MINUTE RECORD PAPILLION CITY COUNCIL WORKING SESSION MINUTES TUESDAY, NOVEMBER 12, 2019 Ca 6: 00 P. M. The City Council of the City of Papillion met in open and public session in the City Council Chambers in Papillion City Hall on November 12, 2019, at 6: 00 PM. City Clerk Nicole Brown called the roll. Present were Councilmembers Steve Sunde, Tom Mumgaard, Jim Glover, Lu Ann Kluch, Bob Stubbe, Steve Engberg, and Mayor David P. Black. Also present were City Administrator Christine Myers, Assistant City Administrator Amber Powers, Communications Manager Trent Albers, and Planning Director Mark Stursma. Councilmembers Jason Gaines and Gene Jaworski were absent. Mayor Black led those present in the Pledge of Allegiance. Public announcement that a current copy of the open meeting act is posted in the City Council Chambers. INTRODUCTIONS: Mayor Black provided background on the messaging strategy and the decision to engage KidGlov. Lisa Bowen and Kelley Peterson from KidGlov introduced themselves and provided brief explanations of the process they used to find their results. DISCUSSION: Messaging Strategy: Ms. Bowen provided a quick review of KidGlov' s findings to the Council members. Ms. Peterson gave a detailed explanation of the top- line results of their findings. She then explained how the results were used to derive brand messaging for the City. Ms. Bowen explained brand archetypes and discussed those specific to the City based upon survey results, which were Everyman, Lover, and Ruler. Ms. Peterson discussed how survey results were utilized to formulate the messaging statement and elevator statement. Ms. Peterson provided possible elevator statements for the City, then announced that the recommended tagline for Papillion is " Feels Like Home." Councilmember Mumgaard asked for additional information regarding the City's Ruler archetype and why it wasn' t included in the tagline. Ms. Peterson explained that, based on survey results, the Ruler archetype was ranked third, so it was more of a supporting archetype. Councilmember Mumgaard asked who the target audience is for this messaging. Ms. Peterson explained that the purpose of the messaging is to use the words of people who are already here to sell the best aspects of the community to others who may move their homes and businesses here. 1 November 12, 2019 Ms. Peterson noted that the Ruler archetype is representative of the City' s strong leadership. She added that the Ruler archetype also implies safety, stating that great leaders help keep the community safe. Councilmember Engberg stated that he is happy with the results. Councilmember Glover stated that he sees " Feels Like Home" as a good tagline. He added that Papillion has a large military population and many people come and go, but many return to stay because of the schools and the community. He noted that the people who return often say that it' s because Papillion feels like home. Councilmember Kluch stated that she wasn' t pleased with the results and that the tagline feels used, as other communities could also say this. Councilmember Sunde stated that he likes the tagline and thinks it accurately depicts the city. He noted that he would like to see the messaging statement be inclusive of the city' s churches, as he believes they are also a large part of the community. Councilmember Mumgaard stated that he agrees with Councilmember Kluch in the sense that "Feels Like Home" is accurate, but not unique. Mayor Black asked Ms. Peterson and Ms. Bowen if they would provide the other tagline options to the Council members. Ms. Peterson listed the other tagline options derived from the survey results: " Always Something for You to Love," " All You Need Right Here," and " Where Your Future Lives." Councilmember Engberg stated that he likes " Feels Like Home" because it tells people where we' ve been as a City and where we' re going. Councilmember Kluch stated that she prefers " Where Your Future Lives" because it grabs her attention. Councilmember Sunde stated that he likes " Feels Like Home," but would consider other options like " Welcome Home." Councilmember Stubbe stated that he appreciates the discussion and noted that it' s important to consider what we are trying to accomplish. He added that he wonders if Feels Like Home" is enough to grab people' s attention and to express that we want people to come to Papillion. Councilmember Mumgaard stated that he agrees with Councilmember Stubbe. He proposed that perhaps " Feels Like Home" could somehow be incorporated with " Where Your Future Lives" to create something new. 2 November 12, 2019 CLOSING COMMENTS: Comments from Mayor and Council: Ms. Myers thanked Ms. Bowen and Ms. Peterson for their work and explained the next steps in the process. She added that a resolution will be brought before the Council for a vote following further discussion. Councilmember Mumgaard asked if a resolution was necessary. Councilmember Engberg stated that he believes a resolution would be appropriate so that the tagline and messaging statement can' t be changed at will in the future. Councilmembers Kluch and Stubbe stated that they agreed with Councilmember Engberg. Councilmember Mumgaard stated that he understands and agrees that there should be a resolution. Mayor Black explained that there will be further discussion prior to a resolution appearing before the Council. ADJOURNMENT: Motion to adjourn by Councilmember Kluch, second by Councilmember Stubbe. Upon roll call vote, Sunde, Mumgaard, Glover, Kluch, Stubbe, and Engberg all voted yes. Voting no: none. Absent: Gaines and Jaworski. Motion passed. Meeting adjourned at 6: 59 PM.
