MINUTE RECORD PAPILLION CITY COUNCIL MINUTES TUESDAY, MARCH 20, 2018 7: 00 P. M. The City Council of the City of Papillion met in open and public session at Papillion City Hall on March 20, 2018, at 7: 00 PM. City Clerk Nicole Brown called the roll. Present were Councilmembers Troy Florance, Tom Mumgaard, Jason Gaines, Gene Jaworski, Lu Ann Kluch, Bob Stubbe, Steve Engberg, and Mayor David P. Black. Councilmember James Glover was absent. Also present were City Administrator Christine Myers, City Attorney Karla Rupiper, Planning Director Mark Stursma, Fire Chief Bill Bowes, Public Works Director/ City Engineer Jeff Thompson, Police Chief Scott Lyons, Parks & Facilities Director Tony Gowan, Recreation Director Lori Hansen, and Finance Director Nancy Hypse. Mayor Black invited an Eagle Scout candidate from Troop # 888 to lead those present in the Pledge of Allegiance. ADMINISTRATOR' S REPORT: City Administrator Christine Myers gave an update on the following: ( 1) Facebook has announced plans to expand their Papillion data center site from 1 million to 2. 6 million square feet; ( 2) Run, hide, fight training for council members will take place immediately following the April 17 City Council meeting; ( 3) Plans 150th are beginning for the celebration of the anniversary of the founding of Papillion; ( 4) The remaining agreements for the sale of property in the Papillion Business& Technology Park should be presented to the Council for approval in April. ORDINANCES SECOND READING AND PUBLIC HEARINGS: ORD. 1802 - An ordinance to approve a Change of Zone from AG ( Agricultural) to R-4 ( Multiple- Family Residential) for the property legally described as Tax Lot 7A of Section 28, T14N, R12E, together with Tax Lot 9A of Section 21, T14N, R12E of 6th the P. M., Sarpy County, NE, generally located on the NW corner of S 96th St and Lincoln Rd. The applicant is Jeff Elliott. ( Lincoln Way) - Mark Stursma- 597- 2077. Mayor Black opened the public hearing and called for proponents and opponents. Proponents: Larry Jobeun, Fullenkamp Jobeun Johnson & Beller, 11440 W Center Rd, Omaha, stepped forward on behalf of the applicant. He noted the attendance of applicant Jeff Elliott, as well as members of the Iverson family, who are the property owners, Doug Kellner from TD2, and Jerry Slusky, who is the developer of the multi-family portion of the project. 4 March 20, 2018 Mr. Jobeun noted that the development will consist of 105 single-family lots with homes ranging in price from $ 365, 000 to $ 525,000, a multi- family development, and three outlots. He stated that Cornhusker Rd will be graded as three lanes and improvements will be made to 96th St, and then discussed access to the development from both roads. Additional improvements will include installation of a 10- foot-wide trail, a 5-foot-wide sidewalk along 96th St and Cornhusker Rd, and a 12- inch water main extension. The total estimated value of the development upon buildout is $ 70 million. Jerry Slusky, SB Communities, stepped forward as the developer of the multi-family component of the development. He referenced studies indicating Papillion' s need for additional multi-family housing and discussed SB Communities' multi-family complexes in area cities. He then discussed the specifications and proposed amenities for the Lincoln Way development. The development is expected to include conventional walk- up apartments, a 72- unit building with indoor access to complex amenities, and townhomes. Opponents: None forthcoming. M., Sarpy County, NE, together with part of the NW'/4 of the NW'/4 of said Section 35, together with that part of the NE'/ 4 of 6th Section 34, T14N, R11E of the P. M., said Sarpy County, lying south and east of the 1- 80 right-of-way, generally located south of HWY 370, between 1- 80 and S 156th St. The applicant is Dowd Grain Co, Inc. Proponents: Doug Kellner, TD2, 10836 Old Mill Rd, Omaha, stepped forward on behalf of the applicant. He stated that the zoning is being rearranged between lots on the property rather than actually changing. He noted concerns regarding the 150th St and HWY 370 interchange and stated that a traffic signal is intended to be installed later this year. Opponents: None forthcoming. R18- 0042 — PUBLIC HEARING AND VOTE — A resolution to approve a Preliminary Plat for the property legally described as Tax Lot 7A of Section 28, T14N, R12E, together with Tax Lot 9A of Section 21, T14N, R12E of the 6th P. M., Sarpy County, NE, generally located on the NW corner of S 96th St and Lincoln Rd. The applicant is Jeff Elliott. (Lincoln Way) —Mark Stursma —597- 2077. Mayor Black opened the public hearing and called for proponents and opponents. 5 March 20, 2018 Proponents: Larry Jobeun stepped forward on behalf of the applicant. He noted that the multi- family component alone will be valued at approximately $ 36 million. Opponents: None forthcoming. No one else came forward and the public hearing was closed. Motion to approve RES. R18- 0042 by Councilmember Gaines, second by Councilmember Florance. Councilmembers Engberg and Mumgaard stated a concern about traffic flow in the area upon completion of this proposed development and the City's community center on the east side of 96th St. Councilmember Engberg would like to see the installation of a full- motion intersection along 96th St connecting the two areas in order to ease traffic on Lincoln Rd. Councilmember Mumgaard believes it may be possible to move the connection of Cornhusker Rd farther south and asked Mr. Jobeun to comment on the issue. Mr. Jobeun stated that he doesn' t believe this is financially feasible due to the location of the existing levee and drainageway. Councilmember Florance noted that while he believes it is important to consider traffic flow, he doesn' t believe the development should be burdened when they are already proposing other infrastructure improvements. Comments from Mayor and Council: Mayor Black gave an update on his events: ( 1) Mayor Black spoke to 30 real estate agents at NP Dodge regarding growth of Papillion from a real estate perspective; ( 2) Mayor Black attended the Site Selection Magazine award event; ( 3) Mayor Black, Amber Powers, Jeff Thompson, and Chris Myers met to discuss relinquishment of NE- 85 from NDOT; ( 4) Mayor Black made a presentation at Leadership Sarpy regarding economic development; (5) Mayor Black and City staff attended the ribbon cutting for the PVFD museum; ( 6) Mayor Black, Amber Powers, and Chris Myers attended the Wastewater Agency P3 educational meeting; ( 7) Mayor Black, Amber Power, and Chris Myers met with Josh Charvat, the new Business Development Manager for SCEDC. Mayor Black reminded Council members that the City' s Easter Egg Hunt will be held on Saturday, March 24th, and that the Sarpy County Chamber's Grand Giveaway event will be held on Thursday, March 29th ADJOURNMENT: Motion to adjourn by Councilmember Gaines, second by Councilmember Mumgaard.
