MINUTE RECORD AMENDED PAPILLION MAYOR/ CITY COUNCIL RETREAT MINUTES MONDAY, FEBRUARY 19, 2018 (a7 1: 00 P. M. The Mayor and City Council of the City of Papillion met in open and public session for a retreat at Chalco Hills on February 19 at 1: 00 PM. City Administrator Chris Myers called the roll. Present were Councilmembers Troy Florance, Tom Mumgaard, James Glover, Jason Gaines, Lu Ann Kluch, Bob Stubbe, Steve Engberg, and Mayor David P. Black. Councilmember Gene Jaworski was absent. Also Assistant present were City Administrator Amber Kummer and Executive Assistant Alison Hardy. Mayor Black led those present in the Pledge of Allegiance. Affidavit of Publication: Notice of the meeting was given in the Papillion Times, the designated method of giving notice. A copy is available in the office of the City Clerk. Public Announcement that a current copy of the open meeting act was present at the meeting. Short and Long Term Planning: 1) Looking Back. Mayor Black began the retreat with an introduction. He reviewed the goals from 2010, 2012, and 2014 as well as significant accomplishments in support of the goals. The five major goals were: 1. Preserve Mid- Town Papillion 2. Expand/ Improve Recreational Facilities 3. Maintain a Strong Financial Position 4. Improve/ Maintain Road System 5. Protect Small- Town Feel & Sense of Community Mayor Black and City Administrator Chris Myers then reviewed the 2017 Trend Analysis which represents a ten- year recap of benchmarks. Mayor Black called for a break at 2: 27 PM. Mayor Black reconvened the meeting at 2: 36 PM. 2) Looking Forward. After returning from break, Mayor Black provided a historical perspective of the construction of city facilities to include: Papio Bay, the Library, the Police Station, SumTur Amphitheater, the Fire Station, the Public Works Facility, the Parks Facility, and the new Community Center. He then led the City Council in a discussion on the consideration of future facilities, city services, and growth. This led to moving goal number two, 1 February 19, 2018 Expand/ Improve Recreational Facilities, to a sixth goal and replacing it with Evaluate Public Safety for a Big City. The new goals are: 1. Preserve Mid- Town Papillion 2. Evaluate Public Safety for a Big City 3. Maintain a Strong Financial Position 4. Improve/ Maintain Road System 5. Protect Small- Town Feel & Sense of Community 6. Expand/ Improve Recreational Facilities CLOSING COMMENTS: None ADJOURNMENT: Mayor Black asked for a motion to adjourn. Motion by Councilmember Gaines, second by Councilmember Glover. Upon roll call vote, Florance, Mumgaard, Gaines, Glover, Kluch, Stubbe and Engberg all voted yes. Voting no: none. Absent: Jaworski. Motion carried. Meeting adjourned at 4: 55 PM.
