MINUTE RECORD PAPILLION CITY COUNCIL MINUTES TUESDAY, APRIL 5, 2022 7: 00 P. M. The City Council of the City of Papillion met in open and public session in the City Council Chambers at Papillion City Hall, 122 E Third St, on April 5, 2022, at 7: 00 PM. City Clerk Nicole Brown called the roll. Present were Councilmembers Steve Sunde, Tom Mumgaard, Jason Gaines, Jim Glover, Gene Jaworski, Lu Ann Kluch, Bob Stubbe, and Steve Engberg. Mayor David P. Black was absent. Also present were City Administrator Amber Powers, Deputy City Administrator Phil Green, Assistant City Attorney Carla Heathershaw Risko, Police Lieutenant Jerry Prazan, Recreation Director Tracy Stratman, Finance Director Nancy Hypse, Planning Director Mark Stursma, Fire Chief Bill Bowes, Library Director Matt Kovar, Public Works Director Mike Kleffner, Deputy City Engineer Alex Evans, and Human Resources Director Carrie Svendsen. Council President Engberg led those present in the Pledge of Allegiance. Affidavit of Publication: Notice of the meeting was given in the Sarpy County Guide & News, the designated method of giving notice. A copy is available in the office of the City Clerk. Incorporated herein by reference as if fully set out herein is the audio and visual recording of the council meeting. Public announcement that a current copy of the Open Meetings Act is posted in the Council Chambers. Council President Engberg welcomed everyone back to Papillion City Hall. ADMINISTRATOR' S REPORT: City Administrator Amber Powers provided an update: 1) Thanks to all involved in the City Hall remodel; ( 2) A City Hall open house will be held in May; ( 3) The fourth grade tours of City Hall will take place April 13- May 13; ( 4) Thanks to the Vietnam Veterans Memorial Foundation for the Groundbreaking Ceremony last week; ( 5) There will be a Groundbreaking Ceremony for Sheltering Tree on April 7; ( 6) Spring Clean- Up Days will be April 18- 24; ( 7) There will be a few upcoming Council Committee meetings scheduled; ( 8) The Sarpy County and Cities Wastewater Agency will hold a Groundbreaking Ceremony on April 20. Councilmember Mumgaard asked why the plans changed from developing commercial and office spaces to more residential. Bert Hancock, Robert Hancock & Co, 1925 S 64th Ave, Omaha, explained that the change occurred because the developer is seeing the need for more mixed residential and commercial spaces in that area. Mr. Hancock stated that the landowner thinks this would be a more practical use of this lot. Opponents: None. No one else came forward and the public hearing was closed. Motion to approve RES. ADMINISTRATIVE REPORTS: Committee Reports: Public Facilities Committee: Councilmember Mumgaard stated that the Committee discussed PRO Soccer Club' s requests and recommended for staff to continue working with PRO. Councilmember Mumgaard stated that the Committee also discussed the possibility of a unified trash hauler and, per staff recommendation, voted to not pursue changes to the process at this time. Comments from the Floor: Mike Erdman, 926 S Madison St, presented proposed street extensions from the development off of S 84th St and Hwy 370 into the Overland Hills neighborhood to the north. Ed Weniger, 1709 Ridgeview Dr, asked if discussions had been held with the school district regarding Trumble Park Elementary' s ability to absorb new students from the proposed apartments in the same development.
