the Parks & Facilities Department. The Arts Council is funding additional railing for their rotating art exhibit. 3. Library Board Report: A new category for statistics was added. It now includes “General”, where programs are offered for both youth and adults. Circulation continued to be strong in July. The Summer Reading Program statistics topped all previous records. There are numerous teen volunteers joining in the teen advisory board. Two teens are continuing to do weekly volunteering. September is library card sign-up month. Sump will be closed on Labor Day, September 6; the Digital Library closes at 4:00pm. The Historical Society Naturalization Ceremony will be outside of the library on Friday, September 17; the inside of the library will be used as a backup for inclement weather. There will be an open house and mural dedication on September 18 for the Play-and- Learn Center.  The Papillion Historical Society is refurbishing a display case that will be used for rotating history exhibits. Phil Kohtz and Jenna Fuller began employment as Papillion Landing Library Specialists. Final interviews for the Technical Service Librarian position were held. Performance reviews for all full-time management exempt employees and part-time employees will take place in September. The Library booth at the Papillion Farmer’s market has been a great opportunity to connect with residents outside of the building. Kids and parents have also enjoyed the free craft each week, which was funded through a partnership with the Recreation Department. D. Agenda Items 1. Old Business: a. Policy Reviews – Discussion of Code of Conduct Proposed revisions to the Code of Conduct policy were discussed. It will also be compared to the Recreation Department’s policy to ensure uniformity at the Digital Library. The policy will be further reviewed at next month’s board meeting. b. Library Board Continuing Education – Topic Selection Strategic Planning is the next topic for the board’s continuing education. 2. New Business: a. FY2021-2022 Budget Highlights The FY2021-2022 budget will have a third reading before the City Council on September 7. As a result of the City staffing study, the Library will add one full-time staff member at the Digital Library. E. Administrative Reports 1. Committee Reports: None. 2. Comments from Library Board: None. 3. Comments from the Friends of the Library/Library Foundation: There were 20 people who met last week at the Friends of the Library meeting. The Friends will begin meeting on a quarterly basis, and are working with library staff on ideas for funding. The Papillion Library Foundation met on August 18. They are working on plans for a table at Winter Wonderland where they can share information about the Foundation’s work and to provide opportunities to donate to the library fund in a variety of charitable ways. 4.
