Minutes of the Papillion Public Library Board of Advisors Monday, October 24, 2022 The Board of Advisors of Papillion Public Library met in an open and public session at Sump Memorial Library on October 24, 2022, at 4:33 pm A. Call to order: The meeting was called to order by Library Board Chairperson Melissa Panko at 4:33 pm. 1. Roll call: Present were Board Members Melissa Panko, Peggy Montgomery, Stephanie Albers, Erin Jones, and Doug Rodgers. Also present were Library Director Matt Kovar, Library Assistant Director Lacey Partlow, and Library Secretary Joey Sears. 2. Affidavit of Publication in the Sarpy County Guide & News: Notice of the meeting was given to the Sarpy County Guide & News, the designated method of giving notice. 3. Public announcement that a current copy of the Open Meetings Act is posted in the meeting room. B. Meeting Approval Items 1. Approval of Agenda: Motion to approve the agenda: Rodgers; Second: Jones. Roll Vote: Jones: yes, Albers: yes, Montgomery: yes, Panko: yes, Rodgers: yes. Motion carried. 2. Approval of the Amended Minutes of the September 26, 2022 Board Meeting: Motion: Jones; Second: Rodgers. Roll Vote: Jones: yes, Albers: yes, Montgomery: yes, Panko: yes, Rodgers: yes. Motion carried. C. Library Director’s Report 1. Correspondence and Communications: We received thank you letters from Sarpy County Head Start and University of Nebraska-Lincoln for services provided from the library. 2. Financial Report: End of year report does not have other items that have been pulled forward to new fiscal year budget. 3. Library Board Report: a. It was a good month for program attendance for youth and adult. We had a strong month again for circulation. b. The library will be closed for Veterans Day, Thanksgiving Day and the day after Thanksgiving. We will be open all day and evening for the Winter Wonderland event. c. As part of Winter Wonderland, Youth Services will be hosting storytimes throughout the evening. d. Toddler Trick or Treat will be in the morning on Halloween. e. Two LEGO clubs will be starting at the Landing. There will be one for adults earlier in the day, and the other for children later in the day. f. Kelly will be holding a storytime for Sarpy County Head Start. g. Library staff were present at the Fall Festival and Head Start Festival. h. New shelving has been installed in periodical section which has made it easier for patrons to access previous issues. We have taken some shelving and relocated it for audio display, which has enhanced the look of the library. i. Several staff members attended the National Library Association conference in Kearney and toured the libraries in the city. Staff learned about citizens conducting  first amendment audits, which often includes a citizen recording and trying to entice staff to infringe on the first amendment. We have now installed “Staff Only” signs so citizens are aware of where they can record. j. Lacey and Kelly visited other Sarpy County libraries and met with their counterparts. k. The drainage improvement project has begun. l. Matt and Lacey will be meeting with an architect to discuss creating the wellness room. m. The implementation of fine free is complete and has been working well. n. Patrons will now be notified a month prior to their library card expiration date via email. o. Staff reviews were conducted throughout the month of September. p. One of our staff members, Shelby Janke, won the Presidential Award of Excellence at the NLA conference. D. Agenda Items 1. Comments from Library Board: Doug Rodgers contacted the Midlands Community Foundation. He explained that if we were to partner with the Dolly Parton Imagination Library they would have to request a grant, and Midlands Community Foundation would transfer the funds. A question was raised about limiting the number of people who can sign up at once. This would be to prevent the library from getting overwhelmed. Melissa Panko will be gone next meeting. 3. Comments from the Friends of the Library/Library Foundation: New window shades are up in bookstore. An interim treasurer is being selected. 4. Comments from the City: None. F.
