PAPILLION CITY COUNCIL TRAINING WORKSHOP/ PLANNING SESSION
MINUTES
THURSDAY, JANUARY 16, 2020 8: 30 A. M.
The Mayor and City Council of the City of Papillion met in open and public session for a
training workshop/ planning session at Chalco Hills on January 16, 2020, at 8: 30 AM. City
Clerk Nicole Brown called the roll. Present were Councilmembers Steve Sunde, Tom
Mumgaard, James Glover, Gene Jaworski, Lu Ann Kluch, Bob Stubbe, Steve Engberg,
and Mayor David P. Black. Councilmember Jason Gaines was absent. Also present were
City Administrator Christine Myers, Assistant City Administrator Amber Powers, and Dr.
Ralph Lassiter from the Nebraska Business Development Center.
Mayor Black led those present in the Pledge of Allegiance.
Affidavit of Publication: Notice of the meeting was given in the Papillion Times, the
designated method of giving notice. A copy is available in the office of the City Clerk.
Public Announcement that a current copy of the open meeting act was present at the
meeting.
Mayor Black discussed the goals for the session and the decision to utilize Dr. Lassiter
from the Nebraska Business Development Center as a facilitator.
OVERVIEW OF PLANNING PROCESS:
Dr. Lassiter reviewed the schedule of activities. He then discussed roles and
responsibilities during the planned exercises and reviewed ground rules for discussion.
DATA REVIEW:
Council members reviewed highlights from the 2017 citizens survey and the goals
establishedduring the 2018 City Council Retreat: ( 1) Preserve Mid- Town Papillion, ( 2)
Evaluate Public Safety for a Big City, ( 3) Maintain a Strong Financial Position, ( 4)
Improve/ Maintain Road System, ( 5) Protect Small- Town Feel and Sense of Community,
and ( 6) Expand/ Improve Recreational Facilities. They also begin reviewing the results of
a SWOT analysis survey completed by elected officials, department heads, and alumni
from the Papillion Leadership Academy.
Break: 9: 33- 9: 44 AM
After returning from break, Dr. Lassiter led the Council in a discussion to identify various
trends that influence the city and the impact those trends will have on the City' s Mission
and Vision Statements. After completion of the discussion, the Council agreed upon a

draft Mission Statement: " The mission of the City of Papillion is to preserve our small-
town feel and promote quality of life, while delivering exceptional services for residents,
visitors, and businesses."

Upon reconvening, the Council discussed what they believe to be the values of the City.
From those values, they decided upon a draft Vision Statement: "Papillion will be a model
for a safe, vibrant, and inclusive community with a thriving economy, that values
recreational, cultural, and educational opportunities."

SWOT ANALYSIS:
Mayor Black and Council members participated in a small- group brainstorming exercise
to identify the City' s strengths, weaknesses, opportunities, and threats.
Break: 2: 03- 2: 14 PM
ACTION PLANNING:
Mayor Black and Council members used the draft Mission and Vision Statements to
define goals for the City. They then condensed those ideas into five draft strategic goals:
1. Manage plans ( existing and new)
2. Maintain a strong financial position
3. Maintain and improve downtown
4. Manage growth and development
5. Maintain small- town feel
Dr. Lassiter concluded his portion of the session and provided advice toward next steps
in the strategic planning process.

SUMMARY AND CLOSING COMMENTS:
During comments from Mayor and Council, the following items were briefly discussed: ( 1)
solar power legislation, ( 2) downtown redevelopment, ( 3) downtown fire station, ( 4) 90th
St improvements, and ( 5) Halleck Park connection to 72nd St.

ADJOURNMENT:
Motion to adjourn by Councilmember Glover, second by Councilmember Jaworski. Upon
roll call vote, Sunde, Mumgaard, Glover, Jaworski, Kluch, Stubbe, and Engberg all voted
yes. Voting no: none. Absent: Gaines. Motion carried. Meeting adjourned at 4: 19 PM.
