MINUTE RECORD PAPILLION CITY COUNCIL MINUTES TUESDAY, FEBRUARY 5, 2019 a 7: 00 P. M. The City Council of the City of Papillion met in open and public session at Papillion City Hall on February 5, 2019, at 7: 00 PM. City Clerk Nicole Brown called the roll. Present were Councilmembers Steve Sunde, Tom Mumgaard, Jason Gaines, Gene Jaworski, Bob Stubbe, Steve Engberg, and Mayor David P. Black. Councilmembers James Glover and Lu Ann Kluch were absent. Also present were City Administrator Christine Myers, Assistant City Administrator Amber Powers, City Attorney Karla Rupiper, Library Director Rebecca Sims, Planning Director Mark Stursma, Fire Chief Bill Bowes, City Engineer Jeff Thompson, Police Chief Scott Lyons, Parks & Facilities Director Tony Gowan, Recreation Director Lori Hansen, and Finance Director Nancy Hypse. Mayor Black and a Boy Scout from Troop # 888 led those present in the Pledge of Allegiance. Affidavit of Publication: Notice of the meeting was given in the Papillion Times, the designated method of giving notice. A copy is available in the office of the City Clerk. Public announcement that a current copy of the open meeting act is posted in the City Council Chambers. Oath of Office: Police Chief Scott Lyons gave a brief introduction of Police Officer Travis Rozeboom. Mayor Black then administered the oath of office to Officer Rozeboom. ADMINISTRATOR' S REPORT: City Administrator Christine Myers gave an update on the following: ( 1) Mayor Black and Ms. Myers attended a United Cities meeting; ( 2) City Attorney Karla Rupiper and Councilmember Tom Mumgaard testified in opposition to legislation regarding small cell wireless facilities; ( 3) United Cities submitted a letter of opposition to LB103 and LB158 regarding property tax request; ( 4) There will be an Elected and Appointed Officials training on February 20th sponsored by MAPA, Sarpy County, and the Cities of La Vista and Papillion; ( 5) The Sarpy County Chamber of 12th; ( Commerce' s 2019 Grand Giveaway is on March 6) There will be a tour of Papillion 12tH Landing on February CONSENT AGENDA ITEMS: ( 1) Approval of the agenda as presented; ( 2) Approval of the Minutes from January 15, 2019, City Council Meeting; ( 3) Approval of the bills as presented; ( 4) RES. ORD. 1828 — An ordinance to approve a Change of Zone from AG ( Agricultural) to R-4 ( Multiple- Family Residential) and MU ( Mixed Use) for the property legally described as a tract of land being part of the SE'/ 4 of Section 31, T14N, R12E of the 6th P. M., Sarpv County, NE, generally located NW of 120th St & Schram Rd. The applicant Ashbury Hills Development, LLC. ( Ashbury Hills) —Mark Stursma — 597- 2077. Mayor Black opened the public hearing and called for proponents. Proponents: Larry Jobeun, Fullenkamp, Doyle & Jobeun, 11440 W Center Rd, Ste C, Omaha, stepped forward on behalf of the applicant and gave a brief presentation regarding the development project. Mr. Jobeun also noted that several additional project representatives were in attendance at the meeting. Councilmember Mumgaard expressed concern with 126th Street being accessible to the surrounding neighborhoods during construction of the new development. Mr. Jobeun stated that they will work to make sure roads are accessible during construction and that there will be a new road allowing multiple access points to the new development, as well as Founders Ridge. R19- 0005 — PUBLIC HEARING AND VOTE — A resolution to approve a Preliminary Plat for the property legally described as a tract of land being part of the SE'/ 4 of Section 31, T14N, R12E of the 6th P. M., Sarpy County, NE, generally located NW of 120th St & Schram Rd. The applicant Ashbury Hills Development LLC. ( Ashbury Hills) — Mark Stursma — 597- 2077. Mayor Black opened the public hearing and called for proponents and opponents. Proponents: Larry Jobeun, Fullenkamp, Doyle & Jobeun, 11440 W Center Rd, Ste C, Omaha, stepped forward on behalf of the applicant and noted the attendance of other project representatives. Councilmember Stubbe gave a brief summary of the wastewater system within the development area. He noted that if any changes are required relative to the agreement 5 February 5, 2019 with Omaha Public Works for the Papillion watershed, they would be minor and could be approved administratively by the Omaha Public Works Director. Councilmember Stubbe asked for additional information regarding the storage facility. Jason Thiellen, E& A Consulting Group, 10909 Mill Valley Rd, Ste 100, Omaha, stated that the facility will be used for storing recreational vehicles. Mr. Thiellen also mentioned that they would be using concrete and fencing with landscape screening to block the view of the vehicles from the road.
