MINUTE RECORD PAPILLION CITY COUNCIL MINUTES TUESDAY, MAY 17, 2022 @ 7: 00 P. M. The City Council of the City of Papillion met in open and public session in the City Council Chambers at Papillion City Hall, 122 E Third St, on May 17, 2022, at 7: 00 PM. City Clerk Nicole Brown called the roll. Present were Councilmembers Steve Sunde, Tom Mumgaard, Jason Gaines, Jim Glover, Gene Jaworski, Lu Ann Kluch, Bob Stubbe, Steve Engberg, and Mayor David P. Black. Also present were City Administrator Amber Powers, Assistant City Attorney Carla Heathershaw Risko, Deputy City Administrator Phil Green, Deputy Administrator of Community Development Mark Stursma, Police Chief Chris Whitted, Fire Chief Bill Bowes, Public Works Director Mike Kleffner, Parks & Facilities Director Tony Gowan, Recreation Director Tracy Stratman, Finance Director Nancy Hypse, Library Director Matt Kovar, Planning Director Travis Gibbons, and Chief Building Official Brad Sojka. Proclamation: Mayor Black presented proclamations to Public Works Director Mike Kleffner for National Public Works Week, and to Parks & Facilities Director Tony Gowan for Kids to Parks Day. ADMINISTRATOR' S City Administrator Amber Powers provided an update: ( 1) REPORT: Congratulations to Recreation Director Tracy Stratman, Library Director Matt Kovar, and Fire Marshal Steve Thornburg for their graduation from the Leadership Sarpy program; ( 2) Congratulations to participants in the Half Marathon and thanks to the Recreation Department for organizing the event; ( 3) The Papillion Farmers Market begins June 1 and will continue through August 24; ( 4) The Fire Department will hold a training exercise on May 18 near 90th St and HWY 370; ( 5) Budget preparations for FY2022- 2023 are underway. Councilmember Gaines asked what improvements would be included in the remodel. Mayor Black noted that the contract price is to be split by all three jurisdictions served by the Fire Department. Fire Chief Bill Bowes discussed the scope of work and stated that these are basic items that will update the station for the presence of full- time staff over the next several years. Councilmember Mumgaard stated that he believes Station # 3 should be moved out of the downtown area. Mayor Black noted that Council has discussed this option but that this remodel will address needs for the next 7- 10 years at the current location. 5 May 17, 2022 Upon roll call vote, Sunde, Mumgaard, Gaines, Glover, Jaworski, Kluch, Stubbe, and Engberg all voted yes. Mayor Black noted for the record that ORD. 1954 would require a motion to amend due to a minor modification to the number of lots that was made by the developer. Opponents: Carol Kunz, 1012 S Madison St, stated that she does not want to see the park removed and expressed concern regarding drainage. Terry Perez, 403 Valley Rd, discussed traffic concerns with street connections between this development and the existing residential area to the north. Mike Erdman, 926 S Madison St, also discussed concerns with street connections and suggested alternative traffic solutions. He added that he is otherwise looking forward to the development. Edward Weniger, 1709 Ridgeview Dr, asked if the developer could assist with fencing a portion of the school' s property to expand the play area for students. Councilmember Kluch asked the developer to discuss the traffic study. Mr. Beller provided information relative to concerns discussed by the opponents and added that the S Harrison St connection would be a much later phase if it happens at all, and that the park would be relocated in that circumstance as opposed to being removed entirely. Ms. Kluch asked how much later the S Harrison St connection might be. Mayor Black noted that construction of that connection would involve approval from the Army Corps of Engineers, so no one can estimate timing at this point. Councilmember Kluch asked about the monument signs identified in the site plan. Mr. Beller stated that they will be standard subdivision signs and will conform to the City' s design standards. Councilmember Gaines asked about construction phasing. Mr. Beller stated that the school district has been informed of the development and that they will be tasked with determining attendance.
